MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 5th January 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair. Present were Messrs Grose, Ayres, Bullen, Church, Lobb, Michell, Councillor Mr P. Trevarton( Restormel Borough Council). PUBLIC SESSION There were no members of the public so the Parish Council went into formal session. APOLOGIES Mr Vian, Mrs Gouldsmith and Councillor D. Mutton (Restormel Borough Councillor). Mr Vian arrived partway through the meeting. MINUTES OF THE MEETING OF THE 1st December 2005 The minutes were agreed.MATTERS ARISING FROM THE MINUTES Treveague Farm. Michael Lowe of Restormel Planning Department will ensure that all the Parish Council’s queries are looked into. Highway Matters. Mr Church reported on a site meeting he attended with the District Surveyor and County Councillor Hunkin. It was agreed that the existing 40 mph speed restriction commencement on the Bodrugan to Gorran Churchtown road would be moved towards Portmellon to coincide with the existing road narrows sign between the "Mrs Baggit" lay bye and the current position such that the restriction would apply from before the curve and road narrows prior to Sheeps Lane. It was also agreed that, in the interest of minimising the legal costs of doing this, the change would be processed to coincide with other legal procedures for similar changes as early as possible in the new financial year (2006/7) rather than with immediate effect. Road closure notices can be put up where there is immediate need for example when a tree falls across the road and has to be cleared to enable the traffic to get through. There was discussion about the project of a footpath up Bell Hill where there is none. Highways would be willing to contribute and County Councillor Hunkin would also be willing to contribute part of his budget but the Parish Council would be expected to contribute the balance. The problem of traffic speeding through Gorran Churchtown was discussed. It was suggested that a flashing sign may help. The P.C. may have to fund such a scheme. COMMITTEE REPORTS Footpaths. Signs still need replacing and other signs are in need of repair. Beach. Steps to Little Perhaver in need of repair General Purposes. None. CORRESPONDANCE C.C.C. Details of the submission of a Statement of Community Involvement for the Development of Control Service and the Minerals and Waste Development Framework. C.C.C. Details of possible future funding methods for the Local Maintenance Partnership for footpaths as discussed at the recent conference. Next year’s funding will remain as in previous years. C.C.C. Details of Landscape Community Workshop. R.B.C. Details of next South West Coast Community Consultative Meeting. Cornish Buildings Group. Details of this year’s competition. R.B.C. Details of change of date of Car Park Charge Consultation meeting. Office of the Deputy Prime Minister. Discussion Paper on the vision for a comprehensive conduct regime for members and employees. PLANNING Mr & Mrs Mills. Internal Alterations to provide bedroom and bathroom to annexe of one unit at Smugglers House, Rattle Street, Gorran Haven. Listed Building Consent. No objection. Mr T. Waller. Extension to existing dormer bungalow at Longships, Cliff Road, Gorran Haven. Full Planning. No objection. BILLS FOR PAYMENT RECEIPTS Mr Williams grasscutting 91.75 Tourism x 1 30.00 Mr Williams footpaths 180.25 Tucker – memorial 45.00 Mrs Miles clerk’s salary 330.20 Bayley – Setts 300.00 Mrs Miles clerk’s expenses 52.22 375.00 Mrs Miles clerk’s purchases 40.99 Information Commissioner 35.00 730.41 All the bills for December have been paid. Agreed to pay the bills for January and to transfer £500.00 from deposit account to current account to cover the bills for next month. Mr Church requested that the Parish Council consider putting aside monies as a start up fund in order to be able to contribute towards capital projects like the footpath up Bell Hill and possible traffic calming measures. This was agreed in principle. BEACH There was some discussion about the cost of implementing a scheme for beach safety. Rough figures have been provided for the cost of buoys etc. If launching charges are made the project may be self funding. It was agreed that a further beach committee meeting be held before next month’s P.C. meeting and the Fishermen’s Society be invited. PRECEPT After some discussion it was agreed that no extra sum should be added to the precept to cover the cost of the beach safety project. If it is not self funding the P.C. has funds available in its National Savings account and deposit account. The Clerk presented figures recommending a precept of £9,000.00. Last year’s precept was £8000.00 although the previous year it had been £9,000.00. It was agreed to set the precept for 2006 /2007 at £8,500.00 GOOD AND YOUTH CITIZENS AWARDS Agreed to put this item on the agenda for next month. PARISH PLAN This has now been printed and each Parish Councillor has seen a copy. It was agreed to accept it as policy. The booklet for each household is currently being printed and there is enough money available for postage and delivery to every household in the two parishes. Mr Lobb requested that the P. C. look into possible funding for a business directory. PARISH PROBLEMS Mr Bullen stated that the Trewollock Lane street sign has not been repaired. Mr Whatty commented on the burglaries that have taken place at Perhaver and Portheast Way Mr Vian commented on the fact that there are now two vehicles over the cliff on the Gruda and wanted to know who is responsible for the removal. Mr Ayres stated that the toilets in Gorran Haven have been closed because of vandalism in the village. This has been a problem during the holiday period. Clerk to contact R.B.C. Some of the litter bins need replacing. Mr Church has had complaints that the P.C. did not take a lead in the recycling competition. Mr Michell commented on the fact the direction signs are not being repaired or cleaned. It may be that the P.C. has to take this on. The meeting finished at 9.15p.m.
