MINUTES OF A MEETING of the St Goran Parish Council held on Thursday, 4th August 2005 in the St Goran Church Schoolrooms at 7.30p.m. with Mr. P. Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Lobb, Michell, Mr. P. Trevarton & Mrs. D. Mutton (Restormel Borough Council) and 1 member of the public. PUBLIC SESSION Mrs. Leech expressed concern about the amount of rubbish in the Gorran Haven beach area and suggested that more bins are needed. Mr. Grose stated that recycling bins should have been put onto the beach and into the car park. Mrs. Mutton stated that she will ask the waste minimisation officer at R.B.C. when they are to be put in situ. Mrs Leech then commented on the ideas put forward by the school for a new school hall which could be used by the community as well and also the proposed new footpath from the playing field to the school. She had been unaware that it was suggested that the footpath would go through the playing field and in her opinion the playing field cannot afford to lose this land. She also believed that not enough research has been done on this project. Mr. Grose advised that a further meeting has been arranged for further discussions with all interested groups in the village. He also agreed that a lot more research needs to be done including contacting any relevant land owners. The Parish Council then went into formal session APOLOGIES Messrs Vian, Whatty and Mrs. Gouldsmith. MINUTES OF THE MEETING OF THE 7th JULY 2005 The minutes were agreed with one correction. The problem at the road at Boswinger is not by the campsite but by Boswinger FarmMATTERS ARISING FROM THE MINUTES Proposal for hall and footpath. A meeting had been held with various interested groups to discuss this proposal and a further meeting is planned in September. A working group will be formed. The school badly needs a new hall as the numbers at the school have greatly increased and the idea is that a community hall should be considered. It has also been suggested that a new footpath should be created from the playing field to the school across the field thus making it safer for the children to walk to and from school. This is all in the early stages of discussion and more research needs to be done. Highways. Letter in connection with the sign at the top of Bell Hill. Replacement will be considered at the end of the financial year if there is the money available. A site meeting with the surveyor took place at Boswinger and repairs should be done in September. Beach Risk Assessment. This has now been done and problems identified and R.B.C. informed. Parish Plan. The first draft has been produced and has gone to partners for comments by 12th August when the second draft will be done. Mr Church and Mr Lobb to give any comments on behalf of the P.C. SWAN, who have taken over responsibility from the Countryside Agency, have agreed a completion date 31st August. There will be sufficient funds available for a summary booklet to go to every household in the 2 parishes. Agreed subject to agreement by St Ewe P.C. Any money left over has to be paid back. Open Access. Letter received from the C.A. Land on the map only shows common land registered and maintained under the 1965 Commons Registration Act. Agreed to establish registration of other areas of common land in the parish. COMMITTEE REPORTS Footpaths. Mr Lobb reported that there are 2 iron spikes causing problems on the coastal footpath from Gorran Haven to Vault beach and that new signs are required on footpath no 2. Beach. Mr Lobb suggested that the RNLI be contacted in connection with a sign about safety on Gorran Haven beach. General Purposes. None. CORRESPONDENCE Grants. Thanks received from the P.C.C, Rowing Club, Pre-School, Playing Field Trust, Community Bus and the Institute. C.C.C. Letter in connection with problems of parking on the cobbled area at Gorran Haven. Agreed to request yellow lines. R.B.C. Details of civic parade. R.B.C. Details of Design, Conservation & Environmental Awards. Agreed to nominate Rattle Street. B.Scoble. Beach bollards fittings need replacing before next summer season. Agreed. R.B.C. Request for details of any properties in the Parish which have been left empty for more than 6 months. Mr D. Parke. Although, for a number of years, he has done work in the perimeters of the stream outside his property on Bell Hill a reminder to the Parish Council that this is not a permanent commitment and is really the responsibility of the Environment Agency. He also suggested that the flowerbed at the Triangle would be better grassed over and that the money saved be put to having the grass mown more often. Agreed and job to be put out to tender together with trimming the shrubs. PLANNING Miss Teague. Erection of conservatory at Clovelly, Rice Lane. Full Planning. No objection. Agreed to transfer £1,000.00 from deposit account before next months bills are due. Parish Plan Bills Receipts CRCC – Prioritisation Day 2,056.25 SWAN – grant 4,807.94 Playing Field – Hall hire 5.50 Interest 0.03 Mrs Ringrose – Expenses 15.00 Mrs Miles – Expenses 60.71
Totals 2,137.46 4,807.97 Agreed to transfer all monies from Parish Plan savings account to Parish Plan current account and to close savings account. All the bills for July have been paid. Agreed to pay the bills for August. PARISH PROBLEMS Mr Ayres reported that the young people in Gorran Haven would like to see the renovation of the snooker room as soon as possible. Request to go to the Institute to make this a separate issue from other renovations so that it can be speeded up. He also expressed concern that a shop has been opened at Treveague camp site. Mr Lobb reported problems with noise in the village late at night. D. George to be consulted about private security. Mr Church reported that a new leaflet has been issued by C.C.C. in connection with verge cutting practices. Mr Michell expressed concern as Highways will no longer repair the edges of roads and will only fill in potholes where they are more than 4” deep. The meeting closed at 9.00 p.m.
