MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 7th September 2006 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair.

Present were Messrs Ayres, Church, Lobb, Mrs Gouldsmith, Cornwall County Councillor Mr B. L. Hunkin, Neighbourhood Beat Manager P.C. N. Orton and 1 member of the public.

PUBLIC SESSION

Mr Husband welcomed the member of the public and invited any comments and questions.  Mr Dent stated that his planning application is on the agenda and he wished to remind the meeting that he had explained what he wanted to do at the last meeting and given the councillors a design statement. He asked if there were any queries. He had evidence that there had once been a dwelling on the site and that he believed that the revised plan is more in keeping. Materials to be used include stone, Delabole slate and black painted cast iron guttering and down pipes.

P. C. Orton then informed the meeting of the crime figures for the Parish. In the last four months there had been 29 reported crimes of which 5 had been domestic and related assaults and 5 thefts from beaches and beach car parks. This is a low crime rate and lower than other parts of the county. There have also been complaints about noise after 2.00a.m. Police Community Support Officers (PCSOs) are to be recruited and P.C.Orton will be allocated 2.The duties of the P C S O's will include attending Parish Council Meetings and patrolling the area. The responsibility for enforcing parking restrictions etc. is going over to local authorities. Mr Lobb commented on the problems with parking in Gorran particularly in relation to the bus stop. He suggested that a bus area painted in the road may help. Councillor Hunkin will take this forward. Mr Lobb commented on the trench in Trewollock Lane that has still not been repaired. Councillor Hunkin will try to sort this out. Mr Church reminded him that the speed limit sign on the Gorran to Bodrugan road has still not been moved as agreed. Mr Ayres requested that double yellow lines be considered outside the fish & chip shop in Gorran Haven and to be extended to include the cobbled area. Councillor Hunkin will arrange meeting to look at this. Councillor Hunkin also informed the meeting that he had attended a meeting in connection with traveller sites.  All local Councils should be providing these and currently there are none in Restormel. Mr Church commented on the problems with traffic at Mevagissey at the moment as a trailer is parked at the Ship Inn. It is believed that this is connected with an asbestos decontamination unit and the problem should be solved shortly.

Mr Husband thanked P.C.Orton for attending the meeting.  P.C.Orton then left.

The Parish Council went into formal session.

COMMITTEE REPORTS

Footpaths. Mr Lobb reported that the stiles at both ends of the footpath through the field from Boswinger to Hemmick need repairs. Footpath signs are needed at the top of the Slips

Beach. There was some discussion on the beach safety scheme which has now finished for this season. A beach committee meeting to be arranged for next month and other interested parties to be invited.

General Purposes.  Nothing to report. Mrs Gouldsmith reported that she has received a comment that the cemetery is looking very tidy.

PLANNING

Mr Paul Tregunna. Four- bedroom dormer bungalow and boat/garden store at Plot adjacent Pedmore, Trelispen Park, Gorran Haven. Full Planning. Mr Lobb declared an interest in this item. No objection.

Mr & Mrs Grundy. Demolition of existing store and w.c. and construction of kitchen/dining & study with bedroom/ensuite over at Methrose Farm, St Ewe. Full Planning. No objection.

Mr Jonathon Dent. Re-building of dwelling at 3 Fort Cottages, Gorran Haven. Full Planning. Objection on the grounds that the white lime painted building would be a massive intrusion into the visual amenity of the coastline.

Drs J.H. & L.D.Dunne. Dismantle two existing chimneys. Rebuild using brick to match original & appropriate lime mortar. Remove existing guttering. Replace with guttering to match original rectangular section held by wall brackets to match windows at Galowras Farm, St Ewe. Listed Building Consent. No objection.

Mr T. Kendall. An extension to an existing agricultural cattle shed and new barn for workshop and isolation house for sick cattle at Bodrugan Farm, Mevagissey. Full Planning. No objection.

Mr & Mrs Gouldsmith. Conservatory at 1 Trelispen Park Drive,

Gorran Haven. Full Planning. Mrs Gouldsmith declared an interest in this item. No objection in principle to a conservatory. However the P.C. objects to the design of the two roofs because of conflict in the different pitches of the two parts of the roof.

All the bills for August have been paid. Agreed to pay the bills for September and to transfer £3,500.00 from deposit account in order to pay the bills. Agreed.

PARISH PROBLEMS

Mrs Gouldsmith requested an update on the proposed footpath up Bell Hill and on affordable housing and reported bad potholes in the road by the Lower Lodge at Heligan.

Mr Ayres reported that the seat on the Gruda is again overgrown. The staff at the surgery have been experiencing problems parking in their spaces due to cars being parked there. It is understood that the chain has now been repaired. He requested an update on new seats on the Lime Kiln. Item to be put on the agenda for next month.

Mr Church requested that the item ‘Any Other Business be put on the agenda’.
