MINUTES OF A MEETING of the St Goran Parish Council held on 2nd October 2008 in the St Goran Church Schoolrooms at 7.30p.m. with Mr G. Husband in the Chair.

 

Present were Messrs Ayres, Church, Lobb, Trevarton, Mrs Gouldsmith, Mrs Stokes, Cornwall County Councillor Hunkin and five members of the public.

 

PUBLIC SESSION

 

Assistance was requested of the P.C. from two residents of Cliff Road, Gorran Haven.  They are very concerned that the road has become increasingly narrowed by the development at Blue Point.  They stated that they believed the new boundary wall to be 500mm further out onto the road than the previous wall.  The clerk informed them that the item would be discussed by the P.C. later during the meeting and their comments would be taken into account.

There was some discussion on the condition of the roads surrounding the villages.  A member of the public was concerned that the grass verges on the road leading out of Gorran have become very overgrown. 

Mr Husband thanked the members of the public for attending and the P.C. went into the formal session.

MINUTES OF THE MEETING OF THE 4th September 2008

 

The minutes were agreed. 

 

MATTERS ARISING FROM THE MINUTES

 

Highways.  The Highways Steward has been reminded of the overgrown footway at Canton, Gorran Haven.  The road leading from Gorran to Highlanes has been added to the list for siding out. The overgrown hedges on Trewollock Lane will be inspected.  The signs engineer has been informed of the damaged sign at the top of Bell Hill.  The Highways Steward will investigate the pothole on the Treveor Road as he understood it had been repaired.    A suggestion was made by the Highways Steward to contact R.B.C. on a regular basis with photographic evidence of the parking problems in Gorran Haven.  It was suggested that perhaps this would give the area added priority when it comes to parking enforcement.

A letter was also received regarding the speed sign on the Portmellon to Gorran road.  The P.C. had asked C.C.C. to reconsider their decision not to move the sign. The request to move it to a more appropriate position had been previously agreed.  However, C.C.C. have now deemed this not to be appropriate.  Another letter to be sent to C.C.C. to further highlight the P.C's concerns in respect of safety to road users and copied to C.C. Hunkin.

French Twinning.   Following the notice in the Parish Magazine, two letters and an email of interest have been received.  It was agreed that insufficient interest had been generated to enable this to be carried forward.

R.B.C.  Officers within the Planning Enforcement Department will be visiting Treveague Campsite and  will inform the P.C. of any outcome.

Gorran School.  The school have a number of parking strategies in place including asking parents to approach the school from the village and return via Crooked Lane, it was suggested that perhaps residents could also use this system.  The Headteacher will put the P.C's parking suggestion to the Governors however they felt that funding would be difficult.

Apologies were offered for any distress caused by the wind turbine.  The black shroud will be soon painted grey and was an oversight by the company who commissioned it, they are also hoping the noise will be reduced following its pending three month service.

Cemetery.  A R.B.C. officer has visited the old cemetery and taken a number of photographs of the debris there.  A letter has been sent to the contractor employed to maintain the area asking what measures are in place to put it right.  The rubbish is considered fly tipping.

Affordable Housing.  Two telephone calls received regarding two of the previously proposed sites for affordable housing.  It was agreed to invite both parties to give a brief overview to the P.C. initially.                                                                                                

 

COMMITTEE REPORTS.                                                                            

Footpaths.  Generally the footpaths are in a reasonable order.  The step has been repaired on the footpath from Gorran Haven to Portmellon.  However the footpath from Treveor to Rescassa is still in need of attention.  Clerk to contact Mr Gordon. 

Beach.  It was agreed to keep the bench that is bolted to the ground in place until after the October Half Term.  The others will be removed shortly.  Mr Ayres will organise this.

General Purposes.   Nothing to report.

 

CORRESPONDENCE

 

Cliff Road.  Email received from Mr & Mrs Sturgeon of Cliff Road, Gorran Haven requesting the P.C's help as they feel that the development at Blue Point is seriously encroaching on the public highway.  They are concerned that nothing will be done and they ask whether the P.C. can help by representing the residents. 

