MINUTES OF A MEETING of the St Goran Parish Council held on Thursday, 12th May 2005 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Michell and Whatty. he Parish Council went straight into formal session. APOLOGIES Mrs Gouldsmith and Restormel Borough Councillor Mr P. Trevarton. The Clerk took the chair for the next item. ELECTION OF CHAIRMAN, VICE CHAIRMAN & COMMITTEES Chairman. Mr Husband nominated Mr Grose and Mr Whatty seconded. Unanimously agreed. Mr Grose accepted and took the chair. Vice Chairman. Mr Church nominated Mr Husband and Mr Whatty seconded. Unanimously agreed and Mr Husband accepted. E-mail from T.J. Brent expressing disappointment that a sign will not be put up in connection with the work done by them. After some discussion it was agreed to get quotes for a sign similar to the one at the other end of Rattle Street. The footpath sign which was supposed to be replaced had been taken down before the works had commenced. Permission to be sought to have a new footpath sign put up on the wall. Roadside waste dumping. Letter received from Highways. This is an accepted practice. It preserves the verges and prevents valuable topsoil being lost to landfill sites. In their opinion although it may look unsightly to begin with once it is spread and reseeded the verges soon return to their former state. Trimming of Hedgerows. The excessive trimming by the County Council of some hedgerows recently was raised by a member of the public at the Parish Council Annual Meeting last month. This had been done as the roads are to be resurfaced shortly and visibility for the drivers needs to be clear for them to work in reverse. However the trimming was ordered for corners and splays and it was to be light trimming only. The operator has been severely reprimanded and moved. Waiting Restrictions – Gorran Haven. Map indicates that the restrictions implemented are as agreed by the Parish Council. However the restrictions are inadequate at the cobbled area and the parking space next to the Haven Café. Agreed to contact Cornwall County Council to seek their suggestions. Skateboarding Facility. The Playing Field Trust Committee has agreed in principle to have such a facility sited in the Playing Field. A skateboard facility provider has sought a meeting with Parish representatives and their advice and quote may be useful. Mrs Gouldsmith to be informed of the results when she returns from holiday. Parish Plan Prioritisation Day. The event was successful but the numbers attending was disappointing. COMMITTEE REPORTS Footpaths. Some signs still need replacing. Details of new priorities scheme received. To be put on agenda for next meeting. Beach. Nothing to report. General Purposes. Nothing to report CORRESPONDENCE. East Cornwall Rural Partnership. Details of small funding available. Mrs D. Wright. Letter in connection with dangers of vehicles with trailers on the beach and request for the Parish Council to consider increasing the launching restrictions to all school holidays. It was stated that because of the financial pressures on the Parish Council this cannot be done. A risk assessment had been done and it is considered that there is less likelihood of problems outside the main school holiday season. R.B.C. Spatial Planning Monitoring Report. R.B.C. Details of Annual Meeting & Reception CALC. Information about Trafalgar weekend. CAB. Details of new home visiting service. PLANNING Mrs Wrigley. Proposed 2 storey building for managers flat on first floor and reception/small office, store and garage on ground floor at Ismeer Residential Home, Trewollock Lane, Gorran Haven. Outline Planning. No objection. Mrs Veronica Sinclair. Demolish an old bull shed in the corner of our garden and erect a studio/office at Wagtails Barn, Rescassa, Gorran. Full Planning. No objection providing that the building is restricted to a single storey. One letter of objection read. Mrs W. Bennett. Erect White UPVC conservatory to rear of property at 20 Perhaver Park, Gorran Haven. Full Planning. No objection. Mr & Mrs Crawford-Jones. Proposed new dwelling & detached garage at Wansford Meadows, Gorran Haven. Full Planning. Objection on the grounds that the proposed dwelling is too large for the size of the site. Mr M.Atkin. Extend roof to provide an extra bedroom at 6 Perhaver Park, Gorran Haven. Full Planning. No objection. All the bills for April have been paid. Agreed to pay the bills for May. Agreed to transfer £1,500.00 from the current account to the deposit account. PARISH PLAN BILLS FOR PAYMENT CRCC Appraisal 4,269.95 Mrs Ringrose Questionnaire delivery 40.00 Total 4,309.95 Agreed to transfer £3,000.00 from the Parish Plan Savings account to the Parish Plan Current account in order to pay these bills. St Ewe Parish Council to be informed. APPLICATION FOR LICENCE Notice received from Stephens & Scown, Solicitors in respect of an application for a restaurant liquor licence at Harbour Reach, Gorran Haven. No objection. ACCOUNTS YEAR ENDING 31st MARCH 2005 The Clerk presented the accounts. The internal audit has been done by Mr Widdows. The accounts were agreed and accepted. The external audit is to be done week commencing 23rd May and the necessary notices have been posted. PARISH PROBLEMS Mr Whatty has redesigned the Parish website and suggests having a page with items for sale. Agreed and notice to be put in the magazine. Mr Ayres commented on the state of the notice at the Lime Kiln. This has not yet been replaced. Mr Lobb reported that there is still rubbish left from the work done on Rattle Street. This is already being dealt with. Mr Church reported potholes in the road at Boswinger. He always suggested that the clerk have a laminator in order to keep the notice boards tidy. Agreed. The notice board at Boswinger in not in a place where residents are able to easily see it. Agreed to ask the chapel for permission to have it put on the chapel wall with fixing posts. Mr Michell reported that the road to Carvinnick needs repairs. He also asked whether there has been any result from fly tipping offences. No information has been received. Mr Grose reported that green rubbish has been dumped along Crooked Lane. IN COMMITTEE Tenders for granite setts Mr Bullen declared a personal interest in this item. A tender has been received from K.H.Bullen with an offer of £100.00 for the setts and cobbles. The Clerk has received a verbal offer of £80.00 a ton for both setts and cobbles from a firm at St Columb Road. Mr Lobb stated that he believes there to be about 4 tons of setts and 1 ton of cobbles. Mr Bayly has tried to make an inquiry and has stated that he is interested in purchasing the items. Agreed to put the matter over to the next meeting and contact Mr Bayly for an offer and to ask Mr Bullen if he would like to put in a revised offer. Tender for kayaks', deck chairs & beach bollards operation The meeting closed at 9.10 p.m.
