MINUTES OF A MEETING of the St Goran Parish Council held on 3rd April 2008  in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Mrs Stokes, Mrs B. Miles and 10 members of the public.

PUBLIC SESSION

Mr Grose welcomed the members of the public and invited any comments or questions.  Concern was expressed regarding the development at Blue Point in Gorran Haven.  The question was raised whether or not the P.C. had visited the site to obtain its full impact.  Mrs Stokes had recently attended a site meeting.  The impact on Cliff Road and Gorran Haven as a whole was discussed.  Concern was expressed on a number of matters including the alleged alterations to the building itself. In particular:  the rear wall, the size of the new music room and its impact on the external roof, the planting in and around the courtyard and the seaside elevation.  This elevation has changed to form a 'heavy appearance, a solid façade' it was believed.  Local residents believe that both the above details and the metal roof gave the building an industrial look which did not fit in with the village.  The P.C. were asked whether they were going to object to the development.  Mr Church stated that the Parish Council would have to abide by certain criteria in deciding whether there are formal grounds to object.  Mr Grose stated that the application is on the agenda and the P.C. would take their comments into account when making their decision.  Mr Grose then thanked the members of the public for attending, they then left the meeting.

The P.C. then went into formal session.

MATTERS ARISING FROM THE MINUTES

Highways. Letter received. Mr Libby, Highways Steward has been requested to patch the entrance area to Treveague Farm due to its poor condition.  Acknowledgement was given to the Police Community Support Officer on visiting the site at Blue Point in Gorran Haven following parking problems.  A contractor has been asked to remove any cones that had been abandoned in the area.  Finally, it is not possible to fund a cast iron sign or similar on the road at the top of Gorran Haven, however it could be funded at a cost of £2000 by the P.C.  It was decided this was not feasible.

Treveague Farm. Letter received from Restormel Borough Council regarding possible breach of planning control in respect of a camping field being used for the permanent storage of caravans.  The site will be visited by the Planning Enforcement Section.

Gorran Institute. E-mail received. Following a visit to the Institute by Development Control they have confirmed that the scheme is being built in accordance with the plans submitted. A further e-mail was received from Jill Scott, Secretary to Gorran Haven Institute stating that the entrance the builders are currently using is one made by May Gurney – which is a temporary access. As soon as the necessary funding is obtained, the new permanent entrance will be built as per the plans.

It was decided by the P.C. that a letter should be written stating concerns of the potential hazard this entrance could cause in the event of heavy rain.

Good citizen.  Mr Fred Semple has accepted the nomination – no reply as yet from the school.  The awards ceremony will be held on Wednesday 30 April 2008 in the Council Chambers at R.B.C.  It was decided that Mr Ayers would attend to represent the P.C.

Seaview Development. Letter received from Lawrence Associates in Truro asking for a comment from a Parish Councillor regarding the scheme for their new website.  It was decided this would not be appropriate as it was likely that a planning application would be submitted at a future date.

Grasscutting Tender. Following the allocation of tenders for the grasscutting – it was decided, as there was some confusion over details that tenders covered, that Mr Church would check the full details of all tenders received.

COMMITTEE REPORTS 

Footpaths. Nothing to report.

Beach.  It was raised that there is excessive amounts of dog faeces on the beach at present.

General Purposes. Nothing to report

CORRESPONDANCE

Local Standards Committee.  Letter received setting out details in respect of the arrangement for the local assessment of allegations made against councillors.  At present the Standards Board for England carries out this function.  From the Spring however, the function will transfer to the Local Standards Committee. 

Mayors Event. Invitation received for the Civil Ball on Saturday 12 April 2008.

Alex Williams. E-mail received requesting permission to perform Indian Head Massage on Gorran Haven beach during the summer months.  It was felt that this would not be permitted as it was not in accordance with activities which are normally allowed on the beach.

South West Community Consultative committee. Details of the next meeting received.

Highways. Road Traffic Order received informing of the road closure at the bottom of Tregoney Hill, Mevagissey from 7th April to 9th April 2008.

One Cornwall. Letter containing recent updates regarding One Cornwall received.  The new local liaison officer for the area is Helen Couch. Updated information relating to the electoral review received.

Allan Roberts. Letter received giving new price details for gravedigging.

Lime Kiln. Letter received in appreciation of donations made in respect of the new seats on the Lime Kiln.

PLANNING

Premier Homes. Demolition of existing dwelling, garage, boathouse, workshop and greenhouses.  Construction of replacement dwelling, boatstore, garden machinery store and double garage workshop at Blue Point, Cliff Road, Gorran Haven.  Full Planning.  Objection. In considering this radical development in relation to this area, the council did not object on the basis that an effort had been made in the varying of the front elevation to blend in with the surrounding area.  This major consideration, now abandoned, has resulted in a flat/straight elevation on the front of the building thus creating an eyesore from the beach/coastal path.  The visual impact now is intrusive from the beach, harbour and coastpath.  Therefore, the P.C. is no longer able to support this application.  The actual structure does not abide by the original planning application.  In reality this is a retrospective application in respect of planning unapproved as it has already taken place.

Mr and Mrs Maddern. Demolition of existing living area and erection of larger living/dining area within new extension at 2 Trelispen Park Drive, Gorran Haven.  Full Planning.  Objection.  Over-development of a small site - out of keeping with surrounding properties.

Mr Bernard Hocking. Construction of new garage and driveway.  Extension to master bedroom.  Construction of new conservatory at front.  This all being of single storey construction at Blue Waters, Portheast Way, Gorran Haven.  Full Planning.  No objection – providing original/old entrance is closed off.

Mr and Mrs Gasson. Demolition of existing sun lounge, conversion of roof space, internal alterations and construction of an extension at 5 Trelispen Park, Gorran Haven.  Full planning.  Objection.  Over-development of a small site – out of keeping with surrounding properties in an area of outstanding natural beauty.

All the bills for March have been paid. Agreed to pay the bills for April.

PARISH PROBLEMS

Several residents have contacted the P.C. regarding the wind turbine at the School.  The turbine should be painted a mid grey colour – Mrs Stokes will look into whether there are plans to paint this.

The drain at the bottom of Lamledra Hill has been full and overflowing for approximately two years.

The seat on the Triangle in Gorran Haven is in need of repair.

The village rubbish bins used for the summer are in a poor state and the need to replace some of them was raised.

Mr Ayres stated that there are four seats on the Platt which do not have any memorial plaques on them.  The P.C. was unsure as to the ownership of the seats and so would check on this before the next meeting.

Mrs Stokes noted the use of bonfires and the consideration of neighbours.

The road surface at Bodrugan Hill, Portmellon has become very slippery in wet conditions, making driving hazardous. 

The moving of the Milford sign and the speed limit sign between Portmellon and Gorran Haven has still not occurred.  It has been previously proposed that this could be funded via the County Councillors budget.
