MINUTES OF A MEETING of the St Goran Parish Council held on 7th August 2008  in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair.

 

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Trevarton, Mrs Crouch, Mrs Gouldsmith and Mrs Stokes, District Councillor Mrs Mutton, PCSO Mr Tony Hemmings and seven members of the public.

 

PUBLIC SESSION

 

The issue of the parking at Gorran School was raised.  Double and on one occasion triple parking had been witnessed.   It was expressed that the situation of parking problems had been on-going for approximately 20 years which was deemed unacceptable.  The question was raised whether off road parking could be made available to alleviate the problem.    Mr Grose spoke of the proposal recently received from C.C.C. to provide yellow hatching on the road to increase safety.   However he stated that the P.C. had replied  to the effect that the scheme was not sufficient to make enough impact to improve  the problem.  He then went on to explain the P.C's thoughts as to what would be appropriate detailing the proposal that the P.C. had sent to C.C.C.  It is believed that funding is an issue.

Mr Hemmings stated that he will arrange to meet with the Headmaster of the School and C.C C.  to establish whether there is any assistance he can offer within his role as P.C.S.O.

The noise caused by the wind turbine was discussed.  Since new blades have been fitted it was expressed that the noise had become unacceptable.  The noise is particularly disruptive at night.  Mr Grose agreed that the noise is an issue and suggested that environmental health may need to be involved to determine whether the noise levels are acceptable, but stated that the PC need the support of the village.

There was a discussion regarding the planning proposal at Bay View, Foxhole Lane, Gorran Haven.  One member of the public felt that it would signify an over development of the site and would not be sympathetic to the area.  The conservatory and decking,it was felt, would overlook other properties. A photograph was provided of the property and locality.  The owner of the property stated that the development was to enhance living standards and the appearance of the property.  The conversion of the store would be to provide additional living space for his family and he believed in the past it had been used by previous owners as living space.

Mr Grose stated that their comments would be taken into account when the P.C. considered the planning application.

Mr Hemmings PCSO discussed the crime figures within the Parish from April 2008 to date.  There had been 14 reported incidents, two of which have been detected.  These consisted of: one report of criminal damage to a boat and another to a vehicle;   one burglary; two thefts from vehicles and one theft of a bicycle; two cases of assault; one case of drunk and disorderly and five cases of non-crime domestic incidents.

Mr Ayres brought up the issue of parking on restricted areas within Gorran Haven to which Mr Hemmings replied that the Police no longer have the power to issue parking tickets - it is now the responsibility of R.B.C.   Mr Hemmings stated that he will however contact R.B.C to discuss the concerns.

Mr Grose thanked the members of the public for attending.  Two members of the public and Mr Hemmings then left and the P.C. went into formal session.

MINUTES OF THE MEETING OF THE 3rd July 2008

 

The minutes were agreed with the addition that planning permission had had to be sought in Ilfracombe to alter the bird dropping resistant paint colour on the wind turbine to grey.  The P.C. were of the understanding that this type of paint was not available in grey. 

 

MATTERS ARISING FROM THE MINUTES

 

Highways.  Letter received stating that the Highways Steward will inspect the overgrown areas of Canton and will take the necessary action to attend to the pothole on the Treveor Road.  The signs engineer has been reminded of the condition of the chevron sign at the top of Bodrugan Hill.  They too had received a letter of concern regarding the Milfords sign and have responded by stating that the request is with the signs engineer for funding.  The importance of the sign is understood but they still believe it to have a lower priority than regulatory and warning signs.  A contractor has been asked to sweep the loose debris from Foxhole Lane and a purchase order will be produced to take care of the many small potholes.  It is not on the current list for resurfacing but when updated they will try to include it.

R.B.C.  E-mail received regarding the funding for the improvement of play equipment.  R.B.C. have checked their records and as the Playing Fields already have an existing award they are not able to apply to the fund until November  This would be too late for this funding. If there is an underspend on this funding R.B.C. will notify the P.C. at a later date.

Footpaths.  It is unlikely that the sign missing on Footpath 1 will be replaced as it is not a priority footpath.  C.C.C. will liaise with the landowner regarding the overgrown area of redundant farmland on Footpath 6 and will also organise the repair of the style at Millennium Wood.  It was suggested by C.C.C. that The Slips is a gold path which the landowner has traditionally maintained but his equipment is broken and as such is unable to maintain it this year.

Restricted parking.  The P.C.S.O. is unable to issue parking tickets as this is now the responsibility of R.B.C.  He will however visit the area to discourage people from parking on restricted areas.  R.B.C. are currently dealing with priority areas within the district and are not able to make regular visits at present.  They stated that they would need a minimum of three calls from members of the public stating the name of the street where the problem is occurring and they will look at sending out an officer.

Cemetery Waste.  Quote received from Mr Dower to clear the compost area at the new cemetery.  Agreed to accept.

Serco  are investigating the use of the refuse bins in Gorran Haven for trade and residential waste.  They will notify the Parish Council of their findings.

Nuttals.  During previous works, Nuttals were contracted by S.W.W. for work needed at the entrance to Gorran Haven Beach.  They have checked their initial reports and these show that the damage to the slip is not within the area in which their works were completed, but have as a gesture of good will to the village, agreed to make the necessary repairs.

Cemetery.  Letter received regarding the condition of the grass within the cemetery.  Due to weather conditions and the fast spring growth the grass had been allowed to grow due to the abundance of primroses and daffodils.  This then takes until approximately July to get back to its original state. 

