MINUTES OF A MEETING of the St Goran Parish Council held on 14th January 2010 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair.

 Present were Messrs Ayres, Lobb, Trevarton, Mrs Dean, Mrs Crouch, Mrs Stokes, and 1 member of the public.

1. PUBLIC SESSION

A member of the public expressed their complete dismay towards the CC, regarding their metering out of salt provisions and salt bins during the recent icy weather. Mr Trevarton told the PC that the gritters only travelled past the bottom of Treveor Hill after he had phoned Radio Cornwall to make a complaint. It was discussed that there used to be more salt bins with in Gorran Parish and Mevagissey has far more salt bins than the Parish of Gorran, a comment was also made that it wouldn't create   much more work for a gritter lorry to travel about 3 more miles into Gorran to make the roads safer. The discussion moved on to the flooding at the bottom of Treveor Hill, which has largely contributed to the problem of ice on the roads. Mr Grose commented that most PC's would probably be making complaints to the CC and the problem would come down to finance. The poor condition of the roads was also raised, due to the recent icy conditions, the road between Highclere and Bodrugan straights, is particularly bad. It was agreed the Clerk will write to the CC requesting that all roads, gritting and salt bins need to be reviewed and upgrade the need for the flooding to be looked into at the bottom and the top of Treveor Hill, and would the CC inform the PC of their proposals.

The Parish Council then went into formal session

5.  MATTERS ARISING FROM THE MINUTES

5.1 Grave space purchase

It was agreed to move 5.1 to In Committee

5.2 Wind turbine

A letter was received from Sue Tonkin – She writes – While it is highly commendable that Gorran School have followed a green energy initiative, it would appear to have been highly dangerous to have installed a wind turbine so near to a school and the public highway, as it has proven elsewhere there can be a risk of turbine failure. According to an article in The Guardian there is apparently no clear safety standard for the strength of turbines, or their blades. Nor do manufacturers disclose how close to tolerance they make their products, and mistakes are made. In 2008, Suzlon energy had to repair or replace their entire stock of 1251 turbine blades. In Germany, which has 20,000 wind turbines, the insurers in that country now see the wind industry as risky, due to the large incidents involving these devices. Are the parents at Gorran School really going to be happy in future ?, - would an alternative energy source now be worthy of consideration ?. St Mewan School installed solar panels, with a grant from The Co-Operative. Dave Doyle of the Co-Operative Board has very close links with Gorran Parish. At two Council meetings I have attended lately, the noise of the turbine has been brought up, surely this is not acceptable, were these neighbours all consulted when a wind turbine was first mooted by the School ?.I feel visitors come to this area to enjoy its natural beauty, although there was an out cry by local people at the idea of a phone mast because of its intrusive nature in an Area of Outstanding Natural Beauty. In conclusion, I would say because of it's inherent danger and the considerable noise nuisance, and the devaluation by its presence the School should not have the wind turbine replaced and look for funding for a less dangerous and less intrusive form of green energy.

After hearing the letter, Mrs Stokes informed the PC that the School have had a meeting with the manufacturers and a fault has been found and the wind turbine will not be reinstalled until all safety issues have been resolved. The manufacturers can also fit smaller blades, therefore reducing the noise the wind turbine creates. Concerns were raised, because the PC wouldn't have been given this information if it wasn't for Mrs Stokes sitting on the Schools board of governors. The PC have previously asked the school to be keep them informed, so the PC could then keep the public informed of any plans. It was agreed the Clerk will write to The Headmaster of Gorran School and the Chair of the School governors to express the public's concern about the wind turbine and ask to be kept informed of any future plans. 

5.3 The Haven Cafe

The Clerk reported that an email had been received from the Cornwall Council Planning Enforcement Section. They have carried out a site survey and the overhang of the roof appeared to be in accordance with the approved plans. In this instance a breach of planning control has not taken place and they will therefore be closing the above case. The PC contested this – Mr Grose commented any structure should not en crouch on a public highway. After discussing this matter further, the PC came to the conclusion that the roof is overhanging the road and once gutters have been installed this will cause difficulties for vehicles using this public highway. It was agreed the Clerk will write to Highways and also send a copy to the Planning Enforcement Section. 

