| LINKS | MINUTES OF A MEETING of the St Goran Parish Council held on 3rd July 2008 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Trevarton, Mrs Gouldsmith and Mrs Stokes. As there were no Members of the Public present the Council went straight into formal session. APOLOGIES Mrs Crouch and District Councillor Mrs D. Mutton. MINUTES OF THE MEETING OF THE 5th June 2008 The minutes were agreed. MATTERS ARISING FROM THE MINUTES St Goran Parochial Church. Letter received. Due to a vibrant and growing congregation at the Church the P.C.C. are investigating how they can fulfil EU Regulations in respect of providing toilet and wash facilities. They do not have the funding presently but feel it wise to see how other churches manage the situation. C.C.C. Letter received. The Area Surveyor will inspect the overgrown hedges near the School and Crooked Lane and also on Bell Hill, Gorran Haven. They will also inspect the flooding issue near Scotland Woods. The manhole cover at Menagwins has been repaired. They are aware of the overgrown footpath on Bell Hill and will attend to it as soon as possible. The Area Surveyor feels the signage for the one-way system at Church Street is already sufficient. R.B.C. A Land Registry search has been conducted to establish the ownership of the slip at the entrance to Gorran Haven beach. This did not offer any results. Neither R.B.C, C.C.C. or The Duchy of Cornwall believe they are responsible. It was decided that S.W.W. should be contacted. Play equipment. R.B.C. state that it is possible for P.C.'s to access funding on behalf of playing field associations. R.B.C. believe that the Playing Fields have already received funding within the last two years and funding cannot normally be given more than once in a two year period. If this can be overlooked the clerk to contact the Playing Fields to establish what sort of help they would like. The P.C. would be required by R.B.C. to commit to offering an amount of funding for any project although this would not be match funding. Wind Turbine. More concern received regarding the colour of the paint on the wind turbine. It is understood that there is a wind turbine in Ilfracombe for which planning permission has been sought to change from black to grey. It was believed that bird dropping resistant paint is not available in grey. Mrs Stokes believed that the original planning permission stating it would be painted grey was a planning error. COMMITTEE REPORTS Footpaths. There is a sign missing on Footpath 1. The redundant farm land on Footpath 6 (Glowras to Gorran) has become very overgrown. There is a wobbly style at Millennium Wood and the hedge is very overgrown on Footpath 17. The footpath on the Slips is in need of trimming and the bench is still in need of repair. Beach. The seperation buoys have been put in place for the summer season. Mr Storey asked whether the P.C. would review where the kayaks should be kept whilst not in use. It was decided that they should be stored during the day at the previously agreed location at the top of the beach on the cobbled area to the right of the Lime Kiln. General Purposes. Mr Grose will make the necessary repairs to the glass noticeboards. There is an ash tree in the cemetery overhanging the vicarage. The P.C. will arrange for this to be trimmed back. The condition of the cemetery has recently become a concern. The top and bottom ends have been allowed to become quite overgrown. The clerk will write to the contractor stating the P.C's concerns. The compost bin in the new cemetery has become full of non bio-degradable products. It was agreed to contact Mr Tregunna and Mr Dower to ask for quotes for the removal of this waste. CORRESPONDENCE Cornwall Association of Local Councils. Invitation received for the General Meeting on 29 July 2008. C.C.C. Letter received regarding a proposal to revise the bus parking outside the school. An area of yellow hatching will be used to allow bus users to wait off the road. The bus stop will be relocated between this and the carriage way. It was felt that this scheme was insufficient and that a fundamental change was required to review the situation. It was proposed that the creation of an off-road parking area was needed. Mr Chuch and Mr Lobb to draft a reply to C.C.C's proposal. Parish Council Liaison Officer. Letter of introduction received from Helen Couch who has offered to attend a PC meeting. The clerk will contact her and invite her to attend a future meeting. Boundary Committee for England. Letter received announcing the start of the consultation period in respect of the council size for the new authority. R.B.C. A sustainable communities library covering topics such as green