MINUTES OF A MEETING of the St Goran Parish Council held on 5th March 2009 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair.

Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Gouldsmith, Mrs Stokes,  County Councillor Mr B. L. Hunkin, District Councillor Mrs D. Mutton and two members of the public.

 PUBLIC SESSION

C.C. Mr Hunkin informed the Parish Council that he had been approached by the Neighbourhood Police Officer requesting that the P.C. notify him of any graffiti within the Parish.  He is in the position of being able to enlist local cadets to assist with the clearance of such graffiti.  The graffiti would have to be on smooth walls only.

Mr Grose thanked the members of the public present and the Parish Council then went into formal session.

MATTERS ARISING FROM THE MINUTES

Milfords Sign.  Reply received from C.C.C's Historical Department.  They are not in a position to offer any financial assistance and suggested contacting R.B.C.  R.B.C.'s Conservation Budget has already been spent for this year and so they too are unable to assist.   It was agreed to write to C.C.C. to request permission for the P.C. to arrange for the necessary repairs and re-siting of the sign.  It was also agreed to contact Mr Vercoe to establish whether he would make the necessary repairs to the sign and to contact Mr Johns for the removal and ultimate re-siting of the sign, if permitted.

Parish Noticeboards.  Quote received from Mr Vercoe for two new noticeboards at £102.00 each.  It was agreed to accept this quote and to request that black stain be used rather than black gloss.  Quotes also received from Anchor Graffix for the vinyl lettering at £31.20 for 10 strips and £51.40 for 20.  It was agreed to accept the quote for 10 strips in gold lettering.

C.C.C.  Mr P Moore, Chief Engineer is continuing to make considerations as to the re-siting of the speed sign on the Portmellon to Gorran Road and will notify the P.C. of any decisions as soon as possible.

 

COMMITTEE REPORTS.  

Footpaths.  Two requests received for memorial benches to be put on the coastal footpath between Chapel Point and Gorran Haven.  The clerk to obtain quotes from Larcombes Memorials and C.C.C. for granite benches.  The clerk will also liaise with  the landowner regarding concerns surrounding insurance and maintenance.

The area surrounding the public bench on the Gruda has now been cut back.

Beach.  Letter received concerning the outlet area of the stream on Gorran Haven beach.  The area has become damaged and so it was highlighted as a potential hazard.  R.B.C. have assessed the damage and will make the necessary repairs to restore safety.

General Purposes.   Following discussions, it was agreed to obtain a quote from Larcombe's Memorials to provide a granite block of 2' x 10”  to place behind the new granite seat.  This could then be used for the mounting of memorial plaques.  These plaques would be of either brass or stainless steel at 4” wide by 3” high.

CORRESPONDENCE

Street collections.  A public consultation will run until 29 April 2009 to amalgamate district policies for street collections.

The Playing Fields.  Email received from Mr Phillips, Chairman of The Playing Fields Trust.  He asks whether a developer providing affordable housing may be asked to contribute to other community projects, specifically the lease/purchase of land required for the proposed new football pitch.  Advise received from the Affordable Housing team at R.B.C. is that as affordable housing meets a local need, the new occupants would already be using the open space in the area.  For this reason a developer would not be required to assist.  Mr Phillips went on to ask whether the P.C. would be able to purchase suitable land.  It was agreed that the P.C. supports in principle the outline plans and would be happy to consider assisting further when firm proposals are available.

Harbour wall.  The harbour wall is in need of repair and so it may be necessary for sand bags to be stored on the beach, by the wall of the Lime Kiln, for a short time.

Apology received from Eibe Play.

Town and County Planning Act.  A new document has been produced to amalgamate the existing district policies.  The consultation will end on 27th March 2009.

Police Authority Liaison Meeting.  Details received.

Annual Minerals and Waste Monitoring Report.  Details received.

One Cornwall.  The Local Government Minister, John Healey, has said that elections for the Unitary Authority will take place on 4th June 2009.  They will be based on the Boundary Commmittes draft recommendations for the 123 electoral divisions.

