MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 3rd November 2005 in the St Goran Church Schoolrooms at 7.30p.m. With Mr G. Husband in the Chair.

Present were Messrs Ayres, Bullen, Church, Lobb, Michell, Vian and Whatty, Mrs Gouldsmith, Councillor Mrs D. Mutton( Restormel Borough Council).

PUBLIC SESSION

There were no members of the public so the Parish Council went into formal session.

The minutes were agreed.

MATTERS ARISING FROM THE MINUTES

Treveague Farm. Letter received from Restormel. However all questions have not been answered. Further letter to be sent.

Legacy – Evans. Letter received from Lime Kiln Trust with request for grant towards new seat on the Lime Kiln. As notice has only just gone into the Parish Magazine item to be put on the agenda for next meeting.

COMMITTEE REPORTS

Footpaths. None.

Beach. There are continuing problems with anti – social behaviour. There were discussions about the beach committee meeting. It was agreed that the beach committee will ask Mr G. Cox to help them to do a risk assessment and to bring this to the next P.C. meeting. Letter to be sent to R.B.C. with a request for help with the cost of a beach warden.

General Purposes. None.

CORRESPONDENCE

R.B.C. Details of Restormel Recycling League. Participating communities include Gorran Haven.

R.B.C.  Details of meeting in connection with Sustainable Communities Bill.

East Cornwall Council for Voluntary Service. Details of Youth Skills Exchange Day.

Cornwall Association of Local Councils. Details of Annual Conference and Annual General meeting.

R.B.C. Details of next S.W. Coast Community Consultative Meeting.

St Stephen-in-Brannel Parish Council. Request for the P.C. to add support to their letter to Cornwall County Council expressing concerns about the County Council’s plan for a single incinerator for waste management without any independent advice, full evaluation of all the alternatives and no costings to show that a single incinerator will be the best value for Cornwall. The P.C. agreed to support these concerns.

R.B.C. Details of Mayor’s Events.

Mrs B.Whetter. Request for the P.C. to consider help towards the cost of the Christmas tree that is put on the Triangle. All the work involved is done by volunteers. Agreed to pay for a tree this year and next year to look at planting a permanent tree.

Mrs M.Mills. Letter reporting that two new water meters have been put in at Rattle Street and that the cobbles have not been replaced. This has already been reported.

PLANNING

Mr Hornsby. Roof extension for first floor bedroom at The Commons, Rice Lane, Gorran Haven. Full Planning. No objection

Mr Patalong. En suite to bedroom, extension to garage for store at 11 Perhaver Park, Gorran Haven. Full Planning. No objection

Mr Eugene Sellars. New skylight/velux into existing void – replacing old worn skylight. Change position of internal mezzanine, new wood burner, new position of external rear doors (to private courtyard), new large shed in private garden (2.6 x 3.5m) at 6 Treveague Farm Cottages, Treveague Farm, Gorran. Full Planning. No objection

Mr & Mrs Sherratt. To fell a Monterey Cypress, and remove the lowest 4 branches of a Monterey pine at Tresillian, Trewollock Lane, Gorran Haven. Tree Preservation Order. No objection.

All the bills for October have been paid. Agreed to pay the bills for November and to transfer £500.00 from deposit account to current account to cover next month’s bills. Also agreed to transfer all funds from the Parish Plan deposit account to the Parish Plan current account and to close the Parish Plan deposit account. The bill for the writing of the Parish Plan will be due to be paid next month.

TOURIST BROCHURE 2006.  Three estimates received for printing the brochure.

Nationwide Print £697.00,  St Austell Printing £583.00 and Francis Anthony £818.29. Agreed to accept St Austell Printing. 

PARISH PROBLEMS

Mr Church reported that there have been problems with the bus and vehicles travelling fast on the road from the top of Bell Hill to Bodrugan. The P.C. had requested that the 30m.p.h. limit should be continued to the layby. However this had not been done. Highways to be notified.

Mr Lobb reported that the road at Menagwins that had been dug up for the new sewage pipe is sinking. Highways to notified.

Mr Michell stated that, even though faults on the highways are reported, they will not be attended to because of budget restrictions. He had reported a pothole on the Boswinger to Tregavarras road but it has not been repaired. Highways to be notified again.

Mr Vian reported that he had telephoned Highways in connection with hedges which badly need trimming from Heligan to Fairy Cross. No action has been taken. Although it is not in this parish Highways to be notified again. There followed a discussion on the many hedges that need trimming. Highways to be asked to do these.

Mr Whatty reported that the road in Perhaver Way is in bad need of weeding.

Mr Bullen reported that the hedge behind the toilets in Gorran Haven needs trimming   

Mr Husband stated that Mr Grose will be unable to attend the Armistice Day Service. Mr Bullen offered to lay the wreath this year. The P.C. accepted this offer, agreed to buy a wreath and agreed to make the usual donation, £35.00 which includes the cost of the wreath. Mr Lobb gave his apologies but will be unable to attend the service as he will be away.

TENDERS – WORK AT THE TRIANGLE.

Mr Husband declared an interest in this item and left the meeting. Mrs Gouldsmith took the Chair. Only one tender has been received. Mr Husband has quoted for the work at £10.00 an hour. Accepted by the Parish Council.
