MINUTES OF A MEETING of the St Goran Parish Council held on 6th September 2007 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Gouldsmith and Mrs Stokes, Mr Stephen Foster (Restormel Borough Council), County Councillor Mr B.L.Hunkin, and 1 member of the public.

PUBLIC SESSION

Mr Grose welcomed the member of the public. He introduced Mr Stephen Foster of Restormel Borough Council who was attending in order to explain the new Code of Conduct regulations to the Parish Council. Mr Foster then explained the purpose of the Code, the changes that have been made and the parts of the code that are not mandatory. Questions were invited. Mr Grose asked for clarification on what may constitute an interest in a particular item. Mr Foster stated that there have never been any problems in connection with St Goran P.C. and that he is sure that they are declaring interests correctly. Mr Grose thanked Mr Foster for attending the meeting and Mr Foster then left. Mr Grose invited any questions or comments from the member of the public but none were made.

The P.C. then went into formal session.

The minutes were agreed.

MATTERS ARISING FROM THE MINUTES

Code of Conduct.  It was agreed to accept the Code and to include Para 7 but to change ‘Chief  Financial Officer’ to ‘Clerk’ and include Para 12 (2). Para 7 will then state that the P.C. should have regard to advice from the Clerk and the Monitoring Officer and Para 12 (2) ensure that members of the P.C. declaring a prejudicial interest in a matter will have the same rights of representation as any member of the public.

Footpath – Bell Hill. Mrs Gouldsmith to contact the landowner

Cemetery. Mr D. Michell has dropped some topsoil into the cemetery. Mr Grose will level the graves that need it. Letter of thanks to be sent to Mr Michell. There was some discussion about removing the subsoil that has been taken out of graves. Local quotes to be requested.

Highways. Letter received. Various problems to be remedied. Mr Hunkin stated that the pothole at Boswinger cannot be identified. Mr Church reported that a child had fallen off her scooter recently due to this pothole which has now filled up with sand. Site meeting arranged. Mr Church also reported that there has been a problem on the road from Hemmick to Boswinger where the hedge has been cut back hard and protruding sharp rocks have damaged motorists’ tyres.

COMMITTEE REPORTS  

Footpaths. Nothing to report.

Beach. There was some discussion about the problems and successes of the beach safety scheme this year. It was agreed to put this item on the agenda for the October meeting. Letter to be sent to the beach cleaners thanking them for the excellent job that they have again done this year.

General Purposes. Mrs Gouldsmith reported that there have been problems with sand on the road from the beach and although it has been swept it has not been possible to do it properly due to parked vehicles.

CORRESPONDANCE

Smugglers Cabin.  Letter in respect of problems with rubbish collections etc.

CRCC. Invitation to event on Climate Change.

R.B.C. Details of Heritage Lottery Fund Event.

C.C.C. Details of consultation and meeting in connection with ‘One Cornwall’

South West Regional Assembly. Consultation on review of additional pitch requirements for Gypsies & Travellers in the South West.

Dan Semple. Letter stating that he has been selected to play cricket for Cornwall on a tour of South Africa and a request for sponsorship. The P.C. has a policy of only awarding grants to associations within the parish.

Devon & Cornwall Police Authority. Details of next liaison meeting.

Gorran Haven Institute. Thanks for grant.

Gorran & District Community Bus. Thanks for grant.

St Goran Church Schoolrooms. Thanks for grant.

CALC. Details of annual conference.

PLANNING

Mr & Mrs P. Hargraves. Conversion of garage to ancillary annexe accommodation to the present dwelling to include bathroom, kitchenette and reception room at Cove Cottage, Chute Lane, Gorran Haven. Full Planning. No objection

Mr & Mrs B. Parker. Construction of dwelling at Meadowside, Gorran. Outline Planning. No objection.

Mrs Suzy Billing. Erection of flat roof porch at front entrance in white UPVC at 28 Trelispen Park Drive, Gorran Haven. Full Planning. No objection.

Mr Andrew Philp. Rear conservatory and en-suite at Zephyr Hills, Trewollock Lane, Gorran Haven. Full Planning. No objection.

All the bills for August have been paid. Agreed to pay the bills for September and to transfer £500.00 from deposit account to current account if the precept has not yet been paid. Due to problems with non receipt of a new chequebook the last 2 payments to be made when new book is received.  

PARISH PROBLEMS

Mrs Gouldsmith brought up the problems with sand and road sweeping. Request to be made to Serco for more cleaning and to thank the Serco employee who has been picking up litter out of working time. A request also to be made for traffic parking restrictions at the cobbled area. It was reported that the Roseland school bus will no longer stop at the Triangle because of the number of vehicles parked there. It is believed that it will now stop further up Bell Hill on the corner of Portheast Way. Complaints have been received that visibility is impaired because of the shrubs at the Triangle. It was agreed that these should be cut right back.