Cemetery.  Telephone call and letter received regarding the donkeys in the cemetery.  At the request of the vicar, the donkeys have been invited to participate in the Christingle Service on Christmas Eve.  As the donkeys are rescue donkeys it was agreed with the vicar to familiarise them with the Churchyard with the ultimate aim of encouraging them into the Church itself.  It was not known to the owners that the new cemetery is owned and therefore maintained by the Parish Council.  The donkeys will not be taken again into the new cemetery but will continue, with the consent of the vicar and churchwardens, to use the rest of the Churchyard.

Letter also received from Canon Robson confirming that the donkeys have been brought into the Churchyard to prepare for the Christingle Service. 

R.B.C.  Letter received confirming the precept payment for 09/10 of £13000 and £734 Double Charge Grant.

Geological Sites of Special Scientific Interest.  Letter received regarding future geological surveys.

Planning applications.  Details received regarding the new arrangements for publicity surrounding planning applications from 1st April 2009.

Bell Hill Footpath.  Details received from C.C.C. regarding the proposal for the new footpath from Bell Hill to the School.  The Parish Council was asked as to whether this will cause conflict with the proposal for the virtual pavement.  C.C. Mr Hunkin stated that he is currently supporting the virtual pavement and that this project is very soon to be taken forward.  Concerns were expressed at stopping this from going forward with the view that if the footpath were not to go ahead, funding for the virtual pavement would then be lost.  It was agreed that the P.C. would continue to support the virtual pavement. There was one vote against this.

Letter also received  from three pupils at the school regarding the proposed footpath. 

Cornwall Council Network Groups.  Details received regarding a series of meetings to be held in March.

 

PLANNING

Mr Donald Parke.    50%  reduction in height of two mature ornamental cypresses at The Firs, Bell Hill, Gorran Haven.  Tree Preservation Order.  No objections.  There were two votes against this motion.                                                                                                                                    

Mrs Grace White.  Alterations, extension and refurbishment at The Barley Sheaf, Gorran.  Listed Building Consent.  No objections.  The P.C. have no objections to the proposed development, however concern was expressed in regards to the proposed wheelchair access ramp protruding onto the road, causing a potential hazard.

All the bills for February have been paid. Agreed to pay the bills for March.

 

BEACH

There was some discussion regarding previous issues on the beach at certain times during the last season.  A proposal had previously been discussed as to whether the beach bollards should be left in until later in the evening.  It was felt however, that this would not be practical.  It was agreed that as the incidents were few, arrangements for the beach should continue as last year.

 

AFFORDABLE HOUSING

Enquires were made by the Clerk, to other Parish Council's who have been involved in affordable housing schemes, as to whether they had formed committees to contribute to the content of the 106 Agreement.  Various opinions had been received and these were presented to the P.C.   It was agreed to seek independent advice for further clarification.  A further meeting to be arranged to enable this advice to be given.  Mr Grose declared an interest in this item.

 

PARISH PLAN

A notice has been placed in this month's Parish Magazine informing residents that a review is being discussed and adding that any comments or contributions are welcomed.  As yet, no replies have been received and so it was agreed to carry this forward to next month's meeting.

 

REVIEW OF CEMETERY CHARGES.

It was agreed not to increase the charges this year.  This may be reviewed if an increase is received during the year from the contracted gravedigger.

 

PARISH PROBLEMS

Information received regarding a possible overflow from the septic tank at the Playing Fields onto the football pitch.  Clerk to contact the Chairman of the Playing Field Trust.

Concern was expressed with regard to the children walking in the road on Bell Hill on their way to and from the school bus.

It was agreed for Mrs Gouldsmith to purchase flowers to plant out in the tubs in Gorran Haven to the value of £50.00.

Concerns were raised at surface water coming down from the Trelispen area onto Portheast Way.  It was suggested that those effected should contact the Environment Agency direct.

The loose tarmac from the beach has been cleared.  It was agreed for Mr Ayres to arrange for the removal of this to be used for the hardcore for the footings for the new seat in the cemetery.

It was agreed that the hedge, on the left hand side, going down Bell Hill would benefit from being cut back significantly.  This would then widen the road which could in turn  be of benefit to pedestrians.

It was agreed to commence distributing the Parish Newsletter on Monday 16th March 2009. 

The culvert in the first gateway on the road leading from Boswinger to Hemmick has eroded away causing problems to vehicles.  C.C. Mr Hunkin will report.
