MINUTES OF A MEETING of the St Goran Parish Council held on 8th January 2009 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Trevarton, Mrs Crouch, Mrs Stokes,  and County Councillor Mr B. L. Hunkin.

PUBLIC SESSION

A presentation was made by Mr Dave Phillips, Chairman of Gorran Playing Fields Trust regarding proposed developments to the Playing Fields and Football pitch.  Considerations have been in place for approximately three years to provide the village with a full sized football pitch.  The Trust are currently pursuing through C.C.C. the use of land belonging to the Council at Carvinnick Farm.  This would be located in the field behind the current pitch.  The County Council have agreed in theory a long term lease as long as the scheme is a community project.  If this is agreed the Football Association would be in a position to fund 70% of the costs.  Mr Phillips has researched other funding which may also be available to the Trust.  In addition to the football pitch thoughts are in place to consider other improvements.  These include a safe footpath to Gorran School, a cycle route, a family BBQ area, exercise points, a car parking area, an area for Cornish apple trees, a community composting area and also in the future a community building.  A request was made by Mr Phillips for the P.C. to consider supporting the proposals.  Mr Grose stated that this would need to be discussed during the formal session during Parish Problems.  The clerk will notify Mr Phillips of the P.C's decision.

The Parish Council then went into formal session.

MINUTES OF THE MEETING OF THE 4th December 2008

The minutes were agreed with the amendments that the drain covers on Bell Hill are not blocked, they are indeed sinking and also Kate Dixon is not the contact at R.B.C. for issues relating to illegal parking.

 

MATTERS ARISING FROM THE MINUTES

 

The proposed affordable housing scheme within the Parish was discussed.  It was agreed that the initial scheme is good.  It was felt that perhaps there is a need to locate a bus stop at the entrance to the development.  The footpath leading to the field behind would need to be signposted from the road, not just inside the development.  The need for further car parking was also discussed.

It was reported that the Area Surveyor has assessed the potholes on Bell Hill.

R.B.C. have visited the Platt to consider the feasibility of disabled access.  They do not feel it to be economically viable and looked at several options which may be available.

Regarding the tree works application for the Elm Trees in Gorran Haven, R.B.C. confirmed that the application is to be withdrawn.   The application has already received approval on a previous planning application.

Written quote received from Larcombes for the repairs to the War Memorial.  The cost will be £75.00 plus VAT.  Agreed.

R.B.C. will meet with the P.C. regarding the Enforcement issues at Treveague Farm.  Clerk to contact R.B.C. to arrange a suitable date.

 

COMMITTEE REPORTS.  

                                                                         

Footpaths.  Nothing to report.

Beach.  Nothing to report.

General Purposes.   It was agreed to assess the situation with each of the noticeboards in the Parish to establish what repairs are required.  Mr Grose will assess the noticeboards within Gorran and Rescassa, Mr Church will assess Boswinger, Mrs Stokes, Gorran Haven and Mr Lobb will look at the boards at The Triangle and Ismeer.

The possibility of funding to maintain the cast iron sign at Milfords was discussed.  It is one of just two such signs in the Parish.  Clerk to research.

The seat in the new cemetery is in a poor state of repair.  Clerk to contact Larcombes to request a quote for a new granite seat to be supplied and installed.

 

CORRESPONDENCE

 

Details received regarding a fund available from the Youth Opportunity and Youth Capital Fund.  The principle of which is to fund young peoples projects throughout the County.  Clerk to pass details to The Playing Field Trust, the Cubs, Scouts and Rainbows and also to Gorran Cricket Club.

The next South West Coast Community Consultative Meeting will be held on 29 January at 7pm in Gorran School.

The renewal for the Data Protection Act is now due.  Agreed to make payment.

C.C.C. have agreed to fund £756.00 from the Local Maintenance Partnership to cover the costs to the Parish for footpath maintenance for the year ending March 2009.

Details received regarding the Society of Local Council Clerks Practitioners Conference.

Details received from the Police Authority advertising for independent Custody Advisers.

