MINUTES OF A MEETING of the St Goran Parish Council held on 1st July 2010 in the St Goran Church Schoolrooms at 7.30p.m. with Mr P Grose in the Chair. Present were Messrs Ayres, Bullen, Church, Lobb, Husband, Mrs Crouch, Mrs Dean and Mrs Stokes, and 6 members of the public. 1. PUBLIC SESSION A member of the public brought to the attention of the PC, her concern of the forth coming plans, of Caerhays Estate to bring coaches through Rescassa and Penvergate. The main cause for concern was the unsuitability of the road and the bridge to carry large vehicles. The PC discussed the possibility of signs being put in place to prevent large vehicles using the road, but they could only consider the matter of Caerhays plans officially, once the PC have been formally informed. Gorran Haven harbour master informed the PC that he would put the separation buoys in place on the 13th July, he also enquired into the PC's policy with jet skies and reported that The Fishermen's Society have their own policy thereon, he continued that he doesn't want any Jet Skis to be moored on the separation buoys. The PC informed the meeting that they do not have the authority to enforce the “No Jet skis” sign on Gorran Haven Beach and have recently looked into this matter with Cornwall Council. Mr Grose then read correspondence received from, Captain Andy Brigden, Maritime Manager of Cornwall Council, which informs the PC that banning any particular vessel would prove to be very difficult and suggests contacting the jet skiers to discuss a mutually acceptable way, to allow them to continue their sport in a safe manner. Mr Church then read a letter received from Mr Ian Nancarrow, a Jet Skier, in response to a letter sent to him, asking him to refrain from using his jet ski off of Gorran Haven beach. Mr Nancarrow wrote that he uses his jet skies in a very responsible manner, is fully insured and abides by the speed restrictions. Mrs Dean informed the meeting that she has spoken with most of the jet skiers and they would be willing to meet with the PC to discuss their concerns. It was then discussed that jet skis are safer than they used to be and once the separation buoys are in place they will have to launch from the same side as other water vessels. The Harbour Master brought up the subject of where the Kayaks should be moored. The PC responded that they should be moored off, at high tide and moored on the beach at low tide. GIFT DECLARATIONS None. 4. MINUTES OF THE MEETING OF THE 3rd JUNE 2010 The minutes were agreed. 5. MATTERS ARISING FROM THE MINUTE 5.1 Grass cutting The Clerk informed the PC that Mr Crook has visited all sites in question, after May's complaints and agrees cutting has not been up to standard. He also informs the PC the grass cuttings have been put in the compost, which has now been removed. He has spoken to his two employees and promises a marked improvement. He also again mentions the problem with the daffodil planting on the green. Mr Grose informed the PC that he had met with Mr Crook, to discuss the Cemetery, Gorran Green and Triangle. Mr Grose has given Mr Crook a month to carry out the works to the acceptable standards as agreed in his contract, or be released from his contract. Noted 5.2 Highways The Clerk informed the PC that the pothole outside No 13 Perhaverway has been filled. Noted The Clerk reported that, the Contracts officer of Environment Cornwall Council has requested that all sand and debris from the streets of Gorran Haven be removed as soon as possible. Noted The Clerk reported that, Ms Frost AHM has informed the PC that the footpath from Gorran to the Menegwins corner will be strimmed back. She will visit the areas along Trewollock lane and the area between the Chapel and the cafe in Gorran Haven to determine her actions. She will contact Serco cleansing team about the dog mess and see what they can achieve. Noted The Clerk reported that, Ms Frost AHM has visited Foxhole lane and will instruct a gang to fix the worst of the potholes. After being asked to meet with Mrs Stokes to discuss the problem with the loose gravel on the road, Ms Frost informs the PC that it is commensurate with its use and maintenance status and is unable to resurface the road due to budgetary constraints. The PC discussed this matter and agreed that the potholes that had been filled were not up to standard and Foxhole land is becoming a very high danger risk. The Clerk to arrange a meeting between Highways, Mrs Stokes, Mrs Dean and Mr Grose. Agreed 5.3 Parking The Clerk informed the PC that the Parking causing obstructions in Gorran Haven has been reported to The Community Network Steward. Noted The Clerk reported that, PCSO Hemming is already aware of the untaxed vehicle parked outside the Llawnroc and has issued the registered keeper with a fixed penalty notice. Unfortunately the police do not have the powers to have the vehicle towed away, this can only be done by the Vehicle Licensing Authority. Noted 5.4 Church Schoolrooms The Clerk informed the PC that Mrs Claire Thwaites, Specialist case work division of The Charity Commission informs them that, the matter of the sale of the Church schoolrooms is now being looked into by an outcome review panel, made up of 3 independent people. They are to oversee the proposal to ensure everything is correct. She informs the PC that nothing will happen until their review is complete. Noted 5.5 Litter bins The Clerk reported that, Serco will install the dual purpose bins in the locations that the PC requested. They will invoice quarterly for their servicing. Noted 5.6 Jet Skis The Clerk reported that, The Fishermen's Society have informed her of the names and some addresses of the jet skiers that use Gorran Haven harbour. They have also informed the PC that Gorran Haven has been listed on a national jet ski site as a good launching place that is free and easy. The Clerk has written to the jet skiers, as agreed in the AGM. The Clerk reported that Mr Steve Gilbert, local MP has informed the PC that correspondence will be delayed due to technical problems in the office. The Clerk reported that, Captain Andy Brigden – Maritime Manager – Cornwall Council, informs the PC that control of the use of jet skis within Gorran Haven harbour would require some form of bye law. In addition it would be difficult to ban any particular vessel and is more likely that it would be a speed limit that would be introduced in order to control this activity. To effectively control this bye law there would also need to be signage, education or other form of intervention. He suggests that alternatively the jet skiers could be contacted to discuss a mutually acceptable way to allow them to continue their sport in an area which would be free from noise nuisance and danger to other water users i.e. some form of zoning. The Clerk informed the PC of a response received from Mr Ian Nancarrow after being asked to refrain from using his jet ski in Gorran Haven harbour. He states he is not out to make enemies within the community and is an active member of the community. He informs the PC that as part of his employment he trains professional lifeguards to use Jet skis in a life saving capacity and prides himself on his safety and will always obey the speed restriction in place. He also informs the PC that the jet skis he operates use very modern engines with very low decibel readings, much quieter than that of a diesel fishing boat and no more than 25hp. All his jet skies are fully insured and are only ever operated by competent trained operatives. He states therefore taking into consideration the above points, unless a total enforced ban is to be made against all water craft being operated from the beach it is unfair to direct complaints at himself and he does not propose to refrain from using his jet skis out of Gorran. After further discussion on this matter it was agreed that Mrs Dean will arrange to meet with Mr Nancarrow to discuss a potential mutual agreement for jet skiers using Gorran Haven harbour.
