St Gorran Parish Minutes for November 2009

MINUTES OF A MEETING of the St Goran Parish Council held on 5th November 2009 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair.
Present were Messrs Ayres, Bullen, Church, Husband, Lobb, Mrs Dean, Mrs Stokes, CC Mrs D Mutton and 1 member of the public.
1. PUBLIC SESSION It was raised that there are concerns as to what will happen next with regard to the school rooms and is the PC being informed of any further developments ?. The PC suggested that it would be curtious of the PCC to keep the PC informed of any developments. The clerk will write to Mrs Kendal with this request. A comment was made that it is good news that the Barley Sheaf now has windows.
2. COMMUNITY NETWORK MANAGER Unable to attend due to illness, will attend next meeting

5. MINUTES OF THE MEETING OF THE 1st October 2009 The minutes were agreed.
6. MATTERS ARISING FROM THE MINUTES 6.1 Highways Matters. The Clerk reported that the the Highways area manager had no objections to the bench on Bell Hill. The PC would need to provide a plan, precise information regarding the seat, how it will be secured and whether any excavations are required, as any excavations of a highway can only be carried out by an accredited contractor. They would also have to agree to maintain the seat and keep the immediate area free from litter and also have the bench on the PC's insurance. Mr Lobb agreed to produce plans and description. It was also agreed that the PC will maintain and insure the bench and the clerk would write to highways to ask if they would carry out the works for the base on their behalf. The Clerk reported that all properties on Rice Lane had been written to ask them to trim back the vegetation. The condition of Foxhole Lane and the sand in Canton Street have been reported to the relevant section. There is no application for a skip by Haven cafe and the Clerk has been asked that the Streetworks section contact them to rectify this. 6.2 Church school rooms. As agreed in the public session the Clerk will write to the PCC. It was commented that people should not lose interest as it is unlikely that anything will happen in the immediate future. Email received from the Charity Commission informing PC they have written to Canon Robson advising they will not take any further action until the issues have been resolved. 7. COMMITTEE REPORTS. 7.1 Footpaths. Nothing to report. 7.2 Beach. The seats have been taken in and there are rats in the Lime Kiln. It was agreed that the Clerk would write to Environmental health with regard to the rats. 7.3 General Purposes. The bollards opposite Beach cottage on Church street, Gorran Haven are in need of attention. The Clerk to inform highways.
8. CORRESPONDENCE 8.1 Cornwall County Playing Field Association . Notice of AGM. Noted. 8.2 Cornwall Countryside Access Forum. Annual Report. Noted. 8.3 Playing Field, Bell Hill. Copy of letter sent to the environmental health from Mr Charles Lovell stating a group of workers went to fit a new cover for the septic tank but was the incorrect size. The old cover and the rim of the tank were cleaned, re-assembled and sealed. They intend to get a new cover ASAP. The pitch is now in use and it has been arranged that the Playing Field will have on loan a suitable roller from the Cricket Club to improve the surface of the pitch. Noted. 8.4 Cornwall Council -Planning Consultation Protocol. Details of new planning protocol. If the planning department are favouring a decision which is contrary to the PC's they will make contact to inform the PC of its reasons for not agreeing. If agreement still can't be made the local council can submit a formal request that the application be taken to the planning committee stating the reasons why. The the Clerk is to reply to the letter stating the PC would like to receive the case officers report prior to their meeting if available and the Clerk to report this after the PC have looked at the planning applications, so not to influence their decision and then make their recommendations. 8.5 Cornwall Fire and Rescue service. They are launching the consultation phase of its Service Planning Process for 2010 – 2013 They are seeking the PC's observations. Noted. 8.6 South Western Ambulance service. The trust is aiming to become one of the first ambulance trusts to achieve foundation trust status. There is a consultation plan to see and also public consultation events. Noted. 8.7 Newsletters received. Received from Rural Services Network, Rural News Focus, Town & Parish. Mrs Mavis Taylor Details received about the feedback after the Calor Village of the Year competition. Noticeboard needs updating with information about Clubs with in the village. It was suggested a website to be set-up as the PC have lost their “freeuk” and need to purchase a new domain. The Clerk will contact CALC to find out who to contact about this subject. It was commented that the PC need to have a really worth while website that would be thoroughly maintained as this could subsequently attract holiday makers. The PC needs to look for other websites to link with to improve the sites position on the search engines. St Goran Church Schoolrooms. Details on the subject of the future of the school rooms, the Charity Commissioners want certain points resolved by the Church before any decision is made, which will take months to resolve. A meeting was held in the schoolrooms on the 6th October attended by The Community Buildings Officer,the Cornwall Rural Community Council and the Community Land Trust who informed the meeting that there is a possibility of funding for the community to purchase the schoolrooms. If the Charity Commission do give permission for the Schoolrooms to be sold they would be insist the best price must be obtained. Noted.
9. PLANNING MATTERS. 09/01177: Mr S Guest. Erection of a bathroom extension at 2 Quilver Close, Gorran Haven. Full Planning. No objections. 09/01296: Mr G Littlejohns. Proposed four bedroom house and garage at Land adjacent to Little Polvier, Gorran. Full Planning. No objections. 09/01338: Mr C Pearle. Proposed garden room extension at Sentires, Cotna Lane Gorran. Full Planning. No objections. 09/01304: Gorran Haven Harbour & Fishermans Society Ltd. Remove existing slates from roof. Repair or replace any rotten roof timbers as discovered on a like for like basis. Fix new breathable membrane, new battens and recover roof with Chinese'Trebarwith' or Argentinian 'Riverstone' slates using copper nail fixings at The Big Cellars, Canton, Gorran Haven. Listed Building Consent. No objections. 09/01364: Mr &Mrs C A Lovell. Extension to living area of existing dormer bungalow at Green Acres, Bell Hill, Gorran Haven. Full Planning. No objections.

All the bills for October have been paid. Agreed to pay the bills for November and to transfer £1,000.00 from the Deposit Account to the Current Account.
11. RISK ASSESSMENT PC agreed to accept the assessment with a view their maybe a slight risk in regards to a new Parish Clerk and training maybe required. It was also agreed the Clerk would send a copy to CALC to ask for there opinion.
11. TOURIST BROCHURE It was agreed the Clerk would place an advert in the Parish magazine for advertisers for the tourist brochure for 2010 at a cost of £30 an advert. Replies to Clerk by 1st Feb to then have details agreed on the brochure at the February meeting.
12. PARISH PROBLEMS It was proposed and agreed another news sheet would be created. The Clerk will inform Highways about the standing water between Treveor Hill and the Crossroads towards Gorran Highlanes. It has been reported that locals have been tipping waste/rubbish into the sea along Cliff Road. The Clerk will enter a note about this concern in the minutes for the magazine. The Haven cafe's roof is now overhanging the wall. The Clerk will request buildings control to look into the matter and inform highways. The matter concerning the Bodrugan sign is being taken up by CC Denise Mutton. The PC agreed to Support the Councillor.
