| LINKS | MINUTES OF A MEETING of the St Goran Parish Council held on 1st March, 2007 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P. Grose in the Chair. Present were Messrs Husband, Ayres, Bullen, Lobb, Michell, Vian, and Mrs Gouldsmith, Councillor P. Trevarton (Restormel Borough Councillor ) and 1 member of the public.
PUBLIC SESSION Mr Grose welcomed Hamish Gordon form the Countryside Agency who was attending to talk to the P.C. about the public footpaths. Mr Gordon explained that the County Council is currently working on a rolling programme of updating the County’s footpaths which have been badly neglected over the past 50 years. However the footpaths in this Parish have always been well maintained. A survey of the footpaths in the parish has been done and necessary work identified. He showed the P.C. photos of improvements done and furniture that has been replaced or repaired. This is really the responsibility of the landowners and the work has been done as a one off and landowners will be expected to do it in the future. Stiles are generally replaced by kissing gates. The C.C’s first priority is health and safety and then the coast path and thirdly the paths rated as ‘gold’ paths. There was some discussion on the proposed new footpath from the Playing Field to the school which was walked by the interested parties recently. The only concern appears to be the drainage. The path will probably become part of the national cycle network. Mr Grose thanked Mr Gordon for attending the meeting. Mr Gordon then left. Mr Storey asked the Parish Council if they were considering operating the beach bollards for the spring bank holiday week and that he would be available to do this. Mr Grose stated that the subject would discussed by the P.C. and tenders invited. The P.C. then went into formal session APOLOGIES Messsrs Church & Whatty (both unwell) MINUTES OF THE MEETING OF THE 1st February 2007 The minutes were agreed. MATTERS ARISING FROM THE MINUTES Affordable Housing. Subject to agreement by St Ewe P.C. The Chairman of St Ewe P.C. has invited the members of St Goran P.C. to a meeting that they are having with a representative from the Cornwall Community Land Trust Project. Councillor D. Mutton has also spoken to the Planning Section at Restormel and suggests that an invitation is made to Tony Lee, a senior Planning Officer, to come and talk to the P.C. This was agreed. Water at Boswinger. South West Water has again investigated this problem and state that they are sure that it is not a leak and believe it to be a spring. However Mr Michell explained that the problem first started in September when the springs had been at their lowest. Agreed to write to both S.W.W. and the Highways Authority. Direction Sign – Crooked Lane. Letter from Highways. There is no money in the budget to replace the sign this year but they will get it costed. If they cannot finance it they will inform the P.C. of the cost. COMMITTEE REPORTS Footpaths. Nothing to report Beach. Committee meeting to be held prior to the next P.C. meeting. The problems with the sewage on the beach was discussed. It appears that the pump needs repair. There have been problems with delays for vehicles because of the lorries taking the sewage away. Mrs Gouldsmith had asked The County Councillor to arrange for Church Street to be closed temporarily but this has not yet been done. The bollards scheme was discussed and it was agreed (there were 2 abstentions) to operate the bollards for the spring bank holiday week as well as the 8 weeks of July & August. Tenders to be invited for beach warden and various services and for beach cleaning. Mr Lobb suggested that it may be possible to chase non-payers through DVLA. General Purposes. The new Lime Kiln seats have been put in place. Mr Lobb reported that the touch up paint provided is a different colour. CORRESPONDANCE Plymouth Coastal Laboratory. Details of the South West Regional Coastal Monitoring Programme which stated in April 2006. Audit Commission. Appointment of external auditor. Communities & Local Government. Consultation on Amendments to the Model Code of Conduct for Local Authority Members. C.C.C. Annual Minerals & Waste Monitoring Report 2005/2006 is now available. Devon & Cornwall Police Authority. Details of liaison meeting. R.B.C. Questionnaire in connection with their website which they are currently updating. Mr Lobb to complete. C.C.C. Details of road closure Foxhole Lane 19th to 20th March PLANNING Mrs Y. Wrigley. Erection of a single storey timber framed conservatory at Orchard Cottage, Portheast Way, Gorran Haven. Full Planning. No objection. Caerhays Estate Office. Remove existing slate to 2 no pitches and 1 no hip end. Re use slate on main pitch and supply and lay new slate to hip and rear pitch at Trevennen Farm Building, Caerhays. Listed Building Consent. No objection. Caerhays Estate Office. Removal of storm damaged scantle roof on rear pitch and replacement with natural slate in random diminishing courses at Trevennen Farmhouse, Caerhays. Listed Building Consent. No objection. Mr B. Hicks. Provision of disabled WC and shower facility to existing campsite at Tregarton Farm, Gorran. Full Planning. No objection. Mr Daniel Smith. Proposed 4th bedroom/en-suite to rear of existing property at Windrush, Cliff Road, Gorran Haven. Full Planning. No objection YOUTH & GOOD CITIZENS AWARDS It was suggested that the awards go to members of the Mount Zion Church in respect of their work with the youth club. Agreed to ask whether they are willing to accept this. DATE OF ANNUAL MEETING. It was agreed to hold this on Thursday 26th April. All the bills for February have been paid. Agreed to pay the bills for March. PARISH PROBLEMS Mr Ayres reported that the lorries turning at the bottom of Foxhole Lane are destroying the tarmac. The front of the bin at the Lime Kiln has come off its hinges. Mr Lobb reported potholes in the road at the top of Bell Hill. Mr Michell has had complaints about lack of replacement stickers being left and that replacement bags are not put through letterboxes but left on the ground. A member of the recycling team to be invited to a future meeting. IN COMMITTEE: TENDERS Mr Husband declared an interest in this item and left the meeting. Minor Maintenance Contract. One tender received from Vercoe Bros at £8.00 per hour. Agreed to accept. Grass Cutting Contract. Six tenders received. Tenders agreed:- Cemetery £703.00 & Gorran Green £304.00 - Mr M. Crook. Contract to run from 1st April 2007 to 31st March 2008 and grass to be cut fortnightly from April to September and monthly from October to March. Triangle, Gorran Haven £171.00 & Bell Hill & Canton £342.00. Contract as above. Footpath Maintenance Contract. Three tenders received. Agreed to accept tender from Mr L.G.Husband at £550.00. Contract for the period 1st April 2007 to 31st March 2008.
