MINUTES OF A MEETING of the St Goran Parish Council held on 5th July 2007 in the St Goran Church Schoolrooms at 7.00p.m. with Mr Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Gouldsmith and District Councillor Mr P. Trevarton.

There were no members of the public present so the P.C. went into formal session.

MINUTES OF THE MEETING OF THE  7th JUNE 2007

The minutes were agreed.

MATTERS ARISING FROM THE MINUTES

Affordable Housing. Mr Fox of the Cornwall Community projects Trust has suggested that a housing needs survey should be done. However Mr Tony Lee, Affordable Housing Officer of R.B.C. has advised that for their purposes a survey would not be necessary. Councillor Lobb stated that he felt that a survey should be done. Although it is known from the numbers on the housing register that there is a need it does not show what type of housing is needed and whether the need is for rented accommodation or for shared ownership or for properties for sale. Mr Lee to be invited to attend the next P.C.meeting.

Highway Problems. Letter from the Highways Authority that the various problems will be dealt with in due course.

Proposed Footpath – Bell Hill. Councillor Hunkin has advised that a letter should be sent to the C.C. in order to move this project forward.

Waste sub-soil – Gorran Cemetery. Agreed to contact contractor as advised by R.B.C.

 COMMITTEE REPORTS  

Footpaths. Nothing to report. Mr Lobb reported that some new footpath signs have been done. Mr Ayres reported that the footpath to Little Perhaver needs trimming. All the other footpaths have been done.

Beach. A risk assessment has been carried out. A sign to be put up in respect of danger of slippery surface at the stream. Harbour and Fishermen’s Society to be asked to deploy and maintain buoys for the beach safety scheme and bill at the end of the summer.

General Purposes. Nothing to report.

CORRESPONDANCE

R.B.C. Details of Review of Licensing Policy.

C.C.C. Details of consultation on draft countryside access.

R.B.C. Alcohol free designated areas.

C.C.C. Road closure.

C.C.C. ‘One Cornwall’ – supplementary statement.

R.B.C. Details on training sessions in respect of the new Code of Conduct. Agreed to invite someone from R.B.C. to come to a meeting of the P.C. for this.

R.B.C. A parish review is being done. One of the issues is to consider whether St Michael Caerhays should be amalgamated with another parish. This would have to be either St Goran or St Ewe. The P.C. agreed that it would be acceptable to amalgamate St Michael Caerhays within the parish of Goran and they would like to see 1 or 2 extra Councillors to come from St Michael Caerhays.

R.B.C. Agenda for South West Community Consultative meeting.

PLANNING

Kneehigh Theatre. Insertion of conservation skylights in rear barn elevation. New door assembly to barn at Lamledra, Lamledra Hill, Gorran Haven. Full Planning. No objection.

Kneehigh Theatre. Regularisation application to retain 2 no workshop/timber sheds on site and to agree modifications to improve appearance as agreed with National Trust at Lamledra, Lamledra Hill, Gorran Haven. Full planning. The P.C. would like to know why the buildings were built without planning permission. If they are to remain they would like them to remain as they are with no alterations and they should only be used as workshops and not for residential purposes.

Mr Sharples. Installation of three conservation roof lights and removal of unsympathetic fire doors at Smugglers, Rattle Street, Gorran Haven. Listed Building Consent. No objection.

All the bills for June have been paid. Agreed to pay the bills for July and to transfer £2,000.00 from deposit account to current account.  

BUS SHELTERS

Two sites for the consideration of bus shelters have been identified, Gorran High Lanes and the Triangle, Gorran Haven. As there are only about 3 regular users of the buses who wait at Gorran High Lanes and 2 children who catch the school bus this site does not warrant a bus shelter at the present time. There was 1 letter in support of a shelter on the Triangle from the School Parent Teachers Association in respect of the children who travel by bus to school and there was 1 letter of objection. The P.C. came to the decision that at the present time the disadvantages of siting a bus shelter at the Triangle outweigh the disadvantages.

PARKING PROBLEMS

The problem identified at the last meeting has now been resolved. However there have been problems with parking at the Triangle/Cooks Level. The Community Bus has been having difficulties with visibility.

PARISH PROBLEMS

Mr Husband commented on the bad state of the direction sign at Milfords turning and it was agreed to get this painted. Mr Church again requested that Highways are asked if this sign can be moved onto the left hand side of the road.

Mr Ayres reported that the granite setts that had been removed from Rattle Street have now been replaced.

Mr Church expressed concern that the Western Greyhound Bus has had a problem with a pedestrian stepping out in front of the bus at Gorran Shop and he is afraid there will be an accident.

Mr Church reported that there is a problem in Rattle Street with rubbish bags left outside for long periods. A letter to be sent to the householder.
