MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 1stJune 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Whatty, Mrs Gouldsmith, Restormel Borough Councillors Mrs D. Mutton and Mr P. Trevarton. As there were no members of the public present the Parish Council went straight into formal session. APOLOGIES Mr Michell MINUTES OF THE MEETING OF THE 4TH MAY 2006 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Treveague. Planning applications for temporary farm shop/campsite reception and construction of permanent farm/campsite shop and reception will be heard by the planning committee on 6th June. Agreed to send a consultant to represent all objectors (subject to their approval) up to a cost of £300.00. Application for Variation of Premises Licence at Harbours Reach, Gorran Haven. Hearing will be on 15th June. The P.C. will not attend. Certificate of Lawfulness at Pentargon, Gorran High Lanes. This has been granted as the occupier was not wholly or mainly occupied in agriculture prior to his retirement. Gorran Haven Institute. Letter received in connection with the billiard room and the extent of the repairs necessary before it can be used and the possible costs. Access needs to be put in place before work can be done. Estimates will be applied for shortly and then funding can be applied for. Accounts 2006. The sum of £1800.00 was the total cost of looking after the open spaces in the parish i.e grass-cutting (excluding the cemetery) and repairs and refurbishment of all the seats in the parish. Bus Times. One letter received and passed to the transport representative. COMMITTEE REPORTS Footpaths. Nothing to report. Beach. Mr Ray Storey, the beach warden for the summer season attended for this part of the meeting. The mechanics of running the beach safety scheme were discussed. Tickets will be issued for weekly and season boat launching customers. Daily customers will be given a receipt only. Those boat owners with moorings will be required to show their Harbour & Fishermen's Society receipts to be exempt from charges. Notices to be put on all the notice boards and a sign to be put on the beach. On the 8th July there will be 4 boats from a diving club who will be putting a plaque on a wreck in memory of a young diver who died diving there last year. It is expected that the boats will launch at about 10.00a.m and return at about 2.30p.m. Agreed that they should not be required to pay launching fees and that the bollards can be lifted for them. There was some discussion about problems experienced this week on the beach and it was agreed to look at the possibility next year of extending the restricted launching to include the May Bank Holiday half-term week as well. This will be discussed at the end of the season. General Purposes. There have been continuing complaints about the hedges at Canton and the P.C. agreed that it should do this work and bill the County Council. The subject of possible areas that may need extra work over and above the work that is subject to tenders was discussed. It was agreed that in these cases the contractor doing the grass-cutting in this area be asked to do the extra work at an hourly rate. In this case the contractor with the tender for Canton to be asked to do these hedges. The footpath at Bell Hill needs cutting. This is the responsibility of the County Council as is the footpath up the hill from Gorran which also needs trimming. CORRESPONDENCE Office of the Deputy Prime Minister. A discussion paper on local authority byelaws. C.C.C. Letter in connection with consultation processes and the requirement to consult P.C.s at early stages. That has not been done in respect of certain documents. The P.C. does not feel its position has been prejudiced by this. R.B.C. Details of presentation in connection with the Local Development Framework. Mrs Atkinson. Further complaint about the hedges at Canton. Also support for letter from Mr R. Bayliss. C.C.C. Details of road closure – Chute Lane, Gorran Haven. PLANNING Mr John Williams. Replacement of double glazed conservatory at Westside, Rice Lane, Gorran Haven. Full Planning. No objection. Mr Church declared a personal interest in this item. Mr Daniel Smith. Extension to rear of existing property at Windrush, Cliff Road, Gorran Haven. Full Planning. The P.C. has no objection in principle to the extension. However it objects to the massive gable end and suggests that a hipped roof would be more acceptable. The P.C. also objects to the fact that the extension would overlook a neighbouring property and would result in an intrusion of privacy. There were 3 abstentions. Mr Kendall. Erection of timber conservatory on concrete base with dwarf walls at New Bodrugan, Mevagissey. Listed Building Consent. No objection. Mr M. Garfath. Install velux roof light to new W.C. at Chyandour, Rattle Street, Gorran Haven. Full Planning. No objection as long as conservation style roof lights are used. BILLS FOR PAYMENT RECEIPTS

Agreed to pay the bills for June and to transfer £1,000.00 from deposit account in order to pay June’s bills and then £500.00 to cover next month’s bills. Agreed. BUDGET/GRANTS CONSULTATION BY R.B.C. The Clerk attended a meeting between Parish Councils and R.B.C. who are doing a review into its Parish Grants budget. These have not been reviewed since their inception in 1982 although they have been increased each year in line with inflation. The next phase of the review will be the issuing of questionnaires to the Parish Councils. It is possible that R.B.C could stop paying these grants and the Parish Councils would have to increase their precepts. The P.C. this year received £702.00 so this would add a relatively small amount to the Council Tax bill. The proportion of the Council Tax for St Goran Parish precept is currently one of the lowest. A new Cornwall wide group has been set up with representatives from CALC, THE District Councils and the Voluntary Sector to help achieve some of the community development objectives. Funding has been made available and there will be a launch soon with details of the application process. PARISH PROBLEMS Mr Ayres commented on the problem of cars parking outside the doctors’ surgery. Mr Lobb reported that someone had ripped the bollard for the chains out of the ground some time last year. The flowers in the planter by the toilets are looking good. Mrs Gouldsmith brought up the problems on the beach this week and the fact that parking on the yellow lines has also been a big problem. Mr Lobb informed the meeting that the tip in St Austell will be closed in October. A new tip will be available at Tegongeeves. The Harbour & Fishermen's Society are having 2 video cameras put in and he feels that one at the back of the cellars would cover the Lime Kiln. A camera system costs about £1200.00. He has been looking into the possibility of internet wireless access for the village. However it would not be practical for the P.C. to be involved but it could encourage a business in the village to set up an Internet Café incorporating wifi. A video surveillance camera system could then be recorded onto a computer hard drive and with broadband could be accessed remotely either by the public or the police. Mr Church reported that the narrow section of road approaching Boswinger from the direction of Gorran is crumbling and needs urgent repair before it becomes serious. Recycling leaflets still not received by residents at Boswinger. Mr Grose reported that he has had several comments that the cemetery and Gorran Green are looking good. Complaints have been received about cars parked outside the Old Chapel at Gorran High Lanes restricting the vision of drivers coming out of the turning from Rescassa thus causing a hazard. There is also a problem with trees over the road at Polmassick although this is not in the parish.
