MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 6th July 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair. Present were Messrs Ayres, Bullen, Church, Lobb, Michell, Vian, Whatty and Mrs Gouldsmith, As there were no members of the public present the Parish Council went straight into formal session. APOLOGIES Mr Grose, Restormel Borough Councillors Mrs D. Mutton and Mr P. Trevarton. MINUTES OF THE MEETING OF THE 1st June 2006 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Planning. Councillor Vian, absent at the previous meeting, asked why the P.C. had agreed to employ a consultant on one particular planning application. Councillor Church explained that the P.C. had been of the view that Restormel Borough Council Planning Officers too often failed to adequately take account of the views of the P.C. This was an important specific planning application setting precedents on which there were strong local opinions and considerations and it was essential to ensure that these were accurately and fully conveyed to the Planning Committee which it was understood were not covered in the Planning Officers proposed recommendation. The action taken was in accordance with proper procedures in such rare cases. It was emphasised that the action taken related to the particular planning application, not the applicants, from whom other applications had been supported on merit by the P.C. Highways. Mr Church reported on a site meeting held with County Councillor Hunkin and 2 officers from the Highways Authority. The damage in the road at Boswinger was inspected and has since been repaired. Because of the staffing changes within the Authority the extension of the 40mph limit on the Bodrugan road had been overlooked. It was agreed to reposition this as previously requested. The footpath at Bell Hill was discussed. A footpath along the roadside is preferred to a footpath behind a hedge for safety reasons. With regards to a temporary flashing sign it may be possible to include the Bell Hill site if there is a footpath used by schoolchildren. Annual Audit 2006 This has now been returned with no comments. COMMITTEE REPORTS Footpaths. Mr Lobb reported that there had been a meeting in connection with the new foot/cycle path from Bell Hill to the school. Funds can be obtained from Sustrans as the path will link with the national cycle trail that goes past the school. The County Council Ranger has started his inspection of the gold paths in the Parish. Funding has been agreed for the repairs to the steps down to Little Perhaver Beach. These have now started and the steps are currently closed. Repairs are expected to take a maximum of 3 weeks and probably less.. Beach. The beach safety scheme is due to start this weekend and an explanatory sign has been put on the wall opposite the Mermaid Café. General Purposes. Seat opposite Rice Farm needs cleaning. Letter from the Home Secretary that he does not propose to go ahead with Police Mergers at the present time. R.B.C. Details on seminars hosted by N.C.D.C. about delivering Town & Parish Plans. Mr S. Rogers. Letter expressing concerns about the new beach safety scheme and requesting information available under the Freedom of Information Act. Clerk to reply. PLANNING Mr & Mrs Grundy. Demolition of existing store & W.C. and proposed kitchen/dining & study with bedroom/ensuite over at Methrose farm, St Ewe. Full Planning. No objection. Messrs Bullen, Guy & Kent. Erection of dwelling and garage at land adjacent Rice Farm, Rice Lane, Gorran Haven. Outline Planning. Councillor Bullen declared an interest and left the room for this item. No objection. Mr Neil Walton. Alterations to main roof including new hip and two new dormers, new entrance detail. Alterations to rear elevation to include new doors and glazing at Halcyn House, Lighthouse Lane, Gorran Haven. Full Planning. No objection. Mr & Mrs Wilde. Demolition of existing dwelling, construction of new dwelling at Blue Point, Cliff Road, Gorran Haven. Full Planning. No objection. W.& A. Fullerton. Addition of solar water-heating collectors at Cotna House, Gorran. Listed Building Consent. No objection. Mr G. Bonner. Demolishing existing conservatory and replacing at Cooks Dairy, Cooks Level, Gorran Haven. Full Planning. No objection. Mr Gacek. Rear conservatory. Side conservatory at Lamorran, Trevarrick, Gorran. Full Planning. No objection. Mr & Mrs Read. Proposed carport, workshop & store area in roof space at Large Barn, Galowras, St Ewe. Full Planning. Objection on the grounds that the proposed building is too big in relation to the dwelling on the site and the two storey design is out of character with the area. Mr Stephen Welsh. Campsite reception. Full Planning. No objection. BILLS FOR PAYMENT
All the bills for June have been paid. Agreed to pay the bills for July and to transfer £1,500.00 from deposit account in order to pay June’s bills. Agreed.
GRANTS 2006 Mr Lobb and Mr Church declared an interest in this item. (Magazine) 165.00 Gorran & District Community Bus 75.00 Gorran Haven Institute 115.00 St Goran Rowing Club 80.00 St Goran Playing Field 160.00 Gorran Toddler Group 95.00 1015.00 The Lime Kiln Trust had also applied for a grant to help with the cleaning of the Lime Kiln during the summer season. As the P.C. has agreed to help towards the cost of new seats on the Lime Kiln it was agreed to consider help with the cost of the cleaning for next year. PARISH PROBLEMS Mr Lobb reported that the road at the bottom of Lamledra Hill needs trimming Mr Michell expressed concern that the roads being resurfaced are not being repaired before the resurfacing is done. Mr Vian has had complaints that the hedges along the road being resurfaced were cut back too drastically. Mr Church reported that he had only received one response in connection with bus times. He has concluded that residents are happy with all current bus timetables. Mr Ayres stated that Gorran Haven is looking much better now that the hedges have been trimmed. The wall at the beach by the Mermaid Café is in need of urgent repair. Mrs Gouldsmith reported that the hedges at various points need cutting. She also reported that the bed of shrubs at the Triangle needs weeding and that she is willing to do this. The P.C. thanked her. Mr Whatty reported that repairs are needed in the road at the end of Trewollock Lane. Mr Bullen reported that there have been problems with smoke from barbecues on the beach.
