MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 6th April 2006 i

in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, and Mrs Gouldsmith.

PUBLIC SESSION

There were no members of the public so the Parish Council went into formal session.

The minutes were agreed.

MATTERS ARISING FROM THE MINUTES

Highway matters. Letter from Highways. They currently have 3 ‘Speedvisor’ signs which are battery powered and can be moved around various sites where speeding is perceived to be a concern. If the Parish Council advises of any locations that they would like a temporary ‘Speedvisor’ to be sited they can be considered for future inclusion in their programme. The P.C. agreed that they would like 2 locations to be considered, going down Bell Hill and in the dip at Gorran. The Area Supervisor will look at the problem hedges. Any work considered will depend on the cooperation of the landowners. Payment for the maintenance of the Triangle cannot be transferred from R.B.C. However they will grant a licence for the P.C. to do the work at their own expense. The P.C. has agreed to do this. None of the roads in the Parish are within the County Council’s approved gritting routes although they do endeavour to reach periphery roads after they have completed the approved roads.

Beach. Letter received from Mr Rogers in connection with the beach safety scheme to come into effect this summer. He asked that unmotorised sailing boats be exempt from the scheme. The P.C. agreed that this exception cannot be made. No boats are to be left unattended on the water line. Boats will be given a reasonable time to launch.

Letter received from Mr Dadda, owner of the Watch House and the portion of beach in front of the Watch House to the high water line. He is broadly in favour of any plans to make the beach safer. However he requests that any boats launched from his property are allowed to do so without charge. Agreed that people resident at the Watch House be allowed to launch without charge and that they should be issued with a letter to state that they are resident there. They will not be allowed to leave their boats unattended on the water line.

CORRESPONDANCE

Mrs Woolston. Thanks to the P.C. for the implementation of a beach safety scheme.

Mrs Hurrell. Thanks for her nomination for the Good Citizen’s Award.

R.B.C. Details of the charge for the precept for the parish from the Council Tax for 2006/7. The charge per household at Band D. is £14.17.

St Ewe Parish Council. Thanks for the cheque for £519.86, their share of the balance left over from the Parish Plan funding.

St Goran Gig Rowing Club. Request to use the beach for the Gig Regatta Day on Saturday 26th August 2006. Agreed.

Mr Bayliss. Letter stating that he would like to see more of the Council Tax going the Parish Council so that the Parish has the resources to carry out projects and developments for the benefit of the community. He would like the P.C. to consider an increase in the precept payment in order for this to happen and he believes that there are other Council Tax payers in the parish who feel the same.

C.C.C. As the Highways budget has been cut for the current financial year they have reorganised their areas from 5 divisions to 4.

Defra. Details of how to obtain the Guide for P.C.s ‘ Getting to grips with the Clean Neighbourhood  and Environment Act 2005’

Devon & Cornwall Constabulary. Inspector Robin Hogg will take over from Inspector Shipwright as Sector Inspector from10th April 2006.

R.B.C. A  new Corporate Plan to be produced. P.C.’s comments are being sought.

Cornwall Partnership NHS. Consultation document on change from Cornwall Partnership NHS Trust to a Foundation trust.

PLANNING

Mr S. Welsh. Temporary permission for existing farm shop/campsite reception at Treveague Farm, Gorran. Full Planning. Objection to the extension from a campsite facility to a farm shop. This is an inappropriate use.

Mr Welsh. Construction of a farm/campsite shop and reception at Treveague Farm, Gorran. Full Planning. Objection as the proposal would be an overdevelopment in an Area of Outstanding Natural Beauty. The access road is inadequate for the increased traffic travelling to and from the farm shop. This traffic would also have to go past the primary school and would constitute a hazard and thus endanger children going to and from the school.

Mr & Mrs T. Kendall. Conversion of 2 agricultural buildings. Barn 1 – residential use. Barn 2 – holiday accommodation at Bodrugan Farm, Mevagissey. Full Planning. No objection.

Mr & Mrs M. Burr. Proposed garage/boat store and vehicular access at Wosteweth, Wansford meadow, Gorran Haven. Full Planning. The P.C. has  no objection to the garage/boat store but objects to the access from Bell Hill.

Mr & Mrs M. Burr. Proposed kitchen extension at Wosteweth, Wansford Meadows, Gorran Haven. Full Planning. No objection.

Peninsula Developments Mr David Wooldridge. Erection of a single dwelling at Land adjacent Cove Cottage, Chute Lane, Gorran Haven. Full Planning. Objection on the grounds of overcrowding and also access to the site. The site layout plan is also inadequate.

All the bills for March have been paid. Agreed to pay the bills for April.

REVIEW OF CEMETERY CHARGES

Charges agreed as follows:-

Treble fees for persons not resident in the Parish. In certain cases this will be waived e.g. an ex-parishioner , after years living in the Parish, has lived in a Residential Home or with relatives. In the case of an ex-parishioner who has not lived in the Parish for over 10 years the charge will be doubled

PARISH PROBLEMS

Mr Ayres reported that he has received complaints that the parking problems in Gorran are worse. He also commented that the seats on the Lime Kiln have not yet been replaced.

Mr Lobb has has been approached by several residents about the fact that it is still impossible to get a signal for mobile phone use in Gorran Haven. He has also had complaints that the bus times are not compatible with train times. Mr Church will take this up with C. C.C. Nothing more has been heard about the footpath to the school. The ‘safe route to school’ team to be contacted.

Mr Church wished to confirm that letters to the P.C. are replied to. He also requested that the Highways are reminded that they agreed to move the 40mph sign on the Gorran to Portmellon road this financial year. A reminder to be sent.

TENDERS

Grass cutting. Three tenders received. The lowest for each tender accepted.

Footpaths. Three tenders received. The lowest accepted £500.00 - Mr George Husband.

Beach Cleaning. One tender received from the Friends of Gorran & District Bus at a rate of £1220.00. Accepted.

Kyaks & Deck Chairs Hire. One tender received from Mr Ray Storey at a rate of £130.00 for the kayaks and £30.00 for the deck chairs. Accepted.
