MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 2nd February 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair. Present were Messrs Husband, Ayres, Bullen, Church and Lobb, PUBLIC SESSION There were no members of the public so the Parish Council went into formal session. APOLOGIES Mrs Gouldsmith, Mr Whatty and Councillors D. Mutton and P. Trevarton (Restormel Borough Councillor). MINUTES OF THE MEETING OF THE 5th January 2006 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Treveague Farm. Letter received from R. B. C. Invitation has been made to the site owners to make an application for planning permission for a permanent building to house a shop and also temporary planning permission for one year to cover the unauthorised shed. Storage of caravans is being investigated. Letter states that there is permission for an unlimited number of caravans/tents in the main field although the owner has offered to limit the number to a maximum of 80. Mr Lobb stated that he believes that there had been a limit on the number. Former Garage Site. No reply received to the letter sent to R. B. C. in connection with the fact that there had been no 106 agreement on this site due to the error of the planning department. Agreed to contact the planning department again with a view to taking this further possibly via the Ombudsman. Safer Route to Gorran School. Letter received from the working group set up by various parties in connection with the provision of a safe route to Gorran School. The P. C. considered that many of the points raised therein were complementary to their own decision to seek a solution to the lack of a pathway for a section of Bell Hill. It was agreed in principle to support the objectives of the group subject to further consideration of details in due course. COMMITTEE REPORTS Footpaths. Nothing to report. Beach. The outcome of the beach committee discussed and agreed to take forward. There will be restricted launching of boats for the months of July and August and the bollards will be in place between the hours of 10.00a.m. and 6.00p.m. There will be a line of marker buoys to the right of the slipway and boats will be required to launch on the right of this line. There will also be mooring buoys 100 metres from the end of the quay and boats will not be allowed to moor on the waterline or the beach. Tenders to be requested for a beach warden and in order to fund this scheme launching fees are to be introduced at £5.00 for a daily ticket, £25.00 for a weekly ticket and £50.00 for a season ticket. It is hoped that this will make it safer for bathers. General Purposes. Nothing to report. CORRESPONDANCE St Stephen P.C. Details of a meeting for P. C's in connection with proposed waste management for Cornwall. C. C. C. Details of proposed road closures during February. C R C C. Details of the Calor Cornwall Best Village Competition. Gorran Haven Institute. Letter in connection with the P.Cs agreement to pay for the purchase of a rooted Christmas tree to plant at the Triangle. Agreed to put this item on the agenda for next month. Mr & Mrs Wilson. Copy of a letter to R.B.C. in connection with permission given to Mr Whatty to cut back a mature ash tree jointly owned by Mr & Mrs Wilson and the owner of High View, Trewollock Lane. Concern expressed that the owners were neither notified by R.BC. nor consulted. Request made that in future owners and neighbouring properties are consulted. R.B.C. Details of S.W. Coast Community Consultative Meeting. P.C. Nick Orton. Details of reported crimes for December and January. There were12 in December which includes 4 burglaries in Gorran Haven, 1 theft of milk money, 2 domestic incidents, 2 persons cautioned for pheasant poaching and 1 vehicle crime and 1 attempted vehicle crime. There were no reported crimes during January. PLANNING Mr John Williams. Replace existing single glazed conservatory with a double glazed enlarged conservatory at Westside, Derby’s Lane, Gorran Haven. Full Planning. No objection. Mr Church declared a personal interest in this item and took no part in the proceedings. Quillgate Limited. Three bedroom dormer bungalow at Plot 2, Rear of Greenhills, Wansford Meadows, Gorran Haven. Full Planning. No objection but the P.C. expressed concern that no dimensions of the proposed property were shown on the plans and that a private lane is being used for access and for delivery of building materials. A clause should be put in that the applicant be responsible for reinstatement of the lane. Agreed to pay the bills for February and to transfer £500.00 from deposit account to current account to cover the bills for next month. Agreed to pay these bills and to transfer £50.00 from deposit to cover these bills. BEACH This item was discussed under matters arising. GOOD AND YOUTH CITIZENS AWARDS Agreed to put nominate Mrs P. Hurrell for good citizens award for her work with the Institute and the P.C. PARISH PLAN The summary booklets have now been printed and will be delivered to every household in the 2 parishes within the next few days, some by post and some by hand delivery. TENDERS Tenders to be invited for grass-cutting, footpaths maintenance, general maintenance, beach cleaning and beach warden. Grass-cutting to include the Triangle and R.B.C. to be asked if they would make a contribution instead of doing the cutting. Tender for grass-cutting to include the removal of the grass clippings. Grass to be mown fortnightly March to October and monthly the rest of the year. PARISH PROBLEMS Mr Ayres reported that the toilets in Gorran Haven were reopened for 1 week and have since been closed. There does not appear to be any reason why. R.B.C. to be contacted. Mr Church has again had several complaints about the state of the hedges in Canton, Gorran Haven. The PC agreed that there is an urgent need to trim these hedges. Highways to be contacted. They will contact householders and landowners and if they fail to cut the hedges on their properties they will cut them and charge the owners for the cost of the work. The meeting finished at 8.55 p.m.