A further letter received from Mr Woodbridge of Cliff Road, also concerned that the road has been narrowed.  Clerk to write to Highways to inform them of the complaints received and to seek their response as to whether they believe the road has been narrowed and if so what action will be taken.  C.C. Hunkin will also look into this matter.

CALC.  Details of forthcoming meetings received.

Letter received.  Thank you letter received from Gorran Cubs and Beavers for grants received.

Police Liaison Meeting.  Details of the next meeting received.

Incinerator.  Letter received from Matthew Taylor M.P. regarding the incinerator.  He has received further correspondence from the Secretary of State confirming that no action will commence with regard to a public enquiry until such time as C.C.C. grant permission for the incinerator.

Family Information Service.  Details of the service provided received.

E-mail received  regarding the new logo for the new Council.

Battery Recycling.  Each Parish in Cornwall is able to apply for one battery collection tube which is 50% funded.  It was agreed to approach the school to determine whether they would be interested in the scheme.  It was agreed that if so, the P.C. would fund this initiative.

 

PLANNING

 

Ms Louise Vercoe.  Modernisation of existing two storey, four bedroomed converted barn to include raising heights of walls, re-roofing and installing roof lights.  It will include closing two entrances on the east elevation, changing them to windows and opening the original barn entrance.  Also making the ground floor window of the south elevation into french doors.  The interior layout redesign will change the number of bedrooms to three at An Bowji, Gorran.  Full Planning.     No objections.  Mrs Gouldsmith declared an interest in this matter and abstained from voting.

Mr G Littlejohns.  Proposed four bedroom house and garage at land adjacent to Little Polvier, Gorran.  Full Planning.  No objections.

Mr Ralph Noott.  Replacement of existing dilapidated roof; raising same to improve headroom at Cakebreads, Gorran Haven.  Full Planning.  No objections.

Mr Christopher Riding.  To prune willow tree to about 15 feet and saplings to about 10 feet.  Tree Preservation Order.  No objections.

Mr Anthony Gale.  Rear conservatory at 21 Trelispen Park, Gorran Haven.  Full Planning. No objections.  Mr Trevarton declared an interest in this matter and abstained from voting.

All the bills for September have been paid. Agreed to pay the bills for October and to transfer £2000 from the current account into the deposit account.  Due to problems with non receipt of a new chequebook the last four payments to be made when the new book is received. 

 

REMEMBRANCE SUNDAY

 

Agreed to organise a wreath to lay during this years Remembrance Sunday service.  It was agreed to make a donation to the Poppy Appeal on top of the cost of the wreath to a total of £40.00.  This matter will be put on next month's agenda to discuss who will lay the wreath at the service on 9th November.

 

EXTERNAL AUDIT

 

The annual external audit has been returned and accepted as meeting the audit commissions requirements.  Notices have been displayed for the required period of at least 14 days on all noticeboards.

 

PARISH PROBLEMS

The seat on the Gruda is still very overgrown as is much of the Gruda itself.

The lay-by on the road from Gorran to the top of Bodrugan has become full of earth and garden debris.

The feasibility of providing wheelchair access to the Lime Kiln and to the Platt in Gorran Haven was discussed.  Clerk to contact R.B.C. to establish whether they have any plans to implement this for the Platt.  Letter also to determine guidance on how to go about assessing whether it would be possible for the Lime Kiln.

The repairs made to the public benches is excellent.

The hedges on the hill by the Llawnroc in Gorran Haven are very overgrown.  Clerk to write to the owner of the Llawnroc requesting his help in ensuring they are cut back.

The pavement on the left hand side at the junction of Portheast Way and Trewollock Lane is in a very poor condition.  Clerk to write to Highways.

Clerk to contact Serco to enquire about what the road sweeping schedule is in Gorran Haven.

The manhole cover in the road at Mennagwins has recently received some maintenance work.  It had been damaged for some time and on several occasions had been leaking sewerage across the road causing a danger to pedestrians.  Clerk to contact R.B.C. to receive clarification as to which department should be contacted should a situation of raw sewerage arise in the future to ensure that it is dealt with swiftly.

Thank you to Mr P Tregunna for an excellent job in the pruning of the trees on Bell Hill.
