MINUTES OF A MEETING of the St Goran Parish Council held on 1st May 2008 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Trevarton, Mrs Crouch, Mrs Gouldsmith, Mrs Stokes, District Councillor Mrs Mutton and 38 members of the public. APOLOGIES District Councillor Mr Trevarton and Mrs Mutton who were late. ELECTION OF CHAIRMAN The clerk welcomed the new Parish Council and invited nominations for Chairman. Mr Church nominated Mr Grose. This was seconded and passed unanimously. ELECTION OF VICE CHAIRMAN Mrs Gouldsmith nominated Mr Husband. This was seconded and passed unanimously. ELECTION OF PARISH TRANSPORT REPRESENTATIVE AND COMMITTEES. It was proposed that the Parish Transport Representative and committees would remain as last year. This was seconded and passed unanimously. PUBLIC SESSION Mr Grose welcomed the members of the public. Mr Storey raised the tender for kayaks on Gorran Haven beach. He said he fully understood the concerns regarding safety and said that he would comply with the P.C. should they reconsider his tender. A statement was read out representing the views of some of the children in the village asking the P.C. to reconsider their decision. They stated that the kayaks are enjoyed by many and discussed the health benefits. A copy of this statement was given to the P.C. Other members of the public offered their support to Mr Storey. It was noted Mr Storey pays attention to the security of beach users, helps to keep the beach clean and offers kayaks at no charge to local children. Some members of the public present offered to help ensure that Mr Storey abides by the P.C's kayak contract should it be reconsidered. Mr Carolan read a statement regarding the planning proposal of Haven Flat, Foxhole Lane. He addressed the concerns of privacy to neighbours. Their wish is to improve the premises. The balcony has been revised at the request of the Planning Officer. Many people were concerned regarding the planning proposal at Seaview International at Boswinger. Concerns were raised relating to the size of the project and anticipated problems during building work. Concern was also felt that they must not become permanent dwellings in the future. It was felt that small businesses may be affected as visitors may not use the local facilities due to the amenities on site. A member of the public stated that the development could offer benefits. He stated that presently, during the season, it is busy everywhere. He felt that the proposal could increase demand out of season and decrease demand when the area is very busy. It was suggested that there are already buildings in Gorran Haven which are used as holiday homes which are not used regularly out of season. Mr Grose advised members of the public to write with their concerns to the Planning Department of R.B.C. The P.C. then went into formal session. MINUTES OF THE MEETING OF THE 3rd April 2008 The revised minutes were agreed. MATTERS ARISING FROM THE MINUTES Public Benches. Mr Ayres established that these are owned by R.B.C. Member's of the Parish may, via the P.C., put memorial plaques on the benches with a donation. Seat on the Triangle, Gorran Haven. This is still damaged so it was agreed to wait for the tender of minor maintenance to be agreed. Kayaks. Letters in support of Mr Storey's tender for kayaks on Gorran Haven beach received from Mr & Mrs Bamford of Bumblebees, Gorran Haven; Mr Oakley, Head Teacher of Gorran School and from Gorran and Mevagissey Scout Group. C.C.C. Letter received regarding the blocked drain on Lamledra Hill, the sign post at Milfords, the speed restriction sign at the top of Gorran Haven and the condition of Bodrugan Hill. The area surveyor is on leave until 28 April and so will respond on his return. The drain on Lamledra Hill, however, has since been cleared. Letter to be sent to the Area Surveyor asking for confirmation that the funding made available via the County Councillor for the sign at Milfords and the speed restriction sign be protected. Serco. Letter received. The refuse bins on the beach are the responsibility of the P.C. Mr Lobb understood the bins were originally supplied by R.B.C. District Councillors' Mr Trevarton and Mrs Mutton will investigate whether any further help is available. C.C.C. Letter received concerning the condition of Bodrugan Hill. The Area Steward will investigate and deal with any defects. It was agreed to submit a further letter suggesting liaison with Serco and the police due to problems encountered by the refuse lorry on the hill. R.B.C. Letter received. No further action to be taken with regard to the storage of caravans at Treveague Farm. The storage is a temporary measure and is hidden from public view. Wind Turbine. Mrs Stokes reported that the wind turbine is a work in progress and not yet completed. COMMITTEE REPORTS Footpaths. Letter received from Sue Tonkin highlighting maintenance work required to the fourth step on Footpath 2 and to one of the steps on the National Trust section of Footpath 29. Also the green 'Menagwins ¼' sign has disappeared. On Footpath 11, the post on the hedge where the path enters Menagwins on the Carvinnick side is very wobbly. It also bears a permissive footpath waymark where perhaps there should be a definitive footpath waymark. Letters to be sent to C.C.C. and the National Trust. Beach. Three quarters of the seaweed has been cleared. It was noted the expense incurred would be significant if this was required each time the sea brought in excessive