MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 2nd March 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair. Present were Messrs Husband, Ayres, Bullen, Church, Lobb, Michell, Vian, and Restormel Borough Councillors Mrs D. Mutton and Mr P. Trevarton. PUBLIC SESSION There were no members of the public so the Parish Council went into formal session. APOLOGIES Mrs Gouldsmith and Mr Whatty MINUTES OF THE MEETING OF THE 2ND FEBRUARY 2006 The minutes were agreed.MATTERS ARISING FROM THE MINUTES Treveague Farm. Telephone call from Planning Officer explaining the process of obtaining a Certificate of lawfulness. The P. C. agreed to obtain further information about this case. Former Garage Site. Reply received to letter in connection with a potential Section 106 agreement that might have been payable. There was no committee resolution in connection with this case. However they will ensure that pre-application discussions in connections with any possible affordable housing schemes include upgrading and improving footpath facilities to the school. Beach Safety Scheme. Letter received from the Harbour & Fishermen’s Society suggesting that the mooring proposals would be impractical and that it would be preferable to have 2 or more markers, the same as the speed buoys but in a different colour anchored 50 metres beyond the quay in order to establish a mooring area. Boats could then anchor in this area. It also recommended that the launching line of buoys run parallel with their visitor’s anchor warp at a distance of 25 metres. This could create a channel for powered craft to turn and make fast to the warp. The society will obtain all the required equipment. The estimated cost is about £400.00. Agreed to ask the Society to obtain the equipment. Triangle. R.B.C. cut the grass on behalf of Cornwall County Council who own the land. No reply received yet from Highways in respect of request for P.C. to take over the maintence. Christmas Tree. No costings obtained. Item to be put on the agenda for next month. COMMITTEE REPORTS Footpaths. Sign missing at top of footpath 1. County Council to be informed. Beach. Nothing to report. General Purposes. Nothing to report. CORRESPONDANCE C.C.C. Annual Minerals & Waste Report 2004/5 has now been produced and is available on their website. R.B.C. Details of Disability Discrimination Act Seminar. CALC. Details of Spring Training sessions. Agreed Clerk to attend 2 of these sessions at a cost of £15.00 for Year End and Audit Procedures and £20.00 for Current Legislation. PLANNING Mr D. Wooldridge. Erection of a single dwelling house at land adjacent Cove Cottage, Chute Lane, Gorran Haven. Full Planning. Objection. The P.C. is concerned about the layout of the proposed dwelling and the adequacy of the site as no site plans have been submitted with the application. In the case of a previous application at the same site permission was granted for a dwelling which did not fit into the site and a re-application had to be made. Mr D. Parke. 40% reduction in height of four elderly Populus X Canescans at The Firs, Bell Hill, Gorran Haven. Tree Preservation Order. No objection. BILLS FOR PAYMENT RECEIPTS Mr Williams grasscutting 91.75 Tourism x 3 90.00 Mrs Miles clerk’s salary 330.20 Lobb – burial 200.00 Mrs Miles clerk’s expenses 52.22 Larcombe’s – memorial 45.00 Mrs Miles clerk’s purchases 15.57 C.C.C. - footpath grant 648.90 489.74 983.90 All the bills for February have been paid. Agreed to pay the bills for March and to transfer £500.00 from deposit account to current account to cover the bills for next month. The name of a bank account cannot be changed so agreed to close Parish Plan account and open a new one called St Goran Parish Council Development Fund and to transfer £2000.00 from Deposit account. Also agreed to transfer £500.00 to burial account. A.G.M. Date of meeting agreed as 27th April 2006. PARISH PLAN Final accounts presented to the Parish Council by the Clerk and accepted by the P.C. Letter received from SWAN accepting that the Countryside Agency grant has been reconciled. There is a balance of £1039.72 which does not have to be paid back. P.C. agreed that this sum should be shared equally with St Ewe P.C. Final accounts etc. will be presented to St Ewe P.C. at their next meeting. PARISH PROBLEMS Mr Husband expressed concern that gritting had not been done in Gorran and Gorran Haven during the recent ice and snow. Highways to be informed. Mr Vian commented on the appalling state of the road at the top of the road from the Oak Tree to Polmassick. Mr Ayres reported that dog owners are not cleaning up after their dogs particularly on Gorran Haven Beach. Mr Vian reported that he has had a problem with lambs dying from being infected by worms which may be caused by dogs. Mr Lobb commented on the fact that the headmaster of the school is encouraging the use of the voluntary one way system for parents taking children to and from school. Letter of support to be sent to the school. Mr Church requested that Highways be asked to come and look at the problem with overgrown hedges in Canton, Gorran Haven. He has had many complaints about this and the problem is now urgent. Request also for costings etc re a movable flashing 30m.p.h traffic sign. Highways to be contacted. IN COMMITTEE: TENDERS Minor Maintenance. Only I tender received from Vercoe Bros for £8.00 an hour. Accepted and agreed. Grass cutting and Footpaths. Mr Husband declared an interest as he has put in a tender. He left the meeting. Tenders received from Mr Williams and Mr Husband. Mr Williams quoted a total price for all the grass cutting and footpath maintenance and Mr Husband for only specific parts of the contracts. Item to be put on the agenda for next month and Clerk to issue both contractors with a Proforma for completion itemising all sections of the contracts. Beach Safety Scheme. Only I tender received from Mr Ray Storey for contract for beach warden for 8 weeks during the summer months at a rate of £30.00 a day = £210.00 a week = £1,680.00 in total. This was accepted and agreed. Beach Bollards. 2 tenders received for the contract of operating the beach bollards daily for the 8 week period. Mr Ray Storey at a rate of £20.00 a week, a total of £160.00. Friends of Gorran & District Community Bus at a rate of a total sum of £200.00. Agreed to accept the tender of Mr Storey. The meeting finished at 8.55 p.m.
