MINUTES OF A MEETING of the St Goran Parish Council held on 5th February 2009 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Crouch, Mrs Stokes,  and County Councillor Mr B. L. Hunkin and three members of the public.

PUBLIC SESSION

 Due to issues involving vehicles being driven and parked on the beach at times during the last summer, the P.C. was asked whether any solution could be obtained to ensure that the same problem does not arise this summer.   The question was raised as to whether the beach bollards could be kept in until later in the evening.  It was felt this could have implications should the coastguard need to gain access to the beach.  C.C. Mr Hunkin stated that this could be overcome by supplying the coastguard with a key for emergencies.  Mr Grose also stated that it was already difficult to find someone to maintain the bollards daily and that if the time were later this could make it even more of a problem. 

Concern was also raised at jet ski's on the beach.  Mr Grose said that a sign had been erected last summer stating jet ski's not permitted, but there is a distinct difficulty in enforcing this.

Additionally, the hire of kayaks from the beach was also raised.  Concern was shown at the safety regulations used particularly in respect of the safety vessel.  It was felt that a motorised safety boat should be used.  The clerk responded that R.B.C. issue a Watersports Licence annually and following last years application, the use of a motorised boat was to be considered for this year.  Mr Grose also stated that a firm contract had been drawn up last year with the assistance of R.B.C. to ensure that all safety matters are identified and understood.

Mr Grose thanked the members of the public for their attendance and went on to say that it was beneficial for the P.C. and the Fishermen's Society to work together on matters concerning the beach.

The Parish Council then went into formal session.

MINUTES OF THE MEETING OF THE 8th January 2009

The minutes were agreed.

MATTERS ARISING FROM THE MINUTES

Noticeboards.  It was decided that after inspection all noticeboards were in need of some attention.  It was resolved that the board on the Lime Kiln and at Gorran were in most urgent need and so it was agreed to request a quote from Mr Vercoe to make new signs for these locations.  The additional signs can then be repaired over time on a rotational basis using the replaced signs as a temporary measure.  It was agreed for the Clerk to obtain quotes for the lettering for the signs.

Mrs Stokes has spoken to Gorran School regarding the glass noticeboards in the Parish.  The School will organise suitable materials to be displayed therein.

Cemetery.  Quote received for the granite seat in the new cemetery at £350.00 including VAT.  It was agreed to go ahead with this purchase.  It was also agreed to place an advertisement in the Parish Magazine to advertise the opportunity to have a plaque on the seat for a donation.  Clerk to contact Larcombes to determine exact size of seat and delivery time.  The P.C. will organise the base for the seat.

C.C.C.  A further letter has been sent to Highways regarding the speed sign on the Portmellon to Gorran Road.  Mr Peter Moore of C.C.C. is also advising on occasional gritting of key areas outside scheduled roads in the Parish.

R.B.C.  A case file is being opened by Planning Enforcement at R.B.C. regarding Treveague Farm.

Milfords Signpost.  C.C.C's Historic Environment Service is looking into whether any funding can be sourced to make the necessary repairs.

COMMITTEE REPORTS.  

Footpaths

Mr Lobb stated that the footpaths were generally in a good condition.

Mrs Stokes reported that she had attended a meeting with C.C.C. regarding the proposed 'safe route to school' footpath on Bell Hill.  She informed the P.C. that a route was being considered from the end of Trelispen Park.

Beach.  To be covered later on the agenda.

General Purposes.   Nothing to report. 

CORRESPONDENCE

Questionnaire received from NCDC involving the updating of information of facilities available within the community by means of a settlement profile.

C.A.L.C.  Information received regarding an End of Year Accounts and Audit Training Course available to clerks at £20.00.  It was agreed that the P.C. would fund this training.

Cornwall Village of the Year Competition.  Cornwall Rural Community Council are looking for villages to enter the competition.  Closing date: 29 May 2009.

Cliff Road.  Copy of a letter sent from occupants of Cliff Road to C.C.C. requesting an inspection of the footpaths and carriageways of Perhaver Park and Cliff Road, Gorran Haven.  This work has now been completed by C.C.C.

Gorran Rainbows.  Letter received thanking the P.C. for the grant awarded earlier in the year with an explanation that the monies received were used to pay the annual insurance fees for the group.  The Rainbows are also interested in helping with community activities should they arise.

C.A.L.C.  Details of the A.G.M. received.

Implementation Executive (I.E.).  Information received as to the future of the I.E. from 1st April 2009.   

Cornwall and Isles of Scilly Community Safety Partnership.  Details received giving information on the merger from District Partnership's to one Partnership with the move to One Cornwall from 1st April 2009.