amounts of weed. The slip at the entrance to the beach is becoming quite dangerous with gaps and joints either missing or worn. General Purposes. The shrubbery on the Triangle, Gorran Haven has become overgrown and is in need of attention. It was agreed to ask Mr Crook to remove the shrubs and reseed with grass. CORRESPONDENCE Civil Parking Enforcement. R.B.C. will take over enforcement of parking restrictions from the police with effect from 5 May 2008. Land Registry. Campaign running for P.C's to voluntarily register their land holdings. It is possible the cemetery could come under this scheme. R.B.C. Two young people are sought to take part in a tall ships voyage. Cornwall Area of Outstanding Natural Beauty. Details of annual conference. R.B.C. Letter received requesting any comments the P.C. may have in the relation to the appointment of the Fowey Harbour Commissioner. R.B.C. The gym at Newquay is being re-equiped. The old equipment is to be sold by tender to Parish Councils or other community bodies. Residents of Valley Park, Gorran. Letter received congratulating the P.C and Gorran School authorities for their co-operation in respect of the wind turbine at the school. One Cornwall. It has been agreed to submit a proposal for a council size of 130 elected members to the Boundary Committee. British Telecom. The closure of the kiosk at High Lanes, Gorran is proposed. A notice will be displayed on the kiosk within the next three weeks. The consultation period will close on 2 July 2008. GHHFS. E-mail received. The gala day has been rescheduled from 17 August to 10 August. Permission sought to use the beach on this amended day. Agreed. R.B.C. Details of mayors event. PLANNING Mr C Royden. Redevelopment of the existing holiday park with 75 new self catering holiday units and ancillary restaurant, gym and spa building at Sea View International, Boswinger. Full Planning Major. Strong objection. Due to the serious concerns of the P.C. and of the members of the public present it was decided to meet on Friday 2nd May to ensure that objections to this proposal are fully documented. Mr Grose declared an interest in this matter. One letter of objection received. There were two absentions on this motion. Mr S Welsh. Change of use of existing storage building to food preparation area and sale of cream teas and associated farm produce at Treveague Farm, Gorran. Full Planning Change of Use. Letter in support received from Mr Welsh. No objection on the basis that the facility is only open during the season that the campsite is open. There were three abstentions and one against this motion. Mr Carolan. Proposed replacement first floor apartment at Haven Flat, Foxhole Lane, Canton, Gorran Haven. Full Planning. Objection on the grounds that the development due to its massing and scale, will be over-powering in the centre of the village. It will not be in-keeping as it is too high in a conservation area. Mr A Smith. Felling of leylandii-type conifer and golden conifer at Plum Tree Cottage, Derbys Lane, Gorran Haven. Tree Preservation Order. No objection. Mr Stevens. Loft conversion with dormer and velux windows at Lower Meadow Barn, St Ewe. Full Planning. No objection.

Agreed to pay the bills for April and to transfer £5000 from the Current Account to the Deposit Account. ACCOUNTS: YEAR ENDING 31 MARCH 2008. The clerk presented the accounts which had been audited by Mr G Widdows. The accounts were accepted and agreed and the external audit form completed. The necessary forms for the external audit have now been posted. LOCAL MAINTENANCE PARTNERSHIP Grant details received from Cornwall County Council in respect of funding available to help with the cost of cutting the Public Rights of Way within the Parish. It was agreed to accept this offer. PARISH PROBLEMS Mr Church stated that he had received complaints relating to the wind turbine at Gorran School. On occasions the sun causes the blades to flash. Also complaints received as to the turbine being very noisy. It was decided to wait until the project was completed before addressing these matters. The manhole cover on the corner at Menagwins is in need of urgent attention. The sign at the bottom of Trewollock Lane has disappeared. It was proposed that the method of fixing it previously may not have been adequate. The possibility of erecting a new sign at High Cleer with directions to Gorran Haven, Portmellon and St Austell was discussed. Recently several cars have gone up Church Street against the one way system. The signage at the bottom of the hill is in need of attention to ensure the one-way system is clear. The public bench opposite Harbours Reach is damaged. The surface of Foxhole Lane is in bad repair. The loose gravel has caused visitors to slip. It is presently dangerous to vehicles and pedestrians. The grass verge leading up Bell Hill is overgrown causing difficulties to pedestrians. The lay-by between Treveague Farm and Carvinnick is unusable as it is full of debris. It was felt that the caravan storage at Treveague Farm is visible. It seems that there are currently about 12 caravans stored there. This storage does not appear to be a temporary measure as caravans seem to be in place from the end of one season to the commencement of another. Concern was expressed with regard to the Imerys Developments in the area in relation to the impact these would have on healthcare, infrastructure, employment, transportation and the additional loading on schools and hospitals.
