MINUTES OF A MEETING of the St Goran Parish Council held on 11th June 2009 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Trevarton, Mrs Crouch, Mrs Gouldsmith, Mrs Stokes, County Councillor Mrs D Mutton and three members of the public.

1.  PUBLIC SESSION

An enquiry was made as to the findings of the audio tests which were due to be completed by R.B.C. in respect of the wind turbine.  No futher information has been  received to dateand so an update will be requested from C.C.

Concern was expressed at the condition of the footpath from Mennagwins to Gorran.  It has become very overgrown.  Mr Grose informed the members of the public present that he had noted the problem and will discuss it further during the formal session.  It was also suggested that there is some confusion regarding the footpath for visitors to the area as there is no signage stating the where it is leading.

The situation of the replacement of the pews within the Lady Chapel was also discussed.  A suggestion was made by a resident of the Parish for those who are in objection to write to the Diocesan Advisory Committee to express their concerns.  Concern was expressed that momentous decisions appear to be being made without consultation with members of the Parish.

Mr Grose stated that he had been asked to attend a meeting with the Rev. Canon Robson.  He stated that this matter would be discussed further within the formal session.

Mr Grose thanked the members of the public present and the P.C. then went into formal session.

4.  MINUTES OF THE MEETING OF THE 7th May 2009

The minutes were agreed.

5.  MATTERS ARISING FROM THE MINUTES

5.1  Culvert – Gorran Haven. C.C. have now completed their works to repair the culvert.  Mr Lobb will place a sand bag in the area to correct the flow of the water.  It was agreed to write a letter of thanks to C.C. for the completed works.

5.2  Ash Tree – Willowmead was classified as dead, dying or dangerous by the C.C's Tree Officer and so it was removed under a five day notice.

5.3  Overgrown Hedges. C.C. will arrange for the overgrown hedges at the crossroads by the school to be cut back.  C.C. Mrs Mutton will consult further with C.C. to ensure this is completed urgently.

5.4  Lady Chapel – St Goran Church.  Letter received from Canon Rev. P Robson.  She states that the pews are uneven in length and unstable with health and safety implications.  The congregation have said that they are uncomfortable and it has been unanimously voted to have them replaced.

Letter also received from the Diocese of Truro acknowledging the P.C's letter and also a copy of the reply from the P.C.C.

A further letter received from a resident of the Parish stating that the pews are in need of replacing due to health and safety issues.  The letter states that the pews to be replaced are those that were obtained in 1992 and not the medieval carved pews.

Letter also received from a resident expressing concern following a piece in the Parish Magazine stating that the font will be moved and the need to put in two toilets and a kitchen to conform to EU standards.  She states that advice from the Ancient Monuments Society is that this is not correct. 

Mr Grose had been approached by Rev Canon Robson requesting a meeting with the P.C. to discuss the matter.  It was agreed to request that all P.C. members  attend this meeting.

5.5  Road Sweeping – Gorran Haven.  Serco will be sending a road sweeper to Gorran Haven on 18 June 2009.  There has been a delay due to a recent breakdown of their road sweeping equipment.  It was agreed to contact C.C. to request that a traffic warden be sent to the area on 17 June 2009 to help to ensure that the street remains clear of vehicles on that day.

5.6  Bodrugan to Gorran Speed Sign.  The Area Highways Manager is unable to sanction the proposal of using red tarmac to highlight the dangerous corner as it is not appropriate for this use.  Her suggestion was to approach the newly appointed County Councillor to discuss a solution.  It was agreed to supply copies of all relevant correspondence previously sent and received regarding the speed sign to C.C. Mrs Mutton.  A suggestion was made as to whether it would be appropriate for 100/200/300m warning signs to be placed before the speed sign to warn of the dangers.

5.7  Dog Litter Bin – Gorran Haven Beach.  C.C. are unable to provide a dedicated dog waste bin for the beach as there are already general bins in place. It is acceptable for dog owners to place the bagged dog waste into these bins for collection.

6.  COMMITTEE REPORTS.  

6.1  Footpaths.  The stile on the Gruda leading to Penare has been damaged.  Mr Eyres, the National Trust warden has made the area safe and is arranging for the necessary repairs.

The footpath from Pentewan to Charlestown is very overgrown.  It was agreed however that this is not the responsibility of the P.C.

6.2  Beach. The old bins are in a poor state.  A suggestion was made to replace the bin on the quay and also to provide two new bins for the Platt.  It was resolved that the money remaining from the amount set aside from the donation of the mooring of the separation buoys could be used for this purpose.  Clerk to research.

Several complaints have been received that the kayaks have been hired during bad weather conditions and concern was expressed as to the contents of the Risk Assessment.  It was resolved that Mr Trevarton will review the Risk Assessment provided to ensure that every eventuality is covered.  A copy of the Risk Assessment will be provided to all members of the Parish Council and to C.C. Mrs Mutton.

Concern was expressed at the use of jet ski's on the beach.  The clerk had been in contact with the Newquay Harbour Master who had confirmed that preventing their use would be extremely difficult.  There was some discussion as to whether it would be possible to place a speed restriction sign on the separation buoys.  It was agreed however, that as the buoys were already in place this would not be appropriate for this season.

