ST GORAN PARISH COUNCIL MINUTES FOR FEBRUARY 2008 |

MINUTES OF A MEETING of the St Goran Parish Council held on 7th February 2008 in the St Goran Church Schoolrooms at 7.00p.m. with Mr Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Crouch, Mrs Gouldsmith, and Mrs Stokes. IN COMMITTEE Applications for Post of Clerk. Mr Grose informed the meeting that there are 3 applications and, in his opinion, all would be suitable. The Clerk read out details from all the applications and it was agreed that all 3 should be interviewed. This is to be arranged for the date of the next P.C. meeting, prior to the meeting. Members of the public were then invited to join the meeting. There were 8 members of the public and 3 members of Laurence Associates. PUBLIC SESSION Mr Grose welcomed the members of the public and the members of Laurence Associates whom he invited to explain the presentation that had been set up. This was in connection with a proposed application for planning permission at Sea View International, Boswinger. At present this is a successful campsite accommodating static holiday mobile homes and pitches for touring caravans and tents. At present it accommodates 200 units. The proposal is for buildings of varying sizes and designs which would provide 76 units available only as holiday accommodation but open all year round. There would be no shop on site, the childrens’ playground would go but there would be a facilities centre which would include a gym, sauna etc. Units could be sold separately or in blocks but there would be a Management Committee responsible for letting the units. There was some discussion with the members of the public. Laurence Associates plan to do a public presentation in two weeks time at the Church Schoolrooms during the afternoon and evening. Mr Grose suggested it would be useful to do a display at Boswinger. Laurence Associates will aim to do so the few days before the presentation. Feedback was requested from the P.C. Mr Grose explained that the P.C cannot give an opinion at this point. They would also have to consider any representations that may be made to them by members of the Parish when making their recommendations on any planning application. He then thanked the members of the public and Laurence Associates for attending. The members of Laurence Associates and 7 members of the public then left the meeting. Mr Ray Storey then presented why he felt that the P.C. should reconsider their decision not to give a licence for the hire of kyaks on the beach this year. Another member of the public arrived and presented the P.C. with a petition signed by local children. She then immediately left the meeting. Mrs Gouldsmith stated that she has also been telephoned by members of the public who disagree with the decision. Mr Grose asked Mr Storey to write a letter and send it to the Clerk and the matter will be discussed at the next meeting. APOLOGIES Mr P. Trevarton (attending a meeting at Restormel Borough Council) and District Councillor Mrs D. Mutton MINUTES OF THE MEETING OF THE 3RD JANUARY 2008 The minutes were agreed. MATTERS ARISING FROM THE MINUTES C.C.C. Letter in reply to problems within the Parish which are now being dealt with. Any damage in relation to the development in Cliff Road, Gorran Haven will be repaired when the development is completed. South West Water. 2 new pumps were ordered to alleviate problems with the sewage system, 1 which should be installed the following week and 1 to be kept as a spare. The site will need to be made waterproof and the link between the wet well and the dry well blocked to alleviate the chance of any flooding. In connection with the manhole near the slipway if there are any problems in the future S.W.W. should be contacted immediately on their free Helpline number. Footpath – Bell Hill. Mr Church reported that several members of the public have expressed concerned that the suggestion of an artificial walkway up Bell Hill with markings in the road could cause accidents. The markings may give walkers, particularly adults with children and buggies, a false sense of security. The public is to be asked for their opinions and to see what support there would be for the P.C. if they decide to continue with the plan for a proper footpath, the cost of which will be high. COMMITTEE REPORTS Footpaths. Mr Lobb has walked the new permissive footpath from Kestle to Heligan. It takes about 25 minutes to walk. There are new proposals for funding the payment for the maintenance of the gold footpaths. Agreed to accept the assessments by C.C.C. of the needs for the cutting of the gold paths in the Parish. Mr Husband queried the responsibility for the clearing of some of the footpaths and there was discussion in connection with the road from Tregerrick to Polsue. Highways to be asked what their intentions are in respect of this road. Beach. Nothing to report. General Purposes. Mrs Gouldsmith will clear the tubs in Gorran Haven ready for planting. CORRESPONDANCE Communities & Local Government. Consultation on Orders & Regulations relating to the Conduct of Local Authority Members in England. C.C.C. Details of availability of the Annual Minerals & Waste Report 2006/7 Rescorla Festival. Details of this new 3 day event to be held in June. R.B.C. Copies of the Annual Monitoring Report & the Housing Land Availability Survey. One Cornwall. Newsletter and details of next Interim Joint Committee meeting. Audit Commission. Appointment of external auditor for the next 5 years commencing this year. C.C.C. Details of meetings with Electoral Commission officers to explain about the proposed Electoral Review of the County. Rowing Club. Request to use the beach for their annual regatta on Saturday 5th July 2008. Agreed subject to insurance and risk assessment. PLANNING Mrs Pat Vercoe. New conservatory at Tregenna, Bell Hill, Gorran Haven. Full Planning. No objection. Mr Milo Bright. Addition of two-storey extension to existing property at The Stables, Methrose Farm, St Ewe. Full Planning. The Parish Council was unable to make a decision on this application as it was incomplete. All the bills for January have been paid. Agreed to pay the bills for February. YOUTH & GOOD CITIZENS AWARDS It was agreed to put this item over until the next meeting. PARISH PROBLEMS Mr Husband reported that the road from Polsue to Trenninick needs cleaning. Mrs Crouch reported that the pond at the entrance to the road to Treveague on the road to Penare needs attention. Mrs Gouldsmith reported that the trench next to the cobbled area at the bottom of Foxhole Lane is deteriorating and that a further trench is sinking in the middle of the turning area. Foxhole Lane needs cleaning as it is dangerous to walk down. Mr Ayres reported that garden rubbish is still being tipped in Sheep's Lane.
