MINUTES OF A MEETING of the St Goran Parish Council held on Thursday, 7th April 2005 in the St Goran Church Schoolrooms at 7.30p.m. with Mr. P. Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Michell, County Councillor Mr. J. Lobb, Restormel Borough Councillor Mrs. D. Mutton and two members of the public. PUBLIC SESSION Mr. Grose welcomed the members of the public and invited any questions. Ms Sarah Carey introduced herself as the representative from the Cornish Guardian and she is now the contact for this area. The other member of the public asked for an update on any affordable housing to be built at the end of Trelispen Park. Mr. Grose stated that at the moment this site is not being considered for affordable housing. Another preferred site is at present under consideration. The Parish Council then went into formal session. APOLOGIES Mrs Gouldsmith, Messrs P. Vian, J. Whatty and Restormel Borough Councillor Mr P. Trevarton. MINUTES OF THE MEETING OF THE 3rd March 2005 The minutes were agreed.MATTERS ARISING FROM THE MINUTES Gorran Haven Enhancement Scheme. Rattle Street is now completed. Agreed that T.J.Brent have done a good job. Two quotes have been forwarded by T.J.Brent for a metal plaque to be put up stating that the work has been done by them. The Parish Council agreed that they are happy for this to be done but they have at no time agreed to pay for it. Roadside waste dumping. Mr Michell asked if a reply had been received from the Highways in connection with the dumping by the roadside of the waste from the ditch clearing. No reply has yet been received. County Councillor Lobb stated that St Ewe Parish Council has also expressed concern about this and he will take the matter up. COMMITTEE REPORTS Footpaths. C.C.C. is interested in any footpaths that have not been included on the definitive map. In which case that will try to get them included. Beach. Nothing to report. General Purposes. The display notice boards still need to be redone. Clerk to look into. CORRESPONDENCE. R.B.C. Details of Parish Council Precept 2005/06. Defra. Details of additional grants which may be available for projects supported by Quality Parish Councils. R.B.C. Details of consultation by the Standards Board on the Code of Conduct. Harbour & Fishermen’s Society. Request to use beach for Gala Day on 2nd August 2005. Agreed. Mount Zion Church. Request to use beach for ‘Holiday Bible Club’ events August 1st- 5th 2005. Agreed. PLANNING Mr G.Couch. Proposed alterations and extensions. New studio and garage building with open link to existing dwelling. Alterations to ground floor of existing dwelling and new balcony and entrance porch/conservatory at The Boat House, Rice Lane, Gorran Haven. Full Planning. Objection to the new studio and garage building with open link to existing dwelling as the increase in the visual appearance would be out of proportion with the property. No objection to the alterations to ground floor of existing dwelling and new balcony and entrance porch/conservatory. Mr J. Sturgeon. Construction of additional living room and utility room and changes to internal partitions at Silver Seas, Cliff Road, Gorran Haven. Full Planning. No objection. Mr K. Patalong. Extensions to front dormers. Extension to garage at 11 Perhaver Park, Gorran Haven. Full Planning. No objection. Mr D. Parke. Various works to ash, eucalyptus and grey poplar trees at The Firs, Bell Hill, Gorran Haven. Tree Preservation Order. No objection. Dr A. Fraser. Removal of majority of Leylandii at Morgelyn, Trewollock Lane, Gorran Haven. Tree Preservation Order. No objection. All the bills for March have been paid. Agreed to pay the bills for April. The precept is due to be paid this month so no transfer of funds necessary. REVIEW OF CEMETERY CHARGES Charges increases agreed as follows:- Purchase of grave space, including deed of Ownership £200.00 Purchase of a grave space in advance £215.00 (includes fee of £15.00 to cover cost of marker stone) Purchase of cremation plot £75.00 Erection of headstone or memorial £45.00 Administration charge in event of second burial or burial of ashes £45.00 Second inscription on headstone No charge Treble fees for persons not resident in the Parish. In certain cases this will be waived e.g. an ex-parishioner, after years living in the Parish, has lived in a Residential Home or with relatives. In the case of an ex-parishioner who has not lived in the Parish for over 10 years the charge will be doubled. BEACH – RUBBISH PROBLEMS These have now been resolved. The Mermaid Café has access to the bags and has been keeping the beach clear and emptying the bin if necessary. Mr Ayres reported that the dustmen are excellent and clear every bit of rubbish. Councillor Mutton will take this compliment back to R.B.C. PARISH PROBLEMS Mr Ayres wished to comment on the excellent flower displays in the tub by the toilets. Mr Church informed the meeting that signs have now been put up at Boswinger Camp Site warning visitors of the road between the two sections. They are very good. Also the frames for bus timetables will shortly be completed at Bell Hill and the Car Park. Mr Lobb advised the meeting that there are 2-3 tons of granite setts and about 1 ton of cobbles left over. Agreed to ask Cormac if they would like to purchase these. A reasonable offer would be considered. The meeting closed at 8.45p.m.