 

COMMITTEE REPORTS 

 

Footpaths.    The signpost at the second style on the footpath leading to Vault Beach is in need of repair.                                                                                                   The P.C. have been asked by C.C.C. to set up a Local Maintenance Partnership to maintain the footpaths within Mevagissey Parish.  It was decided to decline this request as the P.C. felt it important to concentrate on matters within St Goran Parish.  Mr Trevarton declared an interest in this matter.

Beach.  The weights on either end of the separation buoys are currently uncovered.  They were sunk into the sand however the tide has uncovered them.   It was proposed that in future years perhaps a tyre filled with concrete should be used.

On occasions people have been swimming within the area of the separation buoys designated for boat use.

General Purposes. Gorran and District Community Bus are now offering an additional service to Truro on Tuesday afternoons.

The P.C. thanked Mr Grose and Mr Husband for making the repairs to the glass noticeboards.

 

CORRESPONDENCE

 

Letters received from the Rowing Club, Gorran Haven Institute, Gorran and District Community Bus and Gorran F.C. thanking the P.C. for grants received.

R.B.C.  Invitation for the Chairman to attend the Borough's Civic Parade.

Ramblers Association.  Would like to link up the work of their local representatives with P.C.'s.  Agreed to forward Mr Lobb's name as a contact.

E-mail received.  Thanking Gorran Haven for a wonderful holiday in the village.

South West Coast Community.  Details of the next consultative meeting.

Wind Turbine.  Letter received stating that since the new blades have been fitted the noise has become a problem.  It is suggested that the blades should resort back to the original set or another solution sought.

Speed Sign.  Information received from C.C.C. that they are not prepared to move the speed sign on the Portmellon to Gorran road but to improve the signage prior to the sign.  They agree that traffic needs to be slowed on this corner.  Clerk to write to C.C.C. stating that the P.C. feel that the sign should be moved to a more appropriate position. 

Waste Incinerator at St Dennis.  Reply received from Government Office S.W. stating that the Secretary of State will not make a decision on whether to look at this case until C.C.C. have decided whether they will grant permission for the scheme.

One Cornwall.  There will be 22 One-Stop-Shops up and running by 1 April 2009.

Letter received  asking whether the P.C. would be interested in twinning with a French village in Brittany.  It was agreed to place a notice in the Parish Magazine to see if this would be something the village would be interested in.

 

PLANNING

 

Mr Christopher Riding.  Tree Preservation Order to prune two willow trees down to a height of about 15 feet and the saplings to about 10 feet at The Withies, Rice Lane, Gorran Haven. No objection.

Mr Stephen Coleman.  Replacement of conservatory: introduction of two dormer windows: reconstruction of porch under existing hood at Glenmore, Canton Street, Gorran Haven.  Full Planning.   No objection on the grounds that the materials used should be in keeping with the existing roof materials.

Mr K Arnold.  Proposed domestic extension including conversion of store to annexe  at Cove Quay Developments Ltd, Bay View, Foxhole Lane, Gorran Haven.   Full Planning.  No objection.  Mrs Gouldsmith declared an interest in this matter and there was one abstention from this motion. 

Mr and Mrs Goddard.  Re-covering of main roof at Trejonan, High Lanes, Gorran. Listed Building Consent.   No objection.

Mr Barry Hicks.  Alterations and upgrading of existing listed barn and unlisted toilet and shower block.  Change of use for listed barn to form new reception area, shop and stores at Tregarton Park, Gorran.  Listed Buildings Consent and Full Planning.  No objection providing that traditional and in-keeping materials are used for the development.

Mrs Jane Andrews.  Erection of white UPVC conservatory to Pedmore, I Trelispen Park, Gorran Haven.  Full Planning.  No objection.

Mr Tony Kember.  Proposed new first floor extension over existing flat roofed ground floor extension to Sea Charm, Foxhole Lane, Gorran Haven.   Full Planning.  No objection.

All the bills for July have been paid. Agreed to pay the bills for August and to transfer £2000.00 from deposit account in order to pay the bills.  Agreed.

 

PARISH PROBLEMS

 

Clerk to contact R.B.C. Environmental Health regarding the concerns relating to the noise produced by the wind turbine requesting for checks to be put into place. Request to be made that these checks are conducted over a period of time to allow for wind and weather alterations and the impact that these have.  Request also to be made for a representative of the P.C. to be in attendance at these reviews.  Letter also to be sent to Planning and Development to determine whether any conditions were imposed specific to noise.

Parking at the School is continuing to be a problem.  This is an issue which has existed for in excess of 20 years.   A proposal was identified to establish whether the school and local community would support using the existing playing field for off road parking and to establish whether funding could be sought to provide a new field which could be used by the school as a playing field but which could also be used by the local community as a football pitch. It was suggested that a specific matting material could be used on the original playing field to protect the grass from vehicle tyres.  Letter to be sent to the School Governors to establish support.

The trees on Bell Hill have become overgrown.  Clerk to write to Mr Dower and Mr Tregunna requesting a quote to trim back.

There are brambles overhanging the pavement opposite Cakebreads in Gorran Haven.  Clerk to contact C.C.C. requesting their help to clear the hedge from the Chapel down to the Fish and Chip Shop.

The benches next to Chute Lane, opposite Harbours Reach in Gorran Haven and also on the Green in Gorran are all in need of repair.  Clerk to contact Mr Vercoe.

The ditches next to the concrete walls on the road leading out of Gorran towards High Lanes are overgrown.  Clerk to contact Highways.

The meeting closed at 9.15pm.
