MINUTES OF A MEETING of the St Goran Parish Council held on Thursday1st February, 2007 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair. Present were Messrs Grose, Ayres, Church, Lobb, Vian, Whatty and Mrs Gouldsmith, Councillor B. L. Hunkin ( Cornwall County Council) and 1 member of the public. PUBLIC SESSION Mrs Stokes reported that the hedge at Foxhole Lane is obscuring the light from the street light and as there are several young people living in Foxhole Lane who regularly use it at night there is a lot of concern among the residents. The Clerk reported that the hedge is on National Trust land and they have agreed to cut the hedge. Councillor Hunkin will report the situation to Highways who will contact the National Trust. Highway problems were discussed with Councillor Hunkin. Concern was expressed on the poor state of the roads and the fact that Crooked Lane had not been cleared of leaves although the situation has now improved. Mud on the roads is a continual problem and hedges have not been cut. Mr Church brought up the subject of the change in position of the speed limit sign and hoped that it had not been forgotten again. He then reported that the problem with water pouring into the driveway of the home of a resident at Boswinger has still not been resolved. The Highways say that it is a South West Water problem and S.W.W. say that it is a Highways problem. The householder has actually paid for a drain to be fitted but water is still running. The P.C. then went into formal session APOLOGIES Messsr Bullen, Michell and Councillor P. Trevarton ( Restormel Borough Council) MINUTES OF THE MEETING OF THE 4th January 2007 he minutes were agreed. MATTERS ARISING FROM THE MINUTES Nothing to report COMMITTEE REPORTS Footpaths. Mr Lobb reported that there is no sign at Colona indicating the Bodrugan to Chapel Point footpath. Beach. Nothing to report General Purposes. The new seats for the Lime Kiln have been delivered. One of the seats was scratched in transit. However the galvanising does not seem to have been damaged. The manufacturer has sent 2 cans of touch up paint. Agreed to write to the manufacturer stating the situation in order to be able to claim if the seat subsequently rusts. A photo of the damage to be taken. Mr Ayres has removed the old seats and the old concrete plinth. Paul Tregunna has taken away all the debris together with the old seats. Thanks to both. The P.C. agreed to pay £10.00 to Mr Tregunna towards the cost of diesel. CORRESPONDENCE Cornish Buildings Group. Details of 2006/7 awards scheme. C.C.C. Consultation on Fire Brigade Service Plan 2007/8. Gorran School. There are still problems with traffic at school time and recently a car struck a push chair while a Mum was walking back towards the village. Luckily no harm was done. Any help that can be given would be appreciated. Councillor Hunkin stated that the Highways are aware of the problem and there has also been a regular Police presence. Caerhays Estate. All Caerhays, Gerrans and Burncoose woodlands are being assessed for forest certification under the U.K. Woodland Assurance Standard. C.C.C. Details of the submission ‘One Cornwall One Council’ to the Government for the current system of 6 District Councils and County Council to be replaced by a single unitary authority with an additional proposal for powers from the Government to manage and deliver all public services in Cornwall. R.B.C. Details of Risk Management Training for Parks & Open Spaces. Ramblers Association. Concern that £221,000 is being cut from the Rights of Way budget by the County Council. Councillor Hunkin explained that the County has to cut much of its budget due to the fact that it has to pick up the bill for £8,000,000.00 for St Petroc’s. This includes cutting the Fire Service budget. The P.C. agreed to write to Matthew Taylor expressing concern about these cuts. PLANNING Mr B.A.Hicks. To rectify a serious roof leak; where appropriate, remove slate from roof, clean slate and replace to make weather tight at Tregarton Farm House, Gorran. Listed Building Consent. No objection Mr & Mrs Geoffrey Daniel. Extensions and alterations to ground floor and construction of first floor bedrooms and bathroom at Kufstein, Canton, Gorran Haven. Full Planning. No objection Mr Jackson. Extensions and alterations to existing dwelling at Tickety Boo, Cliff Road, Gorran Haven. Full Planning. Objection on the grounds that it would be an overdevelopment out of character with the area. It would be a massive intrusion on the neighbourhood. Mr Jon Churchill. Provision of separate vehicular/pedestrian access previously shared with Plot 6 – The Mead at Plot 4 Wansford Meadows, Gorran Haven. Full Planning. No objection. Mr John Woodridge. En-suite bedroom extension at 4 Trelispen Park, Gorran Haven. Full Planning. No objection. There was 1 vote against and 1 abstention. Mr Lobb declared an interest in and left the room for this item. Estate of Mrs Billing. Create building plot within existing residential curtilage. Build two storey dwelling and two off street parking spaces at 1 Rose Cottages, Gorran Haven. Full Planning. Objection on the grounds that it would be an overdevelopment and there would be overcrowding on a small inadequate site with poor vehicle access. BILLS FOR PAYMENT Receipts Mrs Miles clerk’s salary 340.00 Lime Kiln Trust 1,311.00 Mrs Miles clerk’s expenses 53.79 Grave Spaces x 3 660.00 Mrs Miles clerk’s purchases 23.26 Tourism x 1 30.00 Mr M.Crook grasscutting 50.00 467.05 2,001.00 All the bills for January have been paid. Agreed to pay the bills for February. AFFORDABLE HOUSING There was some discussion on the fact that Ocean Housing do not seem to be able to come up with an acceptable design and will only allow for 1 parking space per dwelling. This is a planning issue. Concern expressed that the project appears to be driven by the Planning Section and that they may not support an application from another provider. Mrs Mutton will confirm this with the Planning Section. Mr Lobb commented on the St Ewe project which may be more appropriate for this parish. The relevant provider to be invited to come to a meeting to talk to the P.C. TENDERS Tenders to be invited this month for grass cutting, footpath maintenance and minor maintenance and next month for all beach tenders. PARISH PROBLEMS Mr Grose commented on the bad state of the roads. Mr Whatty has had a request for some of the headstones in the churchyard that have been removed from the graves and part buried by the side of the path to be lifted so that all the inscriptions are exposed. As these are in the churchyard this is not a P.C. issue. Mr Ayres stated that there is again a problem with dog mess in Gorran Haven and that the street needs sweeping. This is a problem due to the number of parked vehicles. Mr Lobb suggested that the P.C. consider paying for a new road directional sign at the bottom of Crooked Lane. Half of this sign is missing and the other half has had pot shots made at it. Agreed to contact Highways for a quote. Mr Lobb also reminded the P.C. that elections are due in May. It was agreed to put a reminder in the Parish Magazine for any residents who would like to become Parish Councillors. Mr Husband commented on the amount of rubbish on the footpath up Bell Hill.