Details received regarding a workshop regarding planning objections organised by the Campaign to Protect Rural England.

The Licensing Act and Gambling Act.  Information received regarding a public consultation on these Acts due to the amalgamation of existing district policies.

Cornwall Countryside and Access Forum.  The forum are looking to recruit seven new members.

Restormel Neighbourhood Watch Forum.  Invitation received for a representative from the forum to speak at a P.C. meeting and the request for possible financial support.  It was agreed that the P.C. are not in a position to offer any financial assistance at present.

E-mail received from an organisation stating that an amount was outstanding from the P.C. for play equipment purchased.  The clerk has contacted this organisation  stating that at no time has the P.C. made any such purchase and so was not liable for this debt.  The company has now replied stating that they had made an error and agrees that neither the P.C. nor any of its councillor's are responsible for any payment.  The e-mail had been sent to the P.C. in error.

Rural Services Network.  Information received regarding free membership of the network to Parish Councils.

PLANNING

Mrs Grace White.  Alterations, extension and refurbishment at The Barley Sheaf, Gorran.  Full Planning.  No objections.  The P.C. have no objections to the proposed development, however concern was expressed in regards to the proposed wheelchair access ramp protruding onto the road, causing a potential hazard.

Mr Stephen Colman.  Form vehicular access onto classified road at Canton, Gorran Haven.  Full Planning. 

No objections.  Mr Grose expressed an interest in this matter and abstained from voting.

All the bills for January have been paid. Agreed to pay the bills for February.

 

DATE OF ANNUAL MEETING

It was agreed to hold this on Thursday 23 April 2009.

BEACH

It was agreed to invite applications to all beach tenders.

It was felt that generally the Beach Safety Scheme had worked well during the previous summer season.  It was agreed that vehicles parking on the beach and the use of jet ski's had been an issue at times but it was agreed that enforcement had been extremely difficult to prevent this occurring.  It was felt that all residents and organisations within the Parish should work together to try to ensure that this did not happen again this summer. 

The possibility of a flyer to be produced to provide information on the Beach Safety Scheme and its aims to obtain the support of the residents of the Parish was discussed.

It was agreed to add this matter to the agenda for next month for further discussion.

PLAYING FIELDS

There was some discussion as to how the P.C. could support the proposed scheme at the Playing Fields.  It was agreed to contact Mr Phillips, Chairman of the Playing Fields Trust to ask him to keep the P.C. informed of the progress of the scheme so that full support can be offered where possible.

YOUTH AND GOOD CITIZENS AWARD

It was agreed to nominate Mrs Kate Eyres of Gorran Cub's and Beaver's for the Good Citizen's Award.

TOURIST  BROCHURE

The clerk informed the P.C. that she had spoken with 17 of last years advertisers in the Tourist Brochure who stated that in principle they would be interested in advertising again this season.

An e-mail had been received from a graphic designer offering to update/redesign the brochure in return for advertising space.  It was felt that there was insufficient time to allow for this for this year.  It was agreed however to request whether a draft could be drawn up for consideration next year.

Further businesses were considered to contact to establish whether they would be interested in advertising.  The clerk to make contact.

It was agreed to go ahead with the Tourist Brochure for this year.

PARISH NEWSLETTER

Mr Church supplied the P.C. with a copy of the final draft of the Parish Newsletter.  It has been arranged for copies to be delivered to households with their newspapers at no charge.

It was agreed to go ahead with the Newsletter as discussed at last months meeting.

PARISH PLAN

St Ewe Parish Council would be prepared to review the Parish Plan with St Goran and will place the matter on their agenda for next month for discussion.

It was agreed to place a notice in the Parish Magazine informing residents that a review is being discussed.  It was also agreed to add that residents may contact the P.C. with any contributions they may have on Parish Plan issues.

PARISH PROBLEMS

There are a number of potholes at High Cleer.

It was noted that the contents of the glass notice boards in Gorran Haven has still not been renewed.  Mrs Stokes had informed the P.C. earlier that the school were to prepare work to place therein.

The shrubs on the Triangle have still not been removed.

The white lines and 'Keep Clear' sign by the Fish and Chip shop in Gorran Haven are very worn as is the 'No Entry' sign at the bottom of Church Street.

Concern was expressed at how the affordable housing scheme would identify who would be eligible for the housing.  It was agreed for the clerk to contact Quay Developments and the Parish Council at Lanreath for advice on how to organise an effective committee.

There have been occasions where donkeys have been in the cemetery.  It was agreed that this should not be permitted.