6 COMMITTEE REPORTS.

6.1 Footpaths.  Nothing to report

6.2 Beach.  Mr Ayres reported that the stream running by the Mermaid Cafe onto the beach, is starting to run under the slip way. Concerns were raised as this is becoming dangerous, particularly for children. The PC discussed that the top had already been filled in, but water is still coming out. The Clerk will contact Steve Foster from The One Stop Shop about this matter.

6.3 General Purposes. There has been no progress on the base for the new bench to stand on at Bell Hill, there is confusion over the information required by  Highways. The Clerk is to inform Highways of the dimensions for the base.   

The Millfords sign is ready to be collected. The Clerk will inform Teresa Frost to liaise with Mr Crouch.

7  CORRESPONDENCE

7.1 Keith Oliver – Village website - We are planning to have the website up and running by March, I shall send you full details in due course. We would be happy to link with your current website.

7.2 Cornwall Council – Recycle for Cornwall - Invitation to a seminar launching the increase of recycling in the St Austell & St Blazey area.

7.3 Cornwall Council – Off Street Parking places order 2010 - Cornwall council is inviting comments on the off street parking order, that proposes an average increase of 5% on parking charges in Cornwall.

7.4 Cornwall Council – Details of St Austell Community Network meeting.

7.5 Audit Commission – A new auditor has been appointed – Wayne Rickard for the next 5 years.

7.6 The Boundary Committee – Electoral review of Cornwall. - A summary of the Committees report setting out their final recommendations for Cornwall.

7.7 Cornwall Blind Association – Request for our Support. I've replied stating the Parish Council is in the position to only offer funding with in its own Parish.

7.8 News letters – Town & Parish Council, The County Bulletin, The Sign Post

PCC – There will be a fair well get together for RV Pat Robson 3-5pm Saturday 16th Jan. Everybody is invited.

Steve Foster – Wainhomes application : St Austell Northern Expansion.

Full planning Major – Outline application to include 1300 residential dwellings; up to 9000 square metres of floor space; ancillary retail floor space; leisure; 60 bed care home; Primary school; strategic landscaping and public open space; community transport hub of up to 350 spaces and access connections. The Town Council is considering the application next Wednesday 20th January, @ 6pm at the St Austell One Stop Shop. Members are welcome to attend as members of the public. Complete set of plans are available at planning reception.

Gorran Haven Institute – Letter received thanking the PC for the donation of £100 towards the new Christmas lights for the triangle. They've received very positive comments from villagers, the carol singing raised £40 for two local charities.

Nick Witcomb – Rural Foundations – Letter has been received. Rural Foundations would like to set up a Community Land Trust, which will be a Non-profit community based organisation, committed to meeting local housing needs and providing community benefit. It's main responsibility would be to monitor the conditions of the section 106 Agreement, safeguarding these houses for the local community.

A discussion about the CLT took place, questions were raised as to whom would be best to form the CLT, should it just be Parish Councillor's ?, as they are already elected members and are the only local organisation with a nominal interest that meet on a regular basis, or should other members of the public be involved. The discussion moved onto how many members would be required for the CLT ?. It was suggested that 5 members would be good as an odd number is always useful for voting. It was then agreed The Clerk will contact Mr Witcombe to find out who are members of other CLT's.

9.  PLANNING MATTERS.

09/01664: Mrs M Richards, Duegwastas Wills Moor, Gorran Haven PVC-u conservatory to rear of the property. Full planning. No objections.

All the bills for November have been paid. Agreed to pay the bills for December.

10. Quarterly budget review

After the Clerk presented the PC with the budget review figures the PC agreed they are still with in their precept, and the precept set for next year is still in line with their spending.

11. Cormac

Mr Ayres agreed to arrange to meet with Mr Chris Wood at Rattle Street with regards to the cobbling of the area, to enable Cormac to produce a quote for these works.

12. PARISH PROBLEMS

The PC discussed the problem with the parking by the cobbled area at the bottom of Gorran Haven, could double yellow lines be put there ?. After further discussions the PC agreed this would be at a large cost to the PC and who would there be anybody to enforce them. The previously suggested herringbone parking was then brought up, this was to take place in Gorran Haven, opposite the old post office – it was found that it generally didn't create many more parking spaces.

It was brought up that people are travelling up Church Street on mobility scooters, which is becoming dangerous, as it is a one way street. The Clerk is to place a notice in the parish magazine.
