MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 1st September 2005 in the St Goran Church Schoolrooms at 7.30p.m. with Mr. P. Grose in the Chair.

Present were Messrs Ayres, Bullen, Husband, Lobb, Mrs. Gouldsmith and 3 members of the public.

 PUBLIC SESSION

 Mrs. Smith wished to thank those concerned for the refurbishments to the Lime Kiln and hoped that vandal proof seats would soon be put in place. Mr. Lobb stated that the members of the Lime Kiln Trust are in the process of resourcing new seats.

The other members of the public then brought up the subject of alleged planning irregularities at Treveague camp site. The Parish Council agreed to bring the subject up under Parish Problems.

Mrs. Smith then asked the Council if new properties had to be a set distance from the highway. It is believed that this is not a requirement.

 The Parish Council then went into formal session

 MATTERS ARISING FROM THE MINUTES

 Recycling bins. The Waste Minimisation Officer has visited the two sites but the bins are not yet in situ.

C.C.C. Hedge at the footpath in Gorran will be trimmed.

R.B.C. Confirmed that the area outside the Mermaid Café is their responsibility. They will replace the railing and consider possible alterations to the steps.

Anti-social Behaviour. If the offenders can be identified they should be reported to the Parish Council. Mr. D. George of R.B.C. can then liaise with the Neighbourhood Beat Manager to deal with the problem.

Notice board for the beach. The R.N.L.I. helps with the cost where they provide lifeguards. As they provide lifeguards for some of the beaches run by R.B.C. they may help for a board at Gorran Haven. They are aiming to instigate a set of signs etc that will be standard throughout Europe. A board to be considered for installing before the next summer season.

Snooker Room at Gorran Haven. Letter from the Institute. Extensive repairs are needed to make the snooker room fit for use again and the costs will be high. However they will discuss at their next committee meeting.

 COMMITTEE REPORTS

 Footpaths. None.

Beach. There was some discussion about the problems experienced by swimmers caused by boat owners using Gorran Haven beach. Agreed to have a beach committee in January and to invite representatives from the Harbours and Fishermen's Society and other interested groups.

 General Purposes. None.

 CORRESPONDENCE

Retirement Club. Thanks for grant.

Newlyn Memorial to Fishermen Lost at Sea. Request for grant. Agreed to keep to rule that no grants be awarded to associations outside the Parish.

R.B.C. Details of next S.W.Coast Community meeting.

 PLANNING

Miss Teague. Erection of conservatory and replacement of defective dormer with velux window at Clovelly, Rice Lane, Gorran Haven. Full Planning. No objection.

Mr. & Mrs. Pitts-Crick. Demolition of four garages and erection of one dwelling at The Garages, Rice Lane, Gorran Haven. Full Planning. Objection on the grounds that the proposal would be an over-development of a small site that would have an adverse effect in a conservation area. There would also be a loss of off-street parking in the village.

Mr. G.H.Woolston. Horse Chestnut – Crown reduction (mainly to width) by cutting back one third of the branches and retaining the shape of the tree at Birchwood, Trewollock Lane, Gorran Haven. Tree Preservation Order. No objection.

Mr. Wilkins. Removal of rear extension, erection of conservatory, relocation of bathroom, conversion of loft with dormer at St Kervern, Canton, Gorran Haven.

Full Planning. No objection.

 All the bills for August have been paid. Agreed to pay the bills for September.

 PARISH PROBLEMS

 Mr. Husband reported that there has been a lot of rubbish left regularly on Hemmick beach this summer.

Mr. Bullen reported that there have again been a lot of problems with the Gorran Haven gents public toilet smelling during the summer.

Mrs. Gouldsmith has received several complaints about children playing cricket in the street at Gorran Haven.

Mr. Ayres requested that Highways be asked to clear Foxhole Lane of the gravel etc that has been washed down by the rain. Elderly residents have difficulty walking down.

Mr. Lobb brought up the problems at Treveague Camp site. Letters to be written to relevant bodies.

 Tenders. No tenders received for doing the flowerbed at the Triangle. Request for hourly rate for the job to be put on notice boards.
