| LINKS | MINUTES OF A MEETING of the St Goran Parish Council held on 5th June 2008 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair.
Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Crouch, Mrs Gouldsmith, Mrs Stokes, and 4 members of the public.
PUBLIC SESSION
Mr Grose welcomed the members of the public. The Harbour Master raised the issue of jet ski's on the beach. He had experienced significant problems with a member of the public when he highlighted to him that jet-ski's were not permitted. At the moment there is just a small icon on the Beach Safety Scheme sign at the beach entrance. He also raised the recent seaweed issue. He said that clarification was needed when problems arise in respect of the cleaning of the section of the beach which is the responsibility of the Fishermen's Society. There should be an official contact of himself or Mr E Oliver. The high cost of clearing the beach was also discussed. Mr and Mrs Payne of Trelispen Park expressed their concerns at the proposed planning application to their neighbours property at No 5, Trelispen Park, Gorran Haven. There is to be a site meeting at the property to which they would like the presence of the P.C. They were advised that they should write to the Chairman of the Planning committee inviting them to view the proposal from their property.
The P.C. then went into formal session.

MATTERS ARISING FROM THE MINUTES
C.C.C. Hamish Gordon of the Countryside Service is currently addressing issues with Footpath 11 (Menagwins to Carvinnick). Currently the footpath runs through privately owned property. He is looking at diverting the footpath to run across the top of the field skirting the school. He is also looking into altering the course of the footpath at Carvinnick Farm to go around the farmyard. He will address the missing signpost and wobbly post on this footpath. R.B.C. The sign at Trewollock Lane has been replaced. R.B.C. are not responsible for the repair of the slipway/entrance to the beach. They suggest it could be the responsibility of the Duchy, C.C.C. or the owner of the harbour walls. District Councillors, Mr Trevarton and Mrs Mutton to be asked to investigate with R.B.C. C.C.C. Letter received. The damaged manhole at Menagwins is privately owned and a letter has been sent to Menagwins Holiday Homes asking them to repair it. A further letter to be sent to C.C.C.stating that the manhole is a public hazard. The Area Surveyor is unsure what to do about the one-way system in Church Street, Gorran Haven. He agrees that the sign is at a poor angle but is worried if it is angled it will be hit by high sided vehicles. The Area Surveyor will also look at the condition of Foxhole Lane, the layby at Carvinnick and also the condition of Bodrugan Hill. The Sign Engineer has been asked if he is able to assist with a new sign at High Cleer on the Gorran to Portmellon road. Parc Signs have given a quote for the new sign which is prohibitively high. They will also be visiting Premier Homes concerning the rapid deterioration of the footways in Perhaver Park. C.C.C. Letter received explaining the process in relation to the moving of the speed limit sign on the Gorran to Bodrugan road. If the change is approved it is scheduled to be issued to their contractor in November 2008. C.C.C. state that the Borough Councillor does not have funds to restore or relocate the Milfords sign. The request has been passed to the sign engineer to see if he can fund the relocation, however it will take a low priority compared to regulation and warning signs. Land Registry. The registering of the cemetery would not be particularly beneficial to the P.C. as it is unlikely that it would be subject to encroachment issues. R.B.C. Letter received regarding the P.C's concerns in relation to the Imerys Eco-villages. The concerns reflect those of many others and R.B.C. will endeavour to ensure that the issues are properly addressed in the Government's initiative. Refuse Bins. Mr Lobb had received correspondence relating to a company who supply refuse bins to P.C's.
COMMITTEE REPORTS
Footpaths. The seat on the Slips, Gorran Haven is in need of repair. Beach. Mr Grose has received an anonymous donation of £150 towards the beach maintenance from a local business who greatly benefit from holiday makers using the beach. It was decided that the P.C. should write to other local businesses enquiring as to whether they would like to make a donation to assist with the seasons running expenses due to the escalating costs. A proposal was made to purchase three new bins for Gorran Haven beach – all in favour. General Purposes. The glass in the noticeboard at Gorran has been broken. Mr Grose will replace with toughened glass and will also replace the glass in the noticeboard in Gorran Haven with toughened glass. The seat on the Triangle was repaired free of charge by Mr Raymond Hurst. Letter of thanks to be sent.
CORRESPONDENCE
Restormel Local Strategic Partnership. Invitation received to an information event. R.B.C. Details received stating that the council are in the process of updating their affordable housing guidance. Responses welcomed via their webform. South West Community Consultative meeting. Details of the next meeting received. One Cornwall. E-mail received seeking views on the date for the next Parish elections. R.B.C. Invitation to take part in St Austell's Christmas Carnival Parade. Gorran Haven Institute. Letter received assuring the P.C. that there have been many bouts of poor weather and there have been no problems with the temporary entrance. They are unsure as to the length of time that the entrance will be required as they are awaiting funding. They have asked Western Power to move the telegraph pole out of the line of access. They have made a verbal agreement with the National Trust to lease a strip of land to enable the access to be sited slightly further up the field but getting the written lease is proving problematic. Permission sought to hold the 'Day in the Sand' on the beach on Monday 25 August 2008. Agreed. Letter received. Concerning the article 'Mad March Days' in the Parish Magazine. Concern expressed that this may involve alterations to St Goran Church. The letter states that the lych gate has already been 'officially vandalised' and asks the P.C. to ascertain from the Parochial Church whether they are proposing any further changes. One Cornwall. Details of the organisational structure of the new council received. Cornwall Association of Local Councils. Annual membership renewal received. The P.C. will not include the additional voluntary donation in its renewal. Western Power Distribution. Proposed business plan for 2010 – 2015 received.
PLANNING

