MINUTES OF A MEETING of the St Goran Parish Council held on Thursday, 2nd June 2005 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P.Grose in the Chair.

 Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Michell, Vian, Whatty Mrs Gouldsmith, Mr P. Trevarton (Restormel Borough Council) and 13 members of the public.

 There was an exhibition by Restormel Borough Council on the Local Development Framework (LDF) from 7.00p.m.

Mr Tony Lee, Head of Policy and Applications at R.B.C. gave a talk explaining the LDF which will replace the Local Plan. Three documents are being drawn up for consultation with all sections of the community as the government has stated that it wants the LDF to be driven from the bottom up. Local schemes should be local and peoples views need to be sought. Areas within the borough have been divided 1) Newquay, 2) St Austell, 3) Clay areas and 4)Rural areas which may be subdivided into North Coast and South Coast. The Core Strategy sets out the key themes of the planning strategy. One of the key issues is housing and two of the key factors are sustainability and conservation. St Austell and Newquay would be the main growth areas. The proposal is that no new housing should be built in the rural areas apart from ‘exceptions’ schemes which would deliver affordable housing for local needs. If the community has specific views these can be added to the supplementary guidance. Some questions were asked including the number of dwellings per hectare. Mr Lee stated that currently it is 30 to the hectare minimum and 50 in urban areas. Concern was expressed about the use of greenfield sites.  R.B.C. has built more houses than any other borough in Cornwall and 80% of these have been built on brownfield sites. However this will not be sustainable and it may be necessary to look at conversions. There are limitations to this as farm buildings are expensive to convert. The number of holiday homes was discussed. If more properties are sold for holiday lets the infrastructure of the area will suffer. The question of roads, schools, hospitals etc was raised. All the agencies concerned are part of the consultation process. It was agreed that it is important that policy is led by local views and the process involved in influencing the LDF. Mr Grose thanked Mr Lee for his talk and the exhibition and Mr Lee and most of the members of the public left.

One member of the public brought up the broken road sign at the High Clere turning.

 The Parish Council then went into formal session.

 MATTERS ARISING FROM THE MINUTES

 Gorran Haven Enhancement Scheme. Quotes obtained for sign to erected at the Canton end of Rattle Street. Agreed to purchase engraved brass plaque infilled in black.

Skateboard facility. There is nowhere suitable for this facility at the Playing Field as there has to be a minimum of 3 metres either side of the facility. Another site will have to be found before any scheme can go ahead.

 COMMITTEE REPORTS

 Footpaths. Nothing to report.

Beach. Mr Lobb reported that when helping launch a boat recently young children unsupervised were a problem. He suggested that next year the Parish Council may have to consider having a boat lane and putting up buoys.

General Purposes. Mr Grose brought up the subject of Gorran Green. The hedge between the Green and Gainsford is in a poor state. Agreed for the P.C. to have this cleared. Tenders for this to be sought. He also reported that the footpath up the hill from Gorran needs clearing.

 CORRESPONDENCE.

 R.B.C. Details of the first meeting of the new South West Coast Area.

C.C.C. Details of an event on a discussion on waste planning.

C.C.C. County Council Weed Treatment Policy. Work to clear weeds on the more minor road network in towns and villages will no longer be undertaken due to budget cuts.

C.C.C. Road closure details.

C.C.C. Review of the Regional Spatial Strategy – a consultation on the Cornwall Towns Study.

Graham & Graham, solicitors. A legacy of £500.00 has been bequeathed to the Parish by Mr Joseph Harry Evans ‘to provide enhancement of amenities to the benefit of present and future inhabitants’.

St Goran Rowing Club. Request to hold a Regatta Day on the beach on Saturday 13th August. Agreed. Cllr Trevarton suggested that a risk assessment should be done.

C.C.C. Cornwall Waste and Development Framework consultation document.

R.B.C. LDF consultation documents.

 PLANNING

 Mrs E.Sinclair. Conservatory extension to existing bungalow to match existing and additional roof light to match existing at Polvean, Tregerrick, Gorran. Full Planning. No objection.

S.C.Venison & Blamey. Change of use from commercial/retail to self-contained holiday cottage at Fuchsia Cottage, Canton, Gorran Haven. Full Planning. No objection to the conversion to a dwelling but the P.C. would prefer it to be used as permanent accommodation.

Mrs W. Bennett. Erect White UPVC conservatory to rear of property at 20 Perhaver Park, Gorran Haven. Full Planning. No objection.

All the bills for May have been paid. Agreed to pay the bills forJune. Agreed to transfer £2,000.00 from the deposit account to the current account before next months bills are due.

The bill from the CRCC for the appraisal event is less than the original quote. Agreed to have more copies of final leaflet produced if this is the preferred option agreed by St Ewe P.C. and the Parish Plan working group.

Mr Husband, Mr Lobb and Mr Church declared an interest in this item and abstained from the vote. Grants awarded :-

CONSULTATION ON FOOTPATH PRIORITIES

 C.C.C.has agreed to fund improvements to 1500km of public paths in Cornwall which will be identified as ‘gold ‘paths. All the paths in the County have been allocated a priority of gold, silver or bronze. Most of the paths in the Parish have been allocated gold or silver. After discussion agreed to recommend that paths 10, 12, 13 and 14 are allocated gold rather than silver as they are part of the route that schoolchildren walk and that footpath 27 is allocated silver rather than bronze as it is regularly walked as part of the coastal route.

 LIME KILN

 This subject had been brought up at the Annual General Meeting by a member of the public concerned at the poor state of the Lime Kiln and the doctors’ surgery. Agreed that a lot of work needs to be done to make the Lime Kiln in good order and that letters should be written to the members of the Lime Kiln Trust stating that the P.C. would like to see this done urgently.

 PARISH PROBLEMS

 Mrs Gouldsmith reported that there are weeds growing in the road at Wansford Meadows that has recently been resurfaced.

Mr Michell reported potholes in various places.

Mr Church expressed concern that the road markings for the work to be done outside Gorran Shop is not as discussed with the Area Surveyor. The kerbstones were to be brought out in line with the existing wall. He also informed the meeting that the times of bus services in Gorran Haven have changed as from Monday 6th June. As the P.C. Transport Officer he would like to have residents constructive views on the appropriateness to their needs or otherwise of the current bus times. These services are subject to the constraints of the level of patronage and subsidies that C.C.C. can afford.

Mr Lobb commented on the number of street directional signs that need replacing.

IN COMMITTEE

Tenders for granite setts

No increased offer received from K.H.Bullen. Mr N. Bayly has offered £75.00 a ton for the granite setts and £25.00 for all the cobbles. Agreed to accept Mr Bayly’s offer on the understanding that there are 4 tons of setts. Otherwise Mr Bayly may get them weighed.

A letter received from Ms L.Bignall requesting to be able to set up a small stall once a week on Gorran Haven beach during the summer in order to sell silver jewellery that she makes and imports. Agreed that this sort of merchandise is not appropriate to the tenure of the beach. Request refused.
