MINUTES OF A MEETING of the St Goran Parish Council held on 4th October 2007 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Crouch and Mrs Stokes, Mrs D. Mutton and Mr P.Trevarton(District Councillors). PUBLIC SESSION As there were no members of the public present the P.C. went straight into formal session. APOLOGIES Mr Whatty and Mrs Gouldsmith (both unwell). MINUTES OF THE MEETING OF THE 6TH SEPTEMBER 2007 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Footpath – Bell Hill. Mrs Gouldsmith has spoken the landowner who is in agreement with the proposal. He would like to meet with the County Council. Meeting to be arranged with all interested parties. Highways. Letters received. Restricted parking regulations at the cobbled area at the bottom of Foxhole Lane would not be considered until after the next local government elections. Highways have inspected the route being used by the developers of a property in Gorran Haven removing subsoil and there does not appear to be any unusual damage. However it now appears that the hedges and ditches along the road are being eroded. Further letter to be sent. The pothole at Boswinger has now been repaired. COMMITTEE REPORTS Footpaths. Nothing to report. Beach. Nothing to report. This item is on the agenda separately General Purposes. Nothing to report. CORRESPONDANCE One Cornwall Team. Newsletter to keep Parish & Town Councils updated with the transition to a unified council. There was some concern expressed about the problems with staff shortages at Restormel Borough Council. Letter to be sent to R.B.C. and copies to the One Cornwall Team, County Councillor and Member of Parliament. John Whatty. Letter of resignation from the P.C. Letter of thanks to be sent for all his work with the P.C. particularly the tourist brochure and the website and thanks for his willingness to continue with both these if required. Mrs S. Billet. Complaint about problems with dogs allowed to run loose on the beach during the summer despite notices that dogs should be kept on leads. Mrs Billet, who had been on holiday in the village recently expressed the opinion that Gorran Haven is a delightful village and is it is shame to let a few irresponsible dog owners spoil it. The dog warden to be asked if he/she could make more random visits next summer. R.B.C. Details of next S.W.Coast Community Consultative Meeting. Gorran Pre-School. Thanks for grant. Gorran Haven Harbour & Fishermen’s Society. Request for help towards the cost of speed buoys. Agreed to award a grant of £112.00 for the speed bouys this year. PLANNING Mr Oliver. Erect a PVCU conservatory to rear of property at Branscombe, Portheast Way, Gorran Haven. Full Planning. No objection. Mr & Mrs J. Sharples. Installation of three conservation rooflights and removal of unsympathetic fire doors at Smugglers, Rattle Street, Gorran Haven. Listed Building Consent. No objection. Mr Malcolm Debbage. Conversion from single dwelling to two dwellings at 3 Coastguard Cottages, Gorran Haven. Full Planning. No objection. The Estate of Mrs M. Billing. Construction of dwelling at land at 1 Rose Cottage, Cliff Road, Gorran Haven. Full Planning. Mr Grose declared an interest in this item. The P. C. is of the opinion that their objections to the previous application apply to this one. The dwelling would constitute an overdevelopment and overcrowding on a small inadequate site with poor vehicle access. Agreed to pay the bills for October and to transfer £3,500.00 from current account to deposit account. BEACH There was discussion on the running of the beach next summer. The legal department at R.B.C. to be consulted and the item to be put on the agenda for next month. TOURIST BROCHURE. A brochure to be produced for next year. PARISH PROBLEMS Mr Husband reported a hedge in Gorran in need of trimming. Mr Ayres suggested putting in another notice in the parish magazine for a donation for the remaining seat on the Lime Kiln. Mr Lobb reported a problem with GPS navigation systems directing all vehicles to Gorran Haven through Mevagissey and along Trewollock Lane. Mr Church stated that he has been advised by the County Councillor that the P.C. should once again write to Highways about the change of the speed limit signs at the top of Bell Hill.