Proposed two storey side extension at Bower Fold, Boswinger, Gorran. Full Planning. Mr Grose declared an interest in and left the room for this item. No objection. Miss P Teague. Erection of a conservatory at Clovelly, Rice Lane, Gorran Haven. Full Planning. No objection. Gorran Cricket Club – Mr R. Daniel. Single storey extension to existing club premises at Gorran School, Gorran Cricket Club, Gorran. Full Planning. No objection. Mrs N Ives. Construction of annex by conversion and extension to existing garage at The Granary, Boswinger, Gorran. Full Planning. Objection on the grounds of overcrowding of the existing parking area – loss of existing garage space.
A site meeting by R.B.C. is due to be held at 5 Trelispen Park, Gorran Haven on 18 June 2008. The P.C.have been asked to attend by neighbours, Mr & Mrs Payne. They are keen that the proposed development is viewed from their property and will send an invitation to the P.C. and R.B.C. to do this.

All the bills for April have been paid. Agreed to pay the bills for May.
GRANTS
Mr Church declared an interest in this item. It was agreed to keep the amount awarded to those groups who had requested grants to be the same as last year. It was also decided that, should there be any further requests, applications would be considered up to a maximum total budget of £1,100.

PLAY EQUIPMENT
R.B.C. have made funding available to P.C's for play equipment for use within their Play Areas. As the P.C does not have any Play Areas it was agreed for the Clerk to contact Gorran Playing Fields to ask whether there is any equipment they are in need of and if so whether the P.C. can access the funding on their behalf.
PARISH PROBLEMS
Mrs Crouch noted that the new tarmac at Treveague was well done. The verges at the crossroads by the School and Crooked Lane are in need of cutting. The pavement on Bell Hill is still overgrown causing pedestrians with pushchairs to have to use the road. The clerk to write again to C.C.C. and Matthew Taylor M.P. Children are walking on the wrong side of the road when leaving their school bus at Portheast Way, Gorran Haven. The clerk to write to Mr Tony Hemmings P.C.S.O. Mrs Gouldsmith asked who was responsible in Mevagissey for the cost of the upkeep of planted areas. The clerk to ask Mr Trevarton to investigate. Mrs Gouldsmith would like to improve the area behind the seat by the Chapel in Gorran Haven. The grass in the cemetery has been very overgrown. It is understood that Mr Crook has been unwell. The area has now been strimmed. Jet-ski's on Gorran Haven beach was discussed. It was agreed to obtain a new sign stating 'No Jet Ski's' and this will be placed above the bins at the beach entrance. Mrs Stokes will ask children at the School for some new art work to put in the Glass Noticeboards. The hedge between Willsmoor and The Nook is in need of attention as it is very overgrown, as is the hedge on the next corner down. There is often water on the road between Gorran and Highlanes. This is causing a severe flooding hazard. The beach bollards will soon be in place at 10am each morning for the summer season. It was decided to rally local support to ensure that vehicles and trailers vacate the beach before this time. It was agreed to put a notice in the Parish Magazine and to amend the time on the original sign to read from 10am. Complaints have again been received regarding the Wind Turbine at the School. The turbine can either be painted black or white as special bird dropping resistant paint will have to be used. The original planning proposal stated the turbine would be painted grey. Mrs Stokes stated that next week there would be a 'Wind Festival' at the school. Concern was expressed regarding the sales lorries that are currently in the area, with agents going door to door selling a variety of objects. It is believed that they are storing materials at Trelispen in a farm building and living/working out of Treveague. The subject of whether permission would be required for trading and storage was discussed. The clerk to seek advice from R.B.C.
