| LINKS | MINUTES OF A MEETING of the St Goran Parish Council held on 3rd January 2008 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair. Present were Messrs Ayres, Bullen, Husband, Lobb, Trevarton, Mrs Crouch, Mrs Gouldsmith, Mrs Stokes and County Councillor Mr B. L. Hunkin. Mr Trevarton signed his declaration of office as a co-opted member of the Parish Council. As there were no Members of the public present the Council went straight into formal session. APOLOGIES Mr Church (unwell) and District Councillor Mrs D. Mutton MINUTES OF THE MEETING OF THE 6th December 2007 The minutes were agreed. MATTERS ARISING FROM THE MINUTES C.C.C. The proposal for a path up Bell Hill will consist of red textured material for 1.5 metres from the hedge over the length where there is no footpath with a solid white line to separate the ‘false’ highway from the road and there would be no physical obstructions within the entire width of the road. There is no guarantee that the scheme will be approved as such schemes are usually in street lit areas(30mph). However the 30mph limit could possibly be moved further uphill. Mr Lobb advised Cllr Hunkin that it had been agreed with the previous County Councillor Mr J. Lobb to alter the kerb at Portheast Way to slow the traffic coming down Bell Hill. Cllr Hunkin will look into this. C.C.C. Consultation on weak structure at Penvergate. O.S. grid reference & map shows this as a retaining wall just before Penvergate on the road from Rescassa to Penvergate. It was agreed that a 33 tonnes restriction on this would be acceptable. Clerk. 1 application received and I pending. As notices have only just been put on the notice boards it was agreed to wait until the February meeting. Council to meet at 7.00p.m with a closed session to look at all the applications before arranging interviews. Daffodils. As it is too late to plant bulbs this will be looked at again next autumn. One Cornwall Questionnaire. This was discussed and completed. Vicarage Corner (Crooked Lane). The leaves and mud have not yet been cleared. C.C.C. has forwarded a map for site identification and this has been returned. Blue Point Building Site. It was reported that the road is collapsing due to the amount of heavy traffic. There are also problems in the road at the end of Perhaver Way where building and utilities vehicles have been parking. South West Water. No information yet received. COMMITTEE REPORTS Footpaths. Mr Lobb reported that a new permissive footpath is being opened from Kestle to Heligan. Although this is not in the parish it comes out 200m. from the parish footpath no.15. Mr Husband reported that the second stile from Caerhays to Hemmick needs repair and there is a metal spike on this footpath which needs removing. Beach. Nothing to report. This item is on the agenda separately General Purposes. Nothing to report. CORRESPONDANCE R.B.C. Request to know whether any complaints have been received in connection with Ocean Housing. None to date. Harbour & Fishermen’s Society. Letter with request for confirmation that P.C. will pay every year for the cost of buoys and flags etc. for the beach. Letter to be sent. They also confirm that the P.C will have to make arrangements for resetting the buoys separating swimmers and boats. The Society to be asked if they will do this if the P.C. pays for it. R.B.C. Details of the next S.W.Coast Community Consultative meeting. C.A.LC. Details of Annual Conference. Matthew Taylor M.P. Letter in respect of problems with possible deteriorating services in the run up to the new unitary authority. PLANNING No planning applications received. BILLS FOR PAYMENT RECEIPTS
All the bills for December have been paid. Agreed to pay the bills for January and to transfer £500.00 from deposit account to current account. BEACH Dogs. It was agreed that at the present time a ban on dogs on the beach should not be put into effect. However the dog warden to be asked to make more random visits to the beach and the Police Community Support Officer will be able to impose spot fines. If dog owners do not follow the code then the P.C. will have no alternative but to ban dogs from the beach. Kyaks. After some discussion it was agreed not to put out for tenders for kyaks this year because of problems with more kyaks than there was a licence for last year. There were 2 abstentions from this. Bollards. These to be operated again this year for Spring Bank Holiday week and 9 weeks during July, August and the 1st week of September. Deck Chairs. Tenders to be invited for the hiring of deck chairs on the beach. PARISH PROBLEMS Mr Trevarton stated that he thought that the residents in the parish had put on a good show with Christmas lights this year. There was some disappointment expressed with the lights at the Triangle. The meeting closed at 8.30p.m.
