MINUTES OF A MEETING of the St Goran Parish Council held on 7th June 2007 in the St Goran Church Schoolrooms at 7.00p.m. with Mr Husband in the Chair.

Present were Messrs Ayres, Church, Lobb, Mrs Crouch, Mrs Gouldsmith and Mrs Stokes, District Councillor Mrs D. Mutton and 48 members of the public.

DECLARATIONS OF ACCEPTANCE OF OFFICE –CO-OPTED COUNCILLORS

 This was conducted by the Clerk.

 PUBLIC SESSION

 Mr Husband thanked the members of the public for attending. He understood that they were there to express their objection to the planning application for a mobile phone mast in the parish which is on the evening’s agenda and he invited their comments. Mr Ted Savage acted as spokesperson. He started by thanking all those who had come to express their objections to the proposed mast and then outlined the reasons for the objection:-

  1. It would be a visible eyesore on the skyline in an Area of Outstanding Natural Beauty (AONB) in contravention of Policy 6 of the Local Plan.
  2. The access is unsuitable consisting of a narrow pedestrian track which is home to a wide spectrum of wildlife. Turning this track into one suitable for construction vehicles would destroy a great deal of the flora and fauna and this is unacceptable.
  3. There are health concerns. Although nothing is proven there is a mounting body of evidence that these masts do pose a health risk.
  4. The proposed mast is a new type known as 3G and the coverage would be limited to approximately two thirds of the properties in Gorran Haven. Coverage would not extend to the coast path nor the beaches. Mobile phone reception is already available in the village and many holidaymakers are happy to leave their mobiles alone when here on holiday.

Several other members of the public spoke objecting to the proposal. Mr Wiseman, who has worked in industry and as a government scientist in the fields of radio communications and computers explained how  many health problems have been shown to be caused by microwave transmitters. Mr Thornton felt that the chosen site does not meet any of the positioning criteria and therefore the proposition is flawed. Councillor Lobb commented on the fact that it appears that there is more danger from

mobile phones themselves rather than the masts. A member of the public asked whether a presentation of the proposition could be made available to the public. Another informed the meeting that this is only the beginning. If the District Council refuses planning permission then the applicant will appeal and this would be decided by Inspectors in Bristol. In this case it will be important for the action group to be pro-active and to get behind the District Council. The National Trust Warden stated that the access track belongs to the National Trust and neither the applicant nor the District Council has been in contact. The National Trust is against the proposal. A member of the public congratulated Mr Savage for all his hard work and stated that the village must support him in the future.

Mr Husband then asked the public whether there were any other issues that they would like to bring up. It was reported that the seat at the Slips is in a dangerous state and it was asked whether the footpath to Bodrugan is to be signposted.

Mr Husband then thanked the public for attending and stated that their comments would be taken into account when the P.C. considered the planning application. All but 4 of the members of the public then left and the P.C. went into formal session.

 MATTERS ARISING FROM THE MINUTES

 Mr Church reported that he has had 2 suggestions regarding a bus shelter. Item to be put on the agenda for next month.

 COMMITTEE REPORTS  

Footpaths. Nothing to report

Beach. Mr Ayres expressed concern that there is a shortage of space for the bags of rubbish in the Lime Kiln. Mrs Stokes has received 2 letters from concerned residents about the fact that there will be no beach warden this year. The beach committee members will be doing a risk assessment within the next 2 weeks.

General Purposes. Mrs Gouldsmith commented on the large pile of rubbish that has been allowed to accumulate in the old Churchyard.

CORRESPONDANCE

Matthew Taylor M.P. Questionnaire in connection with Cornwall County Council’s bid for a unitary authority.

C.C.C. The dialogue that has been made with Parish & Town Councils in connection with the unitary authority bid will be continued in September/October whatever the result of the bid. Include was their response to the Chisholm critique.

Penzance Town Council. Request for support of their resolution in opposition of the unitary bid.

R.B.C. Questionnaire about the Sustainable Community Stategy.

Graham Allen. Copy of a letter from S.W.W. in connection with the problems at the pumping station at the beach and they are including his suggestions in their problem statement being considered for action.

Lime Kiln Trust. Letter stating, in the opinion of the Trustees the problems experienced at the Lime Kiln do not warrant CCTV at the present time but the situation will be monitored through out the summer.

R.B.C. Details of the next South West Coast Community Consultative meeting.

 PLANNING

Gorran County Primary School. Erection of 15kw Wind Turbine at Gorran Primary School, Gorran. Full Planning. Objection on the grounds that the local community have expressed their support for local planning policy against masts on the skyline in AONBs.

Mr Michael Wright. Dining/breakfast room extension at Langduna, Portheast Way, Gorran Haven. Full Planning. No objection.

Mr Keneth Brown. Balcony outside bedroom to be filled in with two windows at Porthenals, Perhaver park, Gorran Haven. Full Planning. No objection.

T-Mobile Ltd.  The installation of a 10m slimline lattice tower supporting 3 no antennas. The radio equipment housing and ancillary development are located at the base of the tower within a 1.8m chainlink at field off Lamledra Hill, Gorran Haven. Full Planning. Objection. The construction would be visually intrusive in an Area of Outstanding Natural Beauty; it is of an inappropriate design and unnecessary to the area. There is also significant opposition from the local community many of which attended the P.C. meeting together with a petition signed by well over 270 signatures. There were 5 letters of objection.

Mr Milo Bright. Extension to existing property on south-eastern side. Extension to extend lounge/dining area and provide garden storage. Extension to be timber-framed and wood cladded at The Stables, Methrose Farm, St Ewe. Full Planning. No objection.

All the bills for May have been paid. Agreed to pay the bills for June and to transfer £500.00 from deposit account to current account.

It was agreed to increase the total amount awarded to £1,100.00 with an increase of £5.00 to each group subject to receiving letters of request and the remainder to be awarded to Gorran cubs who have also made a request for a grant.

GRAVEDIGGER TERMS & CONDITIONS

 Conditions agreed:-

Contractor must have public liability insurance for £5,000,000.

Contractor must provide a risk assessment and Health & Safety statement.

Regulations as to depth of grave etc. to apply.

Excess soil to be removed.

Contractor to be notified of burial at least 48hours before it is needed.

Grave to be dug the day before the burial and to be filled in as soon as burial is complete and all mourners have left the site.

Grave to be looked after and levelled for 6 months after the burial.

Contract to run for 3 years from 1st July with an inflationary price review annually.

 

PARISH PROBLEMS

 Mr Ayres reported that the fallen tree in Gorran Haven has been removed.

Mrs Stokes reported that the hedge opposite the hairdressers in Gorran Haven needs trimming. It was suggested that the P.C. should have a stock letter to send to householders in respect of hedges that need trimming. Residents of Chute Lane are concerned about the turning space being used for parking. Parking problems to be put the agenda next month.

Mr Lobb stated that a housing needs survey needs to be done to establish what type of affordable housing would be required in the parish. County Councillor Hunkin to be contacted in order to get the funding for the path up Bell Hill. The road is again sinking at Menagwins and he thinks that there may be a water leak underneath causing this.

 

Mr Church reported that the road at Boswinger has not yet been repaired and is rapidly deteriorating. He would also like the speed limit change at the top of Bell Hill chased up before another year’s funding has been spent.