5.7 further details received prior to meeting The Clerk informed the PC that, CC Mutton has visited the Environmental health Department and she reports that within a month, A Dog Control order will come into force covering all of Cornwall and the dog warden will visit if there is a problem. She also reports that in the beach guide for dog owners, Gorran Haven is listed as being an “ all year round, dog friendly beach” . The Clerk is to write to Cornwall Council to ask whether the responsibilities of the beach were passed on to Cornwall Council from Restormel. Agreed It was reported that the culvert has not yet been repaired by the Environment Agency. The Clerk is to remind the Environment Agency that they agreed to carry out these works and it has become an urgent matter as some schools have already broken up for the holidays. Agreed Mr Church presented the PC with a draft of the proposed Annual News Letter, which was Approved by the PC. 6 COMMITTEE REPORTS. 6.1 Footpaths. It was reported that the stile at Rescassa that has already been reported to the Countryside Ranger is becoming very dangerous. The clerk is to request the Countryside Ranger to attend to this matter urgently. Agreed 6.2 Beach. Mr Ayres reported that the pointing on the plait steps has been completed. He also reported that one of the flaps that hold the bollards in place, on the slipway has been tampered with and needs replacing. Mrs Crouch is to arrange for Mr Crouch to provide a new flap. Agreed
6.3 General Purposes. Nothing to report. 7 CORRESPONDENCE Cornwall Council Area Highways Manager – Bollards request Ms Frost, AHM has received a request to place bollards to prevent parking outside the Beachcomber. She has informed the Civil Parking Enforcement Officer that she will consult with the PC to determine whether they really want the area littered with street furniture. The Clerk to reply stating that the PC will not support to the placement of these bollards and would like to request that parking restrictions in this area are enforced Agreed Localism Cornwall Consultation received regarding an Empty Property Strategy. Noted Gorran Haven Website Mr Oliver would like to erect an advertising sign near the sign saying “Gorran Haven welcomes careful drivers” and another on the triangle and requested the PC's approval. The Clerk to respond to Mr Oliver informing him that the PC could not support his request as they feel it would constitute an unwelcome proliferation of signs and lead to confusion rather than co-existence with the official Parish Council website. Noted Mrs Julie Gray – Rats in Lime Kiln Mrs Julie Gray of The friends of Gorran bus has informed the PC that her beach cleaners have reported that there are rat droppings in the Lime kiln. It was reported that this matter has been investigated by Rentokil and the rats are actually living in the stream and not in The Lime Kiln. BTCV – Information received about the largest practical conservation charity. Has written to the PC to view his concern of the lack of safety on the beach, due to the number of vehicles driving on and off the beach. The Clerk reported total income and spend to date. The PC agreed they are in line with the budget for the year. 10.EXTERNAL AUDIT - Completion The Clerk reported that the Annual External Audit has been returned and accepted as meeting the Audit Commissions requirements and showing no matters for concern. Notices have been displayed on all Parish Notice boards and will remain in place for at least 14 days. Noted 11.PARISH PROBLEMS The concerns of large vehicles travelling through Rescassa to Penvergate was discussed. The Clerk to request highways to put a sign in place to inform road users, that the road is not suitable for heavy goods, long or wide vehicles Agreed It was reported that the Kayaks on the beach were not supposed to be launched on the Fishermen's side of the separation buoys. Noted It was reported that the hedge opposite the bottom of Llamledra hill is over grown. Clerk to report to Highways. Agreed It was reported that the hedge along side the virtual pavement on Bell Hill is overgrown and the white lines need re-painting. Clerk to report to highways. Agreed It was reported the grass on the top of the bridge near Heligan requires cutting. Clerk to report to Highways. Agreed Mr Lobb reported that Transition Gorran are having a consultation looking into erecting a wind turbine near the water tower. As this is a community project this will put funds back into the community. Transition Gorran are looking for funding to enable them to collate results of a survey. Noted
