MINUTES OF A MEETING of the St Goran Parish Council held on Thursday, 7th July 2005 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair.

 Present were Messrs Ayres, Bullen, Church, Lobb, Michell, Vian, Whatty, Mrs Gouldsmith, Mr P. Trevarton (Restormel Borough Council)

.As there were no members of the public present the Parish Council went into formal session.

The minutes were agreed.

 MATTERS ARISING FROM THE MINUTES

 Notice board at Boswinger. Letter from the Chapel agreeing to the notice board being positioned on the front wall.

Lime Kiln Trust. The roof of the Lime Kiln is now being done and other repairs are to follow. The issue of the seats is being looked at.

Risk assessments. Advice from R.B.C. is that risk assessments should be done. The Clerk has attended a course at R.B.C and it was agreed that the Beach Committee and Clerk will do a risk assessment for the beach. Other groups using the beach for events to be advised that they need to forward a copy of their safety plans and risk assessments to the Parish Council.

 COMMITTEE REPORTS

 Footpaths. A suggestion has been put forward by the school that a footpath should be created from the Playing Field to the school so that children and parents can be encouraged to walk to and from school. This would mean that the route would be safer and it may improve the parking problems at the school. There was also some discussion about including a footpath up Bell Hill as far as the Playing Field entrance. Letter to be sent to C.C.C.

Beach. There has been a complaint about the speed of cars with boats travelling too fast along the road and onto the beach. The community policeman to be informed. 

General Purposes. The National Trust has received a donation for a new seat on the way down to Vault beach. This should be in situ by the beginning of the school holidays.

 CORRESPONDENCE

 Countryside Agency. Conclusive map of open and common land.

C.C.C. Copy of letter from the Minister for Rural Affairs & Local Environmental Quality about the right of access under the CROW Act.

St Goran Old Cornwall Society. Congratulations on the new sign showing entrance to Gorran Churchtown and expressing need not to forget the old names of many parts of the Parish.

Defra. Information on the Clean Neighbourhoods & Environment Act 2005.

Mrs Theresa Gent. Thanks for her nomination for Good Citizens Award this year and the enjoyable presentation evening at R.B.C.

R.B.C. Details of Housing Strategy Workshop.

Gorran & Mevagissey Cubs. Request to use the beach on 24th August for a fundraising barbecue. Agreed and request for safety plan and risk assessment

Parish Plan Group. Details of recent discussions by various groups in connection with community facilities. A further meeting to be held shortly and all interested parties will be invited including the Parish Council.

 PLANNING

 Miss A. Trevenna. Widening of existing parking area at front of property to accommodate two cars and to improve visibility at Cosy Corner, Gorran. Full Planning. Objection on the grounds that the proposed entrance onto the road is too large for the size of the property, more than double the existing.

Dr J.H. & L.D.Dunne. Re-point east elevation at Galowras Farm, St Ewe. Listed Building Consent. No objection.

Mr & Mrs N. Mills. Conversion of ground floor rear wing to one bedroom dwelling at Smugglers House, Rattle Street, Gorran Haven. Listed Building Consent. Objection on the grounds that there is not enough amenity space for 3 dwellings.

 Parish Plan

 Hire of St Ewe Village Hall                     40.00 

 All the bills for June have been paid. Agreed to pay the bills for July. Agreed to transfer £1,000.00 from the deposit account to the current account before next months bills are due.

 The annual return has been returned by the audit commission as there was an error in its completion. The corrected return was agreed by the Council and signed as necessary.

 PARISH PROBLEMS

 Mr Bullen reported that there have been incidences recently of a lot of vehicles including boats parking in Chute Lane.

Mr Whatty expressed concern in connection with planning permission being given for properties on the estate at Perhaver to be made into 2 storey dwellings.

Cllr Trevarton has spoken to R.B.C and it is possible for areas that have a public community vista to be protected under planning. R.B.C. to be asked to consider this.

Mrs Gouldsmith reported that the hedge on the corner of Wansford Meadow and Bell Hill badly needs cutting. C.C. C. to be informed.

Mr Ayres reported that the gents toilets are smelling badly again. R.B.C. to be informed. The display notice board in Gorran Haven has still not been done. It was suggested that maybe the Pre-School may like to do something for this.

Mr Vian reported that the road at Carvinnick has a trench that needs repair.

Mr Church reported that part of the road at Boswinger on the corner opposite the chapel is collapsing and requested a site meeting with the Highways to explain the problem.

Mr Lobb reported that the kerb at the slipway to the beach needs highlighting as there have been incidences of people tripping.

Mr Michell reported problems on the road from Rushpool. Highways to be notified.

 IN COMMITTEE

 Tender for work at Gorran Green

 One tender was received from Mr Husband for £320.00. No others received. Agreed to accept Mr Husband’s tender.

 The meeting closed at 9.15 p.m.
