MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 5th October 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair. Present were Messrs Bullen, Lobb, Michell, Vian, Whatty Mrs Gouldsmith, and 3 members of the public. PUBLIC SESSION Mr Husband welcomed the members of the public and invited any comments and questions. The members of the public had attended because, as boat owners, they had been asked to attend after the summer to give their comments on the beach safety scheme. In their opinion there were no problems in the morning and the restricted launching could start later, possibly at 9.30a.m. Problems arise in the evenings as there are usually still a lot of people on the beach at 6.00.p.m. The restricted launching could be extended to 6.30pm. They thought that the buoy line had been a success and that this could be self enforcing if there was a notice on the beach, swimmers to one side etc. They did not think that the beach warden had been effective at all. They thought that there should be more ‘in your face’ signs on the beach in respect of launching times and that boats and vehicles have right of way over the beach. In general it was considered that boat owners are responsible and the few spoil it for the majority. Mr Husband thanked the members of the public for attending and giving their point of view. Their comments will be taken into account when the P.C. decide what to do for next year. The members of the public then left and the Parish Council went into formal session. APOLOGIES Messsr Grose, Ayres, Church and Restormel Borough Councillors Mrs D.Mutton and Mr P. Trevarton. MINUTES OF THE MEETING OF THE 7th September 2006 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Parish Plan. R.B.C. Parish Plan projects facilitator would like to attend a P.C. meeting to help take Parish Plan projects forward and give advice on funding. Agreed to invite for the November meeting. The Playing Field Trust is also sending representatives to this meeting in order to explain their plans for the future. Affordable Housing. Talks are ongoing. Double Charge Grant Review. The Clerk reported on a meeting that she had attended at R.B.C. The District Council has no plans in the short term to phase out the double charge grants. However in order to develop a framework for partnership working and to equip parish and town councils to take a stronger role for the benefit of the local community they have come up with proposals for the future. They intend to develop individual agreements, Service Level Agreements (SLAs) with each parish and how they will assist both in financial and non-financial terms. Parishes that agree to enter discussions will be given a one-off grant of £500.00. These agreements will be included in the precept letter and then discussions will start March 2007. If the P.C. would like someone to attend a meeting to explain these proposals this can be arranged. Agreed to request this for the December meeting. A.O.B. Advice is that this item is illegal for P.C.s. It seems that P.C.s all get round this by various means and it was agreed that our Parish Problems item is adequate. COMMITTEE REPORTS Footpaths. It was commented that although the County Council Ranger had done his assessment of the paths nothing appeared to have been done yet. The clerk reported on a meeting that she had attended in connection with the funding of the Local Maintenance Partnership. There will be a pilot project next year involving 30 parishes. Their gold paths will be assessed and 100% funding paid according to the level of work necessary. The P.C.s will be consulted on the level of need. For silver paths they will receive an amount per kilometre, probably £25.00. Nothing will be paid in respect of bronze paths. All other parishes will be paid as before plus inflation but will be phased into the new scheme over the next few years. We are not included in the pilot. Beach. The beach committee meeting was reported to the meeting. General Purposes. Nothing to report. Mrs Gouldsmith has had further comments on the tidiness of the grassed areas in the parish. CORRESPONDANCE St. Stephen-in-Brannel P.C. Letter requesting support for their request to R.B.C. to apply for Unitary Authority for Waste Management Disposal for the Restormel area. This arises from their concerns for a mass incinerator for the waste of the whole County to be sited in St Dennis. After some discussion it was agreed to send a letter of support to R.B.C. R.B.C. A Design Award has been won for the recobbling in Rattle Street under the Conservation and Environmental Award Scheme 2005. R.B.C. Details of the next meeting of the Restormel District Committee of the Cornwall Association of Local Councils. Gorran School. Reply to letter in connection with parking problems in the school area. Parents are asked to park considerately and other road users are encouraged to avoid the school area between 8.45 – 9.10a.m. and 3.20 – 3.40p.m. as much as possible and to moderate their speed. R.B.C. Information on renewable energy advice to Community Projects in Cornwall. St Goran Playing Field Trust. Thanks for grant. PLANNING Dr Grant Stevens. Change of use from field to garden at Lower Meadow Barn, Galowras, St Ewe. Full Planning Change of Use. No objection. Mrs G. Mott. Erection of a PCVu conservatory to the front of the property at Willows, Canton, Gorran Haven. Full Planning. No objection. Mr & Mrs Hocking. Proposed extension, new conservatory and vehicular access to Trelispen Park Drive at Blue Waters, Portheast Way, Gorran Haven. Full Planning. No objection. BILLS FOR PAYMENT Receipts Mrs Miles clerk’s salary 340.00 Precept 4,250.00 Mrs Miles clerk’s expenses 53.79 Tourism 30.00 Mrs Miles clerk’s purchases 10.84 Ashes burial 50.00 Mr M.Crook grass-cutting 100.00 Launching fees 145.00 Mr J. Williams grass-cutting 48.00 4,475.00 552.63 All the bills for September have been paid. Agreed to pay the bills for October and to transfer £3,000.00 from current account to deposit account. LIME KILN SEATS Mr Lobb reported that 3 vandal proof seats will cost about £3,000.00. The P.C. will put towards these the £500.00 legacy received from the estate of the late Mr Joseph Harry Evans with a plaque in commemoration. The Clerk reported that she had sought advice from the Local Association in connection with claiming back the vat. This can be done as long as the seats are invoiced to the P.C. and that they will be owned and maintained by the P.C. The extra insurance will cost approximately £40.00 per annum. After 2 or 3 years the seats could be donated to the Lime Kiln Trust. Considering that substantial savings will be made it was agreed to offer to do this. It is hoped that the seats can be purchased by the end of the year. TOURIST BROCHURE 2007 It was agreed to produce a brochure for next year. Mr Lobb suggested making it larger and having an information section. Item to be put on the agenda for next month. PARISH PROBLEMS Mr Bullen reported on hedges that need cutting back in Chute Lane. Mr Whatty stated that the road in Trewollock Lane has not yet been repaired. Mrs Gouldsmith requested that South West Water be reminded to replace cobbles in section of Rattle Street. The stile from the Gruda to Penare has been built up and is difficult to get over. The meeting closed at 8.55p.m.