Summary of the draft recommendations for Cornwall regarding the electoral review received.  Responses required by 10 February 2009.  Clerk to contact One Cornwall's Chief Executive to request a representative to visit the P.C. when systems are in place for the new authority.

Letter received regarding the Shoreline Management Plan review.  It was agreed to pass this information on to the Fishermen's Society.

Details received relating to a consultation on the code of recommended practice on local authority publicity.

Email received from the Campaign to Protect Rural England.  There is concern that the planning process will alter with the introduction of One Cornwall and also with the new Planning Bill.  As a result the offer of support is given to anyone raising objections to planning applications which are contrary to local plan policies.

Information received giving details of the Planning Act 2008.

Fore Street and Polkirt Hill in Mevagissey will be closed between 26 and 28 January 2009.

Telephone call received requesting details of when the kayak tender will be advertised.  It was agreed to advertise all tenders in February.

 

PLANNING

Mr B Hicks.  Alterations and upgrading of existing listed barn and unlisted adjacent toilet and shower block.  Change of use for listed barn to form new reception area, shop and stores at Tregarton Park, Gorran.  Listed Building Consent.  No objections.

Mr D Samworth.  Extension of kitchen and utility room at Trewollock House, Gorran.  Full Planning.  No objections.  Mr Lobb declared an interest in this item and left the room.

Mr S Welsh.  Extension of existing food outlet to combine the cafe, shop and reception areas in one building.  Also provision of covered seating area for the consumption of food and erection of store at Treveague Farm, Gorran.  Full Planning.  Objection.  Although the P.C. seeks to support existing tourism based businesses it was felt that the proposed development lacks sufficient architectural merit.  The P.C. believe the plans provided show insufficient specific detail and felt the development would not blend in with the local surroundings and existing structure.  The development would not be harmonious to the rural setting in an Area of Outstanding Natural Beauty.  Mrs Crouch declared an interest in this matter and abstained from voting.

All the bills for December have been paid. Agreed to pay the bills for January and to transfer £1000.00 from deposit to current account before the bills are due next month.

 

PRECEPT 2009

 

The clerk presented the figures on expected expenditure and receipts for the year 2009 to 2010.  It was agreed to keep the precept at the same level of £13000 as last year.  Agreed.

 

TOURIST  BROCHURE

 

One email has been received stating an interest in advertising in next years tourist brochure.  It was agreed for the clerk to contact previous advertisers to enquire as to whether they would like to advertise this year.  From this a decision will be made as to whether a brochure will be produced.  This item to be placed on next month's agenda.

 

 

 

PARISH NEWLETTER

 

An up-to-date copy of the electoral register has been requested from R.B.C.  A grant search has been completed by R.B.C. to establish whether there is any funding available to cover the cost of this.  Results show that there isn't any funding available to Parish Councils.  It was agreed to continue onwards with producing the newsletter.  There was one abstention from this.  Mr Church, Mrs Crouch, Mr Lobb and Mrs Brewster will organise the printing of the newsletter.  Mr Church will contact the local newspaper delivery agent as to whether the newsletter could be distributed within the newspapers.  It was agreed that local shops and businesses could be asked to hold copies for issue.  This item to be placed on next month's agenda.

 

PARISH PLAN

 

It was agreed for the clerk to contact St Ewe Parish Council to establish whether they would be in a position to work together to review the original findings of the Parish Plan.  This item to be placed on next month's agenda.

 

PARISH PROBLEMS

 

Following on from the presentation from the Playing Field Trust regarding the development of the Football Pitch it was agreed that the Parish Council will, in principle offer their full support to the scheme.  It was also agreed to place this item on the agenda next month for discussion.

The SLOW sign on the road just prior to the Oak Tree turning is very warn.  C.C. Mr Hunkin has reported this to Highways.

The lack of grit on the roads around the Parish was discussed.

The condition of the footpath before Christmas through the field at Mennagwins was discussed.  The condition has now improved.

There are still signs at Pentewan warning of slippery conditions following on from the resurfacing.  C.C. Mr Hunkin stated that the signs will be in place for approximately 10 weeks as new tarmac can be very slippery.
