MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 3rd August 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair. Present were Messrs Ayres, Bullen, Church, Lobb, Michell, Whatty, Mrs Gouldsmith, Restormel Borough Councillors Mrs D. Mutton and Mr P. Trevarton, Beach Warden Mr R. Storey and 11 members of the public. PUBLIC SESSION Mr Husband welcomed the members of the public and invited their comments and questions. All the members of the public wished to comment on the new beach safety scheme that is being implemented this season. Generally they felt that the division of the areas for swimmers and boat launching is a success. Mr Storey reported that he asks swimmers to keep to the left hand side of the buoys and that this is not a problem. However questions were asked as to there why there had to be a charge for boat launching. It was explained that this was to pay for the costs involved with the scheme. If a charge for launching is not made these costs would have to be added on the precept which means that the Council Tax for the Parish would be increased. Other members of the public felt that it was unfair for owners of small boats to pay as much as those of large boats. Various other issues were discussed. The P.C. advised the meeting that it had been aware that there would be teething problems and that the whole scheme and related issues would be reviewed at the end of the season. Mr Husband then thanked the members of the public for their interest and that the feedback has been very useful. Members of the public then left the meeting. Mr Storey left partway through the public session. Mr J. Dent advised the P.C. that he has put in revised plans for the rebuilding of 3 Fort Cottages, Gorran Haven, he gave each Councillor a copy of the design statement and gave a brief resumee of the historical background. The P. C. has not yet received plans for the rebuild so could not comment on them at this point. Mr Husband thanked Mr Dent for attending the meeting. Mr Dent then left the meeting. Mr Richards commented on the spate of burglaries in the area. There was general discussion about the continuing lack of Police presence and traffic control in the Parish. Councillor Church stressed the importance of continuing to advise the Police of all the issues and that there could be serious problems if Police presence and involvement is not improved. Mr Richards then left. APOLOGIES Messer Grose and Vian. MINUTES OF THE MEETING OF THE 6th July 2006 The minutes were agreed with one addition. In respect of the speed limit sign on the Bodrugan road it was agreed to move it to a slightly modified position. MATTERS ARISING FROM THE MINUTES Nothing to report. COMMITTEE REPORTS Footpaths. Mr Lobb reported that the repairs to the steps to Little Perhaver beach have been completed and the steps are now open again. Mr Michell reported that the path from Boswinger to Treveor through the field is overgrown and walkers are using a modified route until the path can be trimmed. This is not a problem. Mr Ayres reported that the seat on the slips needs repair. Beach. The issues surrounding the beach safety scheme which had been brought up during the public session were discussed. It was agreed that further signs and notices would be useful. Both the District Councillors stated that they believed that the scheme was a good thing and that they would support the P.C. on this matter. A review of the scheme to be done at the October P.C. meeting. General Purposes. Nothing to report. CORRESPONDANCE R.B.C. Letter received in connection with a ‘Democracy for Cornwall’ statement which R.B.C.have voted unanimously to support and to take a pro-active role in campaigns to win greater powers for Cornwall. The P.C. voted to support this with one abstention. Mr C.Curtis. Letter in connection with problems with seagulls. Hayle Town Council. Letter in connection with threatened hospital closure and reduction in services being proposed by Royal Cornwall Hospitals Trust and details of their campaign against these measures which includes a march in Hayle on 27th August. Also a request for the support of the P.C. and for it to send letters to appropriate ministers and MPs. The P.C. agreed to do this. R.B.C. Details and request for comments on the draft statement relating to the Gambling Act 2005 PLANNING Mr Lauren Roberts. Demolition of existing garage & construction of new garage with store at Benhurdon, Gorran. Full Planning. No objection. Mr R. Semple. Erection of a pvcu conservatory to the rear of the property at Brambles, Gorran. Full Planning. No objection Cornwall County Council. Demolition of single elliot classroom, installation of double relocatable classroom unit together with formation of temporary contractors access at Gorran School, Gorran. Full application for a change of use and/or new building works and/or engineering works. No objection. Mr G.Kendall. Erection of timber conservatory on south east elevation, removal of window (dining area) and replace with french doors at New Bodrugan, Mevagissey. Full Planning. No objection. Mr G.Kendall. Mr & Mrs Stevens. Single storey side conservatory. Full Planning. No objection. The Clerk reported that more detailed information will be required on applications for outline planning permission from 10th August 2006. Agreed to pay the bills for August and to transfer £1,500.00 from deposit account in order to pay the bills. Agreed. PARISH PROBLEMS Mr Lobb reported that the trench at Trewollock has still not been repaired. Mr Ayres commented on the problems with speeding around Gorran Haven particularly Foxhole lane. P. C. Orton to be notified. Mr Husband reported that the road from Tregerrick to Polsue is no longer classified as a road. Agreed to request that it be classified as a bridleway.