living has been produced. R.B.C. now intend to produce three similar resource libraries which will be loaned out. Suggestions requested on what sort of resources could be suitable to include. The clerk will contact the school asking whether they have any suggestions. Suggestion to be offered to R.B.C. that on occasions perhaps it could be made available for loan via the Mobile Library van. Letter received. Letter received from Mr and Mrs Payne of Trelispen Park thanking the P.C. for their attendance at the site planning meeting recently. St Goran Parochial Church Council. Letter received asking the P.C. to work with the P.C.C. to look at extending the Feast Day over two days in future. The P.C. felt that it is important for the P.C.C. to establish whether other community groups within the Parish would support the idea initially. Letter received from Mrs Barbara Miles thanking the PC for her retirement gift. E-mail received regarding the condition of Foxhole Lane. It was decided that another letter should be sent to C.C.C. to establish the results of the Area Surveyor's visit to the site as there have been several more incidents involving people slipping. This letter to be copied to C.C. Mr Hunkin and also to the leader of C.C.C. R.B.C. A Parish Guide has been produced to assist with the creation and implementation of Parish Plans. Gorran Haven Institute. The pavement at Canton has become very overgrown. The Street Market will be taking place on 26 July and so a letter to be sent to C.C.C. asking for urgent attention. South West Lifelong Learning Network. Questionnaires received to establish the educational and training needs of P.C's. C.C. Fire Brigade. An Integrated Risk Management Plan is now available. Matthew Taylor M.P. Letter received asking for the P.C's support in the campaign for a public enquiry into the planned waste incinerator in St Dennis. It was agreed that the P.C. would write to the Secretary of State for Communities and Local Government in support of a motion to propose an evaluation of suitable alternative solutions in the form of a public enquiry. Mr Lobb and Mr Trevarton abstained from this motion. Letter received stating that the condition and position of the signpost at Milfords hold serious safety implications to motorists. Letter to be sent to C.C.C enclosing a copy of this letter for information. This will be included in the letter to C.C.C. regarding the condition of Foxhole Lane and copied to C.C. Mr Hunkin and the head of C.C.C. The P.C. feel that their concern over these matters should be highlighted again to the Council.

All the bills for June have been paid. Agreed to pay the bills for July and to transfer £1500.00 from deposit account in order to pay the bills. Agreed. GRANTS Four further requests for Grants received from Gorran F.C., Gorran Beavers, Gorran and Mevagissey Cubs and Gorran Rainbows. As it had been agreed to allocate £1100.00 in total to grants this year and there being £400 remaining it was agreed that each application would receive a grant of £100 each. Mrs Gouldsmith and Mr Ayres registered an interest in this matter. Grant allocation will be reviewed and re-assessed next year. PARISH PROBLEMS The seat on the Gruda has become overgrown. Clerk to write to National Trust. There have been no further developments regarding the affordable housing scheme. Residents are using public waste bins in Gorran Haven for residential waste. It is also believed that local businesses may be using the bins by the toilets for trade waste. Clerk to contact Serco to investigate. Some of the hedges at the bottom of Bell Hill have been cut back. Mr Husband will trim the hedge by the garages. The corner on the right hand side at High Cleer is very overgrown, Mr Husband will also cut this back. The signpost on the hill leading out of Gorran to Gorran Haven has become overgrown. Letter to be sent to Highways. The school bus has been stopping on the brow of the hill by Gorran Stores, many other motorists stop there also. The hedgerows from Trelispen to the top of Bodrugan Hill are very overgrown. The hedgerow from Willsmoor to the Nook is still overgrown. Clerk to write again to Highways. Parking has become an issue in Gorran Haven. Clerk to contact the local Police Community Support Officer to ask for his help in improving the situation. There is a pot hole in the road opposite Milfords on the Treveor road. The surface around the pothole is also disintegrating. Photographs detailing the problem were shown to the P.C. Clerk to contact Highways. There have been an number of incidents of fly tipping in the area. The chevron sign at the top of Bodrugan Hill is severely damaged. Highways to be informed.
