MINUTES OF A MEETING of the St Goran Parish Council held on Thursday 4th January, 2007 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair. Present were Messrs Ayres, Bullen, Church, Lobb, Michell, Whatty and Mrs Gouldsmith, As there were no members of the public present the P.C. went into formal session. APOLOGIES Messsr Grose (unwell), and Vian (working). MINUTES OF THE MEETING OF THE 7th DECEMBER 2006 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Affordable Housing. The Clerk reported that there will be a new round of funding starting from April so any scheme will need to be in place by about August. There is a good chance that funding would be available especially if the community supports the scheme and if sustainability is an issue. There are already such sites which are worth looking at. It is possible that the Cornwall Sustainable Trust can help. All the Housing Associations work in partnership but they each operate as separate businesses. Item to be put on the agenda for the next meeting. Highways. Repairs have been done. COMMITTEE REPORTS Footpaths. There was some discussion on the state of the footpath signs and it was agreed to have these cleaned in order to see if they need repainting. Beach. The Clerk reported that the beach grant this year will be raised to £800.00. The repairs to the wall below the Mermaid Café have been done. General Purposes. Nothing to report CORRESPONDANCE CALC. Details of Annual Conference and nominations. C.C.C. Council Plan 2006 – 2009 C.C.C. Japanese Knotweed on Public Rights of Way. Caerhays Castle Gardens. Request for a letter of support for their application for a grant from the ANOB Sustainability Fund for a historical and environmental study of Caerhays Estate and Parish. Agreed. DTI. Reply to the P.C’s letter in connection with the possible closure of rural Post Offices. C.C.C. Invitation to a discussion on Minerals Planning. R.B.C. Request for details of precept requirement and letter asking if the P.C. is willing to enter into a Service Level Agreement. After some discussion it was agreed not to agree to enter into a SLA at the present time. There were 3 abstentions. R.B.C. Reply to the request from the P.C. for a Tree Preservation order on the horse chestnut at the Green at Gorran. Although the tree merits a TPO on amenity grounds as there is no known threat to the tree and it is well managed they do not consider that it needs protection at the present time. Agreed not to apply for TPO. Cornwall & Isles of Scilly Primary Care Trust. Copy of the Strategic Review of healthcare in Cornwall & the Isles of Scilly. PLANNING Mr & Mrs Kendall. Removal of willow tree at Woodlands, Trewollock, Gorran. Tree Preservation Order. No objection Rev. Canon & Mrs Peter Walker. Loft conversion and stair access at Ryancot, Wansford Meadows, Gorran Haven. Full Planning. No objection. Mr Lobb declared and interest in and left the room for this item. BILLS FOR PAYMENT Receipts Mrs Miles clerk’s salary 340.00 Newcombe 210.00 Mrs Miles clerk’s expenses 53.79 Tourism x 3 90.00 Mrs Miles clerk’s purchases 36.90 300.00 Mr M. Crook grass-cutting 50.00 Information Commissioner 35.00 Broxap lime kiln seats 2127.93 2643.62 All the bills for December have been paid. Agreed to pay the bills for January and to transfer £500.00 from deposit to current account. PARISH PROBLEMS Mr Lobb reported that that mud on the Galowras Mill to Bodrugan road is very bad. Mr Michell expressed concern that many of the hedges have not yet been cut.
