| LINKS | MINUTES OF A MEETING of the St Goran Parish Council held on 4th September 2008 in the St Goran Church Schoolrooms at 7.30p.m. with Mr Grose in the Chair.
Present were Messrs Ayres, Church, Husband, Lobb, Mrs Crouch and Mrs Stokes, and two members of the public.
PUBLIC SESSION
The Harbour Master stated that the summer season had continued with few incidents. He stated that there had been no real problems this summer and expressed his hopes for this to continue into next year. There had been an incident earlier in the season with a jet ski. A jet ski had also been moored on the beach on occasions later in the season. There was an occasion when there were a number of cars parked on the harbour side of the beach. Advice from the P.C.S.O was that this would be classified a civil issue. He also stated that the Bollard Scheme had worked well this season. They have now been removed due to strong weather conditions being predicted. The question was asked by a member of the public whether any further information had been received in relation to the proposed development at Sea View International. The clerk confirmed that no further information had been received to date. Mr Grose thanked the members of the public for attending and the P.C. went into the formal session.

MATTERS ARISING FROM THE MINUTES
Wind Turbine. The clerk reported that contact had been made with the Environmental Health Department at R.B.C. They will gather information and will look into investigating the noise levels emitted. There were no specific conditions specified on the original planning approval in relation to noise. Public Benches. Mr Vercoe will make the necessary repairs to the seats in Gorran and Gorran Haven. He will take one away at a time to repair. Bell Hill. One quote received from Mr Tregunna to cut back the trees on Bell Hill. It was decided to accept this quote. Speed Sign. The clerk had written to Highways to express the P.C's opinions and concerns in relation to the decision made not to move the sign on the Portmellon to Gorran road as requested and previously agreed by C.C.C but instead to improve the signage prior to the sign. A reply is yet to be received. The P.C. were asked to consider a letter drafted by Mr Church to escalate the issue further should it be necessary. It was agreed this letter should be sent if required. Restricted Parking. Disappointment was expressed at the information received from R.B.C. regarding the issue of the restricted parking in Gorran Haven. Clerk to send a letter to Highways and copied to R.B.C. requesting clarification on the purpose of the yellow lines if enforcement is not prioritised.
COMMITTEE REPORTS. Footpaths. Mr Ayres stated that Mr Husband had done an excellent job in the cutting back of the overgrowth on The Slips. The style on the footpath from Gorran to Chapel Point is still damaged. Clerk to contact Mr Gordon. Beach. Mr Ayres stated that the repairs made to the slipway at the entrance to the beach by Nuttals were very good. It was agreed that the next Beach Committee meeting would be arranged during January or February. Clerk to diary. General Purposes. There is a lot of debris on the right hand side entering the cemetery. Clerk to contact R.B.C. to request clearing.
CORRESPONDENCE
C.C.T.P. Information received giving details of training available to clerks and councillor's for the next year. The clerk had agreed with Mr Grose prior to the meeting that she would attend the 'Working With Your Council' course which will commence on 12th September. Applications to the course were required before the date of this P.C. meeting. One Cornwall. The Boundary Committee for England have confirmed that they are minded to accept the proposal that there should be 123 councillors for the new unitary authority. However, they have also announced that it will not be possible to implement this before the elections scheduled for 2009. Letter received. From Mr Fred Semple thanking the P.C. for his nomination in respect of the Good Citizens Award. R.B.C. Letter received regarding the Strategic Housing Land Availability assessment. Letters received. Thanking the P.C. for grants received from St Goran Church Schoolrooms and Gorran Rainbows. The Rainbows are keen to become involved in community events as they arise. Cornwall Link. Details received regarding an open meeting to be held on 17 September 2008. Digital UK. Details received regarding the transition from analogue to digital television. Analogue in this area will be turned off in July 2009. An offer had been made for a representative to attend a P.C. meeting. It was agreed this would not be necessary. Countryside Alliance Awards. Details received regarding this years awards. Letter received. Offering assistance in promoting the possibility of twinning the village with one in France. It was decided to see if any further support is established following the notice in this months Parish Magazine.
PLANNING
Mr I Horton. Minor alterations including new roof covering and roof trusses at Mariners, Rice Lane, Gorran Haven. Full Planning. Due to insufficient detail on the drawings supplied, the P.C. are not in a position to make any decision as to whether to support or object to this proposal. Mr Grose and Mr Lobb declared an interest in this matter. Mr Lobb left the room while the application was considered. Mr D Smith. Proposed regularisation of the existing timber yard with a mobile home as the proposed office at Celtic Glow Tree Services Timber Yard, Tregonney Hill, Mevagissey. Full Planning Change of Use. As this application is not within the Parish of St Goran, the P.C. feel it is not appropriate to intervene on any decision made. Mr J Dent. Rebuild of dwelling at 3 Fort Cottages, Gorran Haven. Full Planning. No objections. There was one vote against this proposal. Mr P Simmons. Conservatory to the rear of the property at Moonraker, Perhaver Park, Gorran Haven. Full Planning. No objections.

PARISH PROBLEMS
The situation of the overgrown verges on the road from Gorran to Highlanes was discussed. The clerk stated that she had written to Highways requesting their help but was still awaiting a reply. Footpath 6 is still overgrown – clerk to contact Mr Gordon. The hedgerows on Trewollack Lane are very overgrown. Clerk to write to Highways. The signpost at the top of Bell Hill is in need of repair. Clerk to write to Highways. The decline of the amount of businesses within Gorran and Gorran Haven was discussed and the effect this has on village life. The pothole on the Treveor to Milford's road has worsened. Clerk to send another letter to Highways asking for urgent attention.