6.3  General Purposes.   The clerk had met with a representative for the Friends of the Triangle.  The lower bed is now ready for planting however the bed by the telegraph pole has a large concrete slab within it which will make planting very difficult.  A request was made to the P.C. to allow large substantial flower tubs to be placed there.  It was resolved that this would not be appropriate as the purpose of removing the shrubs was to increase visibility.  It was agreed however that the area could be re-seeded as planting is not suitable for this area.  It was agreed to ask Mr Tregunna to remove the large roots in this flower bed.  It was also agreed to request that the rest of the works be completed by Mr Crook by Monday 22 June 2009 as the planting season is moving swiftly on.  If this is not possible it was agreed to ask Mr Tregunna to complete the works.

7.  CORRESPONDENCE

7.1  Cornwall Council – Localism.  Details received giving details on the principles of localism in Cornwall; which are to promote close working relationships between the County Council and communities.

7.2  C.C. – Community Network Manager.  The clerk had met with the newly appointed Community Network Manager, Mr Steve Foster.  His role is to work with P.C's to ensure that their needs are met as far as they can by C.C.  A forum will soon be organised to which he is keen to involve the P.C.  He will attend a future meeting of the P.C. to discuss  this further.

7.3  Rural Community Network – weekly digest.  This may be e-mailed directly to Parish Councillors if required.

7.4  Cornwall Council – Town and Parish Newsletter.  Information received from C.C.

7.5  Sustainable Rural Communities Seminar.  Details received.

7.6  CALC.  Details received of the General Meeting.

7.7  Cornwall Rural Community Council.  A review is currently under way of the AONB Management Plan gathering local views, perceptions and concerns.  A questionnaire will be forwarded in due course for completion by the P.C.  A request was also made for information regarding any community events within the Parish during July to September.

7.8  C.C's Planning Service.  Details received regarding a National Pilot.

       C.C. Newsletter received.

       Rural Services Community.  Newsletter received.

      C.C.  Details of a road closure on Cliff Road, Gorran Haven from 22nd to 24th June                         for electric and water connections.

8.  PLANNING MATTERS.

09/00536: Dr Ella Westland.  Erection of porch to replace existing shed and plastic roof at White Cottage, Trewollock, Gorran.  Full Planning. No objection.  Mr Lobb declared an interest in this matter and abstained from voting.

09/00475: Mr & Mrs Cook.  Construction of side extension plus conservatory at 11 and 12 Trelispen Park Drive, Gorran Haven.  Full Planning.  Objection on the grounds of the extremely long ridge-line giving the appearance of a terrace which is contrary to the street scene.

09/00448: Mr D Bulbeck.   Conversion of domestic garage to bedroom at 15 Perhaver Park, Gorran Haven.  Full Planning.  No objection.

All the bills for May have been paid. Agreed to pay the bills for June and to transfer £1000.00 from the deposit account to the current account to cover next months bills.

Due to the higher number of grant applications this year, it was agreed that an award would not be made  to the Friends of the Triangle as the P.C. had already committed an amount of money for the removal of the shrubs.  It was also agreed not to make an award to the Flower and Craft Festival as it was resolved that grants would be issued to groups with an ongoing status only.

There was some discussion regarding whether in future those applying for grants should produce a copy of their financial accounts.  It was agreed that in future applicants should be told that any future application would be aided by the inclusion of their current financial accounts.

 

11. PARISH PROBLEMS

There have been occasions whereby coaches have become stuck in the lanes at Rescassa.  It was agreed that a sign is needed at Penvergate and also at the junction with Gorran Highlanes stating 'Not suitable for coaches/long vehicles'.  Clerk to contact C.C.

The footpath on the hill leading from Mennagwins to Gorran is very overgrown.  Clerk to contact C.C and C.C. Mrs Mutton.

The parking on the road at Gorran Highlanes is causing an obstruction.  Clerk to contact P.C.S.O Mr Hemmings.

There was some discussion regarding to the children skate-boarding on the road in Gorran.

It was agreed to write to the owner of the Barley Sheaf to request information as to when the building work is due to commence. 

It was agreed that the appearance of the street has become quite unsightly.

It was agreed to identify the ownership of the banks above the pavement in Gorran Haven from the Methodist Chapel down due to them becoming overgrown.

The problem with the overgrown hedges at the school was again highlighted.  The proximity to the school and the junction is causing extreme difficulties to traffic.

There have been large quantities of refuse left on the corner of Wansford Meadows recently.

Residential waste has again been appearing in the cemetery.

Bodrugan Hill is in a very poor condition.  It is believed that Mevagissey P.C. has been liaising with C.C.  and this is soon to be addressed.

The 'public footpath' sign at Zion Church, Gorran Haven has been replaced.

The white lines by the Lime Kiln have been repainted.

The Slips are getting quite overgrown, Mr Husband will attend to this matter. 

The road between Trewollock Lane and the main Portmellon road are very poor.  Clerk to contact C.C.

There is a large pothole on Bell Hill, near High Cleer.  Clerk to contact C.C.

The question was raised as to the current position of the football pitch.  No information has been received to date.

The fence on the right hand side on Bell Hill approaching Gorran Haven is in a poor state of repair.

There is water running onto the road at Mariners at the bottom of Bell Hill.  Clerk to contact S.W.W.
